Recommendation:
Approve the concept plan for the local access interchange, dated May 29, 2008. This will enable the City
to move into the preliminary design phase, which will involve more detailed review, and full evaluation of
the associated impacts. It will also provide Ramsey County with guidance in the preliminary design
phase of the TH 10 & CR96 intersection project.
Chris Chromy, Bolton & Menk, Inc., will be present for the discussion.

TH 10 Local Access Interchange
BACKGROUND/DISCUSSION
The proposed local access interchange on Trunk Highway 10 (TH 10) north of County Road 96
(CR 96) will provide the local access elements related to Ramsey~County's proposed grade-
separation proj ect at the TH 10 and CR 96 intersection.
The design of the local access interchange has undergone numerous reviews, analyses, and
revisions to minimize its footprint and its impact on the Arden Manor manufactured home park.
The "tight diamond" design that is being used for the west half of the interchange is the
narrowest and least intrusive interchange design.
The City Council approved a position paper on March 31, 2008 that identified issues and
concerns related to the Local Access Interchange Project and the THIO and CR96 Intersection
Project. The position paper has guided the review and revision of the concept plan, and will also
guide the preliminary design process.
While a phasing analysis showed that a west frontage road is needed to accommodate the
proj ected traffic, the frontage road has been redesigned to create a combined entrance ramp and
one-way frontage road. This has reduced the impact on Arden Manor, including saving four
manufactured homes.
The approval of the concept plan will enable the City to move into the preliminary design phase
of the interchange project, which will involve more detailed review, and full evaluation of the
associated impacts. It will also provide guidance to Ramsey County in the preliminary design
phase of the THIO & CR96 intersection project.

APPROVING CONCEPT PLAN
FOR HIGHWAY 10 LOCAL ACCESS INTERCHANGE
BE IT RESOLVED, by the City Council of the City of Arden Hills (the "City"),
as follows:
WHEREAS, the City is in the process of considering the development of a local
access interchange (the "Interchange Project") on Trunk Highway 10 ("TH 10") north of
County Road 96 ("CR 96"), in connection with Ramsey County's proposed grade
separation project at the intersection ofTH 10 and CR 96; and
WHEREAS, by Resolution No. 2008-20 approved March 31, 2008, the City
Council approved a position paper that identified various issues and concerns in
connection with the Interchange Project and the THIO and CR96 project. The position
paper has guided the review and revision of the concept plan, and will also guide the
preliminary design process; and
WHEREAS, although a phasing analysis showed the need for a west frontage
road to accommodate projected traffic, the frontage road has been redesigned to create a
combined entrance ramp and one-way frontage road; which has reduced the impact on
Arden Manor, including saving four manufactured homes; and
WHEREAS, the revised concept plan for the Interchange Project is depicted in
the map titled "Highway 10 Grade Separation with SB Exit Ramp and One Way Frontage
Road," prepared by Short Elliot Hendrickson, Inc. and dated May 29, 2008 (the "Concept
Plan"); and
WHEREAS, the Council has determined that the Concept Plan is the appropriate
basis for beginning the preliminary design phase of the Interchange Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Arden Hills as follows:
1. The City approves the Concept Plan as the basis for preliminary design
work for the Interchange Project.
2. City staff, consultants and the Mayor and City Administrator are
authorized and directed to take all actions and execute any documents necessary to carry
out the intent of this resolution, including without limitation delivery of a copy of this
resolution to Ramsey County and the Minnesota Department of Transportation.

Evaluation of One- W ay Frontage Road and Associated Traffic Operations

On behalf of the City of Arden Hills, I have reviewed and summarized the design and traffic analysis
cOlnpleted by S.E.H. for the referenced project. At the May 27, 2008 City Council Meeting, information
was presented regarding the need for a fi.ontage road along the west side ofTH 10 connecting the Local
Access Interchange and CR 96. Analysis associated with phasing the construction of the Local Access
Interchange revealed unacceptable traffic delays would occur at the I-35W/CR 96 interchange without
construction of the \vest frontage road connection. Changes in travel patterns and levels associated \vith
the initial phase of the TCAAP development and grade separation ofTH 10/CR 96 necessitate the need
for full access at the ]'H 10 Local Access Interchange and west frontage road connection in 2012 .
The two-way frontage road design alternative presented at the May 27, 2008 City Council Meeting was
considered unacceptable by the City Council due to its potential increased impact to the Arden Manor
neighborhood. After some discussion of other alternatives, Councilnlan Grant suggested a one-way
frontage road be evaluated as a means to mininlize impacts to Arden Manor while accommodating the
critical peak hour travel demand from southbound TH 10 to eastbound CR 96.

