No owner or keeper o f any dog, whether Iic ensed or un . censee, s"hall permit such dog to run at largee Any dog shall be deemed ta be ru..n.ning at Iarge unless such dog is accompanied in elose proximity by its ovan.er and under such effective directioi!; supervisionD and control of its aurier as to be in fact restrained by such ovrMer at a 11 ti.me s; provide d however, that duri ng all tirres that any such dog remai ns on hi s dinmer P s premise s-the dog shall be deemed to be within the effective directinn, supervision and control of sa3.d ownere The f ac#, that aaog i s. running at large within the me aning of this Se ction sha21 be prima f acie proof of aviolation hereof, and shall, subject the owrer or keeper of sueh dog to the penalty provided in Section 15. In the event the dog i.s n.ot redeemed wit,hin five (5) days after the giving of such noti(;e a or within five (5) d.ays after the date of piekupg if the dog is not licensed by the Village, then the dog may be dispo se d of in the manner provi ded by Statute. . In the e,,rent the Police Force receives calls re- garding dead dogs fdund within the Village such calls shali be re- ferred to the same agency named by the Council.
