ORDINANCE NO. 160 AN ORDINANCE REGULATING THE OPERATION OF TAXICABS DOING BUSINESS IN ARDEN HILLS, PROVIDING FOR LICENSING OF SUCH TAXICABS AND IMPOSING PENALTIES FOR VIOLATION. The Village Council W the Village of Arden Hills tloes hereby ordain as follows: ' Section 1. Definitions. The following definiTions apply to the terms used in This Ordinance: (a) "Taxicab" means any motor vehicle used in the - carrying of persons for hire, whether over a fixed route or not, and whether operaTing from a sireet sTantl or • subiect to calls from a garage or elsewhere, buT ex- cluding GovernmenT-owned vehicles, vehicles regularly . used by undertakers in carrying on their business, or vehicles conirolled and regulaTed by the Public Service Commission of the STaTe of Minnesota or other , regulatory body of the STaTe of MinnesoTa.- , (b) °SireeY' means any public sTreet, alley, avenue, . court, bridge, lane or public place for highway in the Village of Arden Hills. (c) "•Operator" means any person owning or having control of the use of one or more Taxicabs as defined herein. (d) "Doing business in Arden Hills" means ihat the operator af a Taxicab , . (1) Maintains a garage, office or place W business inArden Hills, or (2) Regularly receives calls at any location in Arden Hills for the dispaTch of his taxicabs. Section 2. License Required. Operators M taxicabs tloing business in Arden Hills as defined herein must obtain licenses for any of iheir taxicabs prior to using the same on any sireets in Arden Hills. License Fee. The annual license fee shall be 850 for each taxicab licensed by the operator. Hereefter license fees for taxicabs under ihis ordinance shall be included in the ordinance establishing Table of License Fees (Ord. No. 151, as amended), and reference to such ordinance is hereby made for additional information. Secfion 4. Insurance Required. The applicani for licensing hereunder must file with the Village a liability " insurance policy or certifiwte ihereof showing coverage with an insurance company auThorized to do business in the StaTe of Minnesota, which coverage shal I be at least the following: $100,000 public liability for each person; $300,000 public liabiliTy for each accidenT; and $50,000 property damage public liability. Such policy or certificate ihereof must cover the taxicabs licensed in Arden Hills and must provitle for _ notice of wncellation fhereof to be given Arden Hills at least 30 days before the cancellation shall be Hfective, and failure fo keep adequate insurance as provided herein in full force and effect at all times shall be grounds for immediate cancellation of any license issued hereuntler. Section S. Operating Order and Equipment. All taxicabs to be licensed hereunder must be equipped ,vith taximefers plainly visible to riders therein and all taxicabs must be in good running order and in full canformance To all applicable Federal and State laws and ordinances of ihis Village. - . Section 6. Penaliies. Any violation of ihis Ordinance shall be deemed a misdemeanor punishable by a fine of not more ihan 8300 and-or 90 days in jail, and in atldition Thereto a violatian shall be cause for cancellation W any license issuetl hereunder. Section 7. Effective Date. This Ordinance shall be in full force and effect from antl after January 1, 1973, but . not before its passage and publication. Application for a license shalf be made To the Clerk-AdministraTOr of Arden Hills and shall contain the full name and address of the ownee and-or operator, if differenf, the class and passenger-wrrying capacity of the vehicle, the StaTe license plaTe number of the vehicle, the name of the Frolder of legal tifle to the vehicle if other ihan the ap- plicant,,the address and-or telephone number of the Arden Hills IocaTion.of the operation, and such oTher information as the Clerk-AtlminisTrator may reasonably require: - -I Section 3.
