SUBJECT: Johanna Marsh Park Sign
BACKGROUND
On October 29, 2007 at a Regular City Council Meeting, a motion was passed directing staff to
budget for the resurface of the tennis court on the 8.57 acres of land donated from Mr. James
Shacker and Mr. C.E. Sheehy (donated to the City in November, 1994) and open it up for use to
the public. Staffwas also directed to create a plan to establish this donated land as a park. The
City Council formally named this park Johanna Marsh at the March 26, 2008 regular City
Council Meeting.
Brush removal around the court took place in early June and the tennis court resurface was
completed on Friday, June 13th. The private tennis court signs have been removed and will be
replaced with a sign stating public court rules. The lights and the wiring that extend over the
court will also be removed. The final step in establishing this land as a public park is to install a
City park sign. In 2002, the City installed new signs for all parks. Staff is recommending this
design for this park. The sign specifications are below:
SIGN SPECIFICATIONS
· Panels - 83" x 36" x 1 5/8 in size
· Wood - Western red cedar
· Sign posts - 6 x 6 select grade cedar posts
· Aluminum sign (4.25" x 8") recessed into the sides of the posts with contact
information, email, and phone numbers to call with questions or concerns.
The Arden Hills No.3 Association did submit a letter with name suggestions for the discussion
that took place for the March 26, 2008 City Council Meeting. Within that letter, the Association
did state that they would prefer that any signage for this park be minimal and set back a
considerable distance from the street. This letter is included for your review. Bruce
Eisenmenger, President of the Association did recently contact staff to ask where the City was
regarding the installation of a park sign. He stated that the neighborhood was concerned about

the possibility of directional signs being added within the neighborhood that would assist visitors
in locating the park. Staff ensured Mr. Eisenmenger that the only sign that the City is
considering is the on site park sign.
BUDGET
Staffbudgeted $3,000 from the Park Fund for this park sign. Staffreceived a quote from Vacker
Inc., the company that originally designed and installed our signs in 2002 for a total of $2,400,
including installation. A photo of the sign design is included for your review.
STAFF RECOMMENDATION
Staff recommends approval of a motion to authorize staff to proceed with the purchase and
installation of a park sign for Johanna Marsh for $2,400.

Dear Mr. Henry:
Thank you for requesting neighborhood input regarding naming possibilities for the
tennis court and surrounding wetland property that the city is intending to designate as a
city park. Board members and neighbors have had discussion regarding possible names.
Additionally, I have had discussion with Mr. and Mrs. Sheehy who live in the
neighborhood and, as you know, donated the wetland and the tennis court property to the
city. They have been very clear that they do not wish to have their name identified with
the property. I request that we honor their wish as they were owners of the vast wetland
area and owned the tennis court along with the Shacker family.
The consensus of the neighborhood and the Sheehys' is that the name relates to the
neighborhood, its' geography and recreation. As such, we believe that neighboring Lake
Johanna is a meaningful reference. Neighborhood suggestions include: Johanna Marsh or
Johanna Park Preserve. Additionally, we request that any signage be minimal and set
back a considerable distance from the street.
