SUBJECT: Consolidated Dispatch Center Update

Call Response
A question was raised regarding whether, when a 911 call is made and all call-takers are on
existing calls, is the call answered with an electronic message. Scott Williams, Ramsey
County's Director of Emergency Communications, has indicated that no 911 calls are answered
with an electronic message. If all of the 911 lines were to become busy, the calls would ring to'_
the non-emergency lines. Mr. Williams also indicated that, if a 911 caller received a recording,
it was probably from Qwest or the caller's phone company. It probably had nothing to do with
911 trunks, but may have been a problem with the local phone system. If we have the date and
time of the call, the County can trace back through its call records to see what happened to the
call.

Mr. Williams indicated the call-taker staffing was increased during the RNC, and the dispatch
center worked very well.
