Subiect ta the minimum fees esfablfshed herein, all fees shall be issuetl on a calendar year basis and shall be pro-rated on the besis o1 the portion o1 the calendar year remaining after the dafe of issuanceof the license. Upon the ezpirafion of i existing licenses granted on other fhan a calendar year basis, the license shall be renewed for the balance of the calender year only, but in such cases the minimum fees establishetl hereunder shall not apply.
