• SECTION lo It shall be unlawful for any person to in any
manne , u p anything that can be classed as dump material, as
defined hereinafterp in any of the following plaees the Village
I of Arden Hills exeept on a publie dump if and when the same has
been establ3shsd by the village cauncil:
i (a) On or along the right of way or vegetation
controZ strip of any publie highway9 street,
alley, or other thoroughf'are.
(b) In any lake a streams eanals or ciitcha or on
any shore, be achg ar bank thereofp e ither
~ vsrholly or partly xithin the boundarie s of
the Village.
(c ) an ang private praperty without f irst having
obtained permission from the owner9 lessee,
or other occupant thercofa
SECTIO'N 2. Dump material defined - As used herein durnp
mater a s ereby e rie as any ng umped on any publie dwmp
irrespective of its arrangemnt, size, shape, or form, quality,
condition, kind, or quantity, or whether singly9 severally, or
collectivelg, iricluding anything made of ting glass, metal, paper.9
cardboard, xood9 plastic, rubbera textile,, building material, earth,
or grown 3n, on or upon the soil$ or water,'also including the
bodie s of any an3.ma1., fi sY3., f'owl or reptile a

SECTION 4. Title to dump material mFor the purpose s of

dump material has not been alienated frcm the dumper by the act

garded as a rental charge per day for each and e-v-ery day or part
of day until removred by the dumpera his agent~ or t,he municipality

ordinance shall be Iegally responsible in damages in a civil action
in any court of eompetent jurisdiction f°or any damages resulting

SEGTION 6@ EnforGement clause-penalty m Any person vi.ola-

of not less tYian five dollars ($5000) 8 nor more tb.an one hundred
dollars ($I00.00), or by imprisorunent of not less than five (5)
days, nor rnore than ninety (90) days for each offense, and in

pr3vate praperty, rnay recouer the eosts for the removal of sueh

~ SECTION lo It shall be unlawful for any person to in any
manner 'ciump anything f.hat can be classed as dump material, as
defined here inafter , in any pf the following place s the Village
of Arden Hills except on a public dump if and when the same has
been establisYed by the village council:
(a) On or along the right of way or vegetation
control strip of any publie highway9 street,

whally or partly within the boundaries of
the Villagee
(c ) On any private property without f irst having

SEC2'ION 4. Title to dump material - For the purposes of
this or inance it a e ers oo at the Iegal title ta the
dump material has not been alienated from the dumper by the act
of- d.umping, and that any fire imposed for each offense may be re4
garded as a rental charge per day for each and every day or part
of day until rernoved by the dumpe r a hi,s ap;ent 9 or t,he municipa iity
or by the aggrfeved pri-frate partya and that the vioiator of this
ordinance shall be legally responsible in damages in acfvil action
in any court of competent jur^isdietion for any damages resulting
by reason of the dump materiai or the dumping thereof o
• SECTION 5o The pe rson who while dreiving avehicle or other-
wise s any animal2 or fowl~ whether wild or damestica on any
street, hi ghway, road, alley, g or a ther thor°oughf are within tYie
vi.llage 1 imit s, shall remove or cause the s arne to be removed D ot her-
wise the rema3.ns shall be classed as dumped materialo

shall be guilty of a misdemeanor whieh shall be punished by a fine
