AN ORDiNANCE REGULATING 7HE iNSTALLATiON, C(3NSTRUGTiOPl, EXTENSION, AND REPAIR QF
INDIVIDUAL WATER SUPPLY SYSTFMS: REQUIRING PERMiI'S THEREFOR, PROViDlNG FOR
iNSPECTION T}{EREOFa AND tMPOSING PENALTIES FOR rJON - COMPLIANCE.
The Council of the Village af Arden HilPs does hereby ordain as foi[ows:
SECTiON I. REPEAL.
The fo0lowing provisionssof Ord3nance Number 16, together with ail amendmenfis
at said provislons, are hereby repealed, said repealed sections being the following;
to-wit: Section 4-7; Section 6-123 through Sec-Fion 6-134, incfusive.
SECTION 2. DEFINiT(OMS.
The foilowing terms used in this ordinance are hereby defined as foilows, +o-wit;
2°I Drawdown - The change in surface elevation of a body of wayer as the r-esult
of the w i thdrawa ! of water therefrom.
2-2 Glaciat Drift - An assembiage of deposits Ieft by the mefting of an irF
sheet of glacier. lt is compnsed of an accumuiation of unstratified materiaE ot all
sizes which formed at the margin nf the ice.
2-2 Grout -!1 th i n mort<ir cons i st i ng of PortI and cernent and wa-'rer of Port! and
cement, sand and water in the tollowing pr-oporfiions;
(1) One sack cement to 4-1/2 fo 5-1/2 gallons of water.
(2) One part cement, one part ciean sand and 4--I/2 to b;a{lons water,
The sand grout shall be used oniy where abnormal lass of grout to
crevices or faults occurs.
2-4 Log - A chronologicat record of the soil and rock for-mations encountered
ih the operation of drilling a wefi, with ei#her their fihickness, or the eleva±!on
of fhe top and bottom of each formation givenm It aiso includes statements as i-o
the composition and water bear•ing characteristics of eaeh formation.
2-5 Turbidity - A condition of a liquid due to fine visibie mai-erial in sus-
pension, which may not be of sufffcient size to be seen as individual particles by
the naked eye but which prevents the passage of light through fihs liquid.
2-7 Yietd - The quantity of water flow (gatlon per minute or per hour) which
can be coifected (pumped) f rom the weli.
SECTIO1V 3. PERMITS.
3-1 A permit shall be requtred for #he construction of a new weif or for any
ma jor reconstructi on of an exi sti ng we l 1 i n Arden Hi l P s. The C*ner of the sub ject
property or h(s agent shall obtain a permit therefor from the Viitage Cierk, and shall
pay a fee of $7.50 betore the issuance of such permifi.
3-2 Applicatfons for such permits shall be made in wrifiing upon such pri~;t:~~±
forms furnished by #he Viltage Cterk for such purposes.
3-3 Any deepening of an existing weli ta at least the next deeper stratus
shall constifiute a"major reconstrucfiion" within the mear?ing of this Ordinance.

4-7. The pump and other equipment instalied an we!!s in Arden E-Ii;{s sha!l
conform to the fo!lowing m'inimum standards, to-w;t:
(l) Pump and equPF,ment shall be designed to assare a poilutiors-proaf
and frost-proot installation.
(2) 1'he pump base shail be constructed as oo perms"t tnsta;lafiion of a
veater-tfght maunting.
(3) A wetl seal shali be used. Such we9l seal shai1 be caf simp9e
canstruction, eas-ily instailed, removed and s-e-insira-Iaoie should
it become necessary to remove the drop pspe for repair.
(4) The top ot the wet( casing shall be a minimum of 18 inches above
the basement floor ievei and ths seal shalt be so sfiruci-ed and
installed as to maintain its water=tight feature, shaufd floodiny
occur. The pump room floor shall be at least 6 inches above the
the surrounding grade and the concrete pta$fiorm shaif be minimum
of 4 inches above grade at the edge.
(5) Suction ! ines mnstai 1ed through the wei I casing, or wf,ere ot~erw;se
instalted Iess than 10 feet befow grade, shall be prov3ued wi$h all
outer protective casing. Sach protective casing sha1f be set
waterfitghf into the well casing. The suctean line shail be cau!lked
+nto the protective casing to provide a watertighi- ja'snt which ~~k;I

a welt located at least 18 inches above the basement ftoar,
(6) Provisions shail be made in the we!l seaf for future measuremen~-s
of static and pumping IeveJs. ~
4-8. After final instailation of fihe pumping equipment, the weii shati be
pumped continuousJy until tfie water is free of turbidity, then ch6orinated
heavlly in accordance with the toilowing procedures
(i) lntroduce into the well one pound of high test t70p or equivaient,
calcium hYPochlorite (chlorinated Iime) by scaftering same aver
the surfacs of 'the water in the weli so that the powder~ wii) ssnk
tQ the bottom, thereby permeating -the supply.
(2) If powder canno-t be introduced directly, then mix one pound ot
~ caicium hypochlnrite high test (70p or equivalent) with five gatic.~ns
of water and pour the mixture into the we4;,
(3) Ailow the chemicats to remain in the well for af le~~t tweld~ ~~ur~;

SECTtON 5, iNSPECTlON
5-1. 7he Plumbing inspector of the Vaiiage nf Rrden Hilis is charged witti
the responsibitity of condurting regular inspections vpora the consiruction of
major reconstruction of all the welts within the Yillage of Arden Hilis. Sach
inspec-Yions snatl be made as frequenfily as an extensiveiy as, in his opinion, ait-e
necessary to obtain strict compliance with the provisions of this Ordinance. In
any situation where the Plurnbing Onspector has a serious doubfi as to the propased
locatlon of a well or the type of construcfiion of a well, he sha41 pt-ohibit ali
Turther work o- such proposed we I i for a per iod of not i-o exceed th i rty (30) days,
and within said thirty day Freriod the Plumbing lnspector shati make'appropriate
inquiry with the Minnesoi-a qepartment of Health- to determine whether the prapcaed