The traffic analysis \vas completed with the following conditions accounted for:

o Grade Separation ofTH ] 0 and CR 96,

· Traffic Demands in the Year 2012:

The analysis considered peak hour traffic congestion and delays at 13 intersections affected by the change
in travel patterns. With the one-way frontage road alternative and fun build of the Local Access
Interchange by 2012, lTIodified travel patterns and levels could be accommodated with acceptable delays
at each of the J 3 intersections.
The Minnesota Department of Transportation and Ramsey County Public Works have reviewed the one-
way frontage road design concept and traffic analysis. While both agencies would prefer a two-way
frontage to better accornmodate transportation needs, they are both willing to accept the one-way frontage
road in recognition of the local benefits to property owners.
Recommendations
It is my recommendation that the City of Arden Hills endorse the concept plan for the TH 10 Local
Access Interchange with a one-way \vest frontage road to CR 96 the with initial phase qfthe l'CAAP
development and grade separation of TH 1 O/CSAH 96. This will enable the City and County to move
forward with preliminary design of both projects and more fuHy evaluate the associated impacts.

Explanation of Interchange Bridge Width

Per your request, J have reviewed the bridge deck width proposed for the current Local Access
Interchange concept as well as the design of the frontage road to the Scherer Brothers property. My
findings are sumlnarized below:
Bridge Deck Width
The bridge deck width in the proposed Local Access Interchange concept includes necessary turn lanes
and thru lanes to accommodate anticipated traffic volunles in the year 2030, including full build out of the
TCAAP development. This includes two through lanes in each direction, a single left turn lane to the
northbound TH 10 entrance ralnp, and two left turn lanes to the southbound TH 10 entrance ranlp. In
addition, roadway shoulders are included on the right side for both directions of travel to accommodate
disabled vehicles, motorists yielding to emergency vehicles, snow storage and removal, and more
advanced bicyclists. AlTIulti-use trail is also proposed to accommodate pedestrians and less advanced
bicyclists. The bridge deck width fOf this interchange concept is approximately 130 feet and is needed to
provide the necessary lanes, shoulders, and traiL
The tight dialnond interchange design being used on the west side ofTH J 0 does result in additional
width on the bridge. Since the west ramp intersection on this interchange concept is pulled in "tight" to
the lnainline, there is less space for left turn storage and results in the left turn lanes being side-by-side on
the bridge. This results in a wider bridge deck of approxinlately 12~, or one Jane "vidth.
Conceptual design includes conservative decision-making relative to project costs and impacts. During
preliminary and final design, the roadway geon1etry and bridge deck width win be finalized based on
nlore defined traffic needs, cost-effectiveness, and service life expectancy. Bridges typically have a
service life of 50 years or more and are planned for accordingly. The need for two \vestbound thru lanes,
two westbound left tU1l1 lanes, and shoulder width should be evaluated during preliminary design.

Frontage Road Design to Scherer Brothers
The curvature of the frontage road west of the Local Access Interchange is the minimum needed to
accommodate an interstate semitrailer exiting TH 10 and turning right to access the Scherer Brothers
property. Moving the frontage road any closer to the exit ramp would result in trucks encroaching on
oncoming traffic. 1'he proposed curvature of the frontage road is designed to accommodate passenger
vehicles at approxitnately 15 mph. The close proximity of the frontage road and limited design speed
around the curve present challenges for the ramp intersection traffic signal operations including
inadequate visibility of the signal heads, restricted stacking space, and need for additional green time to
accommodate slower progression of vehicles.
The current design of the frontage road is very restrictive as proposed. Further design compromises
would result in an inadequate roadway configuration incapable of accommodating vehicular traffic safely.
