AN ORDINANCE AMENDING ORDINANCE N0, 93,
THE BUILDING CODE, BX PROVIDING FOR DESIGN
OF CERTAIN BUILDINGS BY REGISTERED ARCHITECTS
OR EPdGINEERS, REQUIRING PEP.FORNIANCE BONDS IN CERTAIN
CASES, A.ND IMPOSING ADDITIONAL REQUIRENIENTS ON CONSTRUCTION '
OF MULTIPLE-FANILY DWELLINGS.
The Village Council of the Village of Arden Hills does hereby ordain as
follows ;
Section 1. Amendment of the Building Code - Section 301. Sec. 301 of th
~
Uniform Building Code, adopted by reference as a part of the Building Code of
the Village of Arden Hills, Ordinance No. 93, is hereby amended to substitute
paragraph (c) as hereinafter set forth for paragraph (c) as it reads at
present; and to add thereto paragraph (e) as hereinafter set forth. Amended
paragraphs (c) and (e) shall read as follows:
(c) Plans and Specifications. With each application
f or a building permit, and when required by the
Building Official for enforcement of any pro-
visions of this Code, two sets of plans and speci-
fications shall be submitted.
EXCEPTIONS; When authorized by the
Building Official plans and sp.ecif%cations
need not be submitted for the falLawing:
1. One-story buildings of Type V con-
ventional wood-stud construction with
an area not exceeding six hundred square
feet (600 sq. ft.),
2. Group ,T, Division 1, Occupancies of
Type V conventional wood-stud constr.uction;
3. Small and un.important work,
(e) Design by Architect or Engineer Required, No
building permit shall be issued for any construction
unless the plans and specifications therefor indicate
by sCamp thereon that they have bee.n prepared or de- t
signed by an architect or e,ngineer registered by the
State of Minnesota in accordance with the Minnesota
Statutes, Sections 326.02 to 326.16, inclusive,
as amended. The provisions hereof sha11 not apply to
plans and specifica.tions for the erection, enlargement, ~
or alteration of ariy building or ather structure by
any person for his exclusive occupancy ar use, unless ~
:uch occupancy or use involves the public health or

person, nor shall they apply to any of the tollowing ~

Sec. 1310 - Construction of Multiple-Family Dwellings. Fire-
Proof Construction. Any muLtiple-family building with dwelling
units on more than two floors shall ba of Type I or Type II
construction as defined in the Uniform Building Code, 1964
Edition,

In adclition to Code provisions relating to constructian of
~ a11 buildings, the following provisions shall apply to
multiple-family dwellings:
l. Al1 mechanical and electrical systems shall be
designed and certified by an engineer registered
as required in Chapter 326 of Minnesota Statutes,
as amended. Reference to registered engineer or
surveyor herein shall be construed to refer to re-
gistration under said Chapter 326.
Central air-conditioning systems shall be em- '
ployed, No window units will be accepted. .

3. Any multiple-family dwelling with more than two I
floors sha11 have the structural system designed and ~
certified by a registered structural engineer.
4. No living quarters shall be below grade except
such areas as are designed for use for amusement,
recreation, storage and parki.ng purposes. 3
5. Prior to the issuance of a building permit the ~
applicant for such permit sha11 file a grading and ~
drainage plan designed and certified by a registered
engineer or registered surveyor. The plan must clearly ~
indicate the elevations of proposed buildings, incl.uding ~
garages, driveways and streets and the proposed drainage i
on the lot or parcel, its effect on adjacent properties
and shall clearly indicate the place of final disposal ~
of storm waters. ~

Sound. Except within dwelling units, one and three-quarter inch j
soli_d core doors equipped with gaskets or closing plates are ~
requited.

Room relationships, hallway designs, door and window placements ~
and plumbing and ventilating installations shall be such that ~
t~hey assist in the control and reduction of sound transmission ~
from unit to unit. Plumbing, heating, ventilating, and electrical
must he witkiin the dwelling unit and separated from other
dw:lling units by a room, claset, corridor, or sound barrier, ~
~

nationally-recognized testing labaratory as capable of accom- ~
plishing a loss in sound transmission of not less than 55 decibies
detcrmined by averaging the loss at frequencies 125, 250, 350, ~

~ of a type capable of accomplishing a loss in sound transmission ~
of not less than 50 decibles similarly determined. ~
