~ AN ORDINANCE RELATING TO THE MUNICIPAL
WATER SYSTEM, AMENDING ORD. NOS. 103,
119, 142 AND 154 BY ESTABLISHING STAND-
BY CHARGES, CHANGING BILLING AND DELIN-
QUENCY PROVISIONS, ALTERING HYDRANT
CHARGE PROVISIONS, AND PERMITTING WAIVER
OF MINIMUM CHARGES FOR SENIOR CITIZENS
OR DISABLED CITIZENS.
The Village Council of the ViZlage of Arden Hills does hereby
ordain as follows:
Section 1. Amendment of Section 3.2(g) of Ord. No. 103 -
Stand-B Char es. Section 3.2(g) of Ord. No. 103, previously
amen ed by Ord. No. 142, is hereby amended in the followinq
respects:
A. The demand or stand-by charge for the first
item in the table (pipe size 1 inch and ~
smaller) is changed frOm $1.95 per quarter '
to $1.50 per quarter.

B. The following two paragraphs are hereby ~
added to Section 3.2(g):
The owner of a parcel of improved
residential property, any portion of
which is located within 400 ft. of an
Arden Hills fireYtiidrant, shall also pay 9
a quarterly demand or stand-by charge ~
of $1.50, even though such property is
not connected to the municipal water
system. ~
Similarly, the owners of parcels of ~
improved and non-residential properties, "
any portion of which parcel is located ~
within 400 ft. of an Arden Hills fire ;
hydrant, shall pay a quarterly demand
or stand-by charge based on well meter
size, using well meter size as
equivalent to service pipe size per the
previous schedule.
Section 2. Amendment of Section 3.3, Ord. No. 103 - Billin
Dates. Section 6.3 o Ord. No. 103, previously amended by Or .
No. 119, is hereby amended to change the billing dates therein
from the 5th day of January, April, July and October to
the 20th day of each such month.
~ Section 3. Amendment of Section 3.4(a) of Ord. No. 103 -
Delin uenc Penalties. Section a o Or . No. 0, previously ~
amen ed by Ord. No. 19 and Ord. No. 154, is hereby amended to
provide the following new effective dates for delinquency
charges:
For the lst quarter June 30
For the 2nd quarter September 30 .
For the 3rd quarter December 30
For the 4th quarter March 30

Section 4 Amendment af Section 4.4 of Ord. No. 103 ~
Hydrant s. Section 4.4 of Ord. No. 103 is hereby amended
to read as follows: ~
Owners of private property on which fire hydrants are
located shall pay an annual stand-by charge of $15.00 ,
per hydrant. In addition thereto, if the Village
S installs a hydrant on private property at the request
of the owner, the owner shall be charged the actual i
cost to the Village of materials and labor for such .
,
installation. .
This Y=2~ shall not apply to a hydrant installed
in the usual manner on boulevards or street right-
of-way, but only to those installed on priyate
property.
Section 5. Waiver of Minimum Payments for Senior Citizens
or Disabled Citizens. The Council may, by resolution passed ~
in its reasonable iscretion, waive minimum payments required
under Ord. No. 103 and amending ordinances where such charges
are imposed upon property owned or occupied by citizens 65
years of age or older or citizens who are totally disabled
within the meaning of Social Security regulations.
Section 6. Effective Date. The amendments provided herein
shall be in full force an effect from and after January l, 1973,
but not before passage and publication of this ordinance.
