BACKGROUND
At a recent work session, the Council discussed how best to move through the process of
exploring issues and making decisions regarding the key elements of the TCAAP master
development plan. The Council determined the first step should be that staff provides a list of
issues/decision points regarding the development plan to the Council. Then, for each
issue/decision point, the Council provides to staff a list of questions they need answered, and
other information they need, in order to address each issue or decision point.
Attached is an outline of the issues/decision points related to the master development plan. At
the work session, we will review the outline, and develop a list of questions and other
information needed by the Council to enable the Council to address the issues/decision points.
COUNCIL ACTION REQUESTED
Review the outline of issues/decision points, and identify questions to be answered, and other
information to be provided, in order to address the issues/decision points.

Master Planning Issues
1. Type and tenure of housing (3 to 4 meetings - August 11 and 20, September 8
and 15)
a. Mix of rental vs. owner occupied
i. Senior vs. market rate
ii. Discussion on pros and cons regarding density and a mix of
housing type and tenure
b. Massing
i. Tour of sites
ii. 3-D modeling by City
iii. Context of other sites in Metropolitan Area in comparison to
TCAAP
