BACKGROUND
The City of Arden Hills approved an ellgineering consultant pool on August 27, 2007 for use on
specialized projects or projects that the City of Rose viI Ie's Engineering Department may not
have the capacity to assist with.
The City Council indicated a desire to study the CP Rail Bridge located on Old Highway 10
north of County Road E for potential improvements that would provide a pedestrian crossing
under the bridge. In order to do this, a more global review needs to occur to determine the side
of the street on which the trail should be located. A scope of work was prepared for the
preparation of a feasibility report to evaluate the location of a future trail and alternatives for
improvements to the bridge to accommodate pedestrians. City staff reviewed proposals
submitted by the firms in its municipal engilleering pool, and is recommending Bolton & Menk,
Inc. for this work.
DISCUSSION
Proposals were submitted by three of the four firms in the municipal engineering pool: Bolton &
Menk, Inc., Kimley-Hom and Associates, Inc., and WSB and Associates, Inc. This contract will
be a not to exceed cost based on actual hours spent on the project, with an optional additional

cost to present the study results at a City Council meeting, a Parks, Trails and Recreation
Committee meeting, and a public information meeting. The proposal amounts are listed below:

Staff recommends Bolton & Menk, Inc. for this work. Bolton & Menk staff is experienced in
municipal projects, including trail design, and also has knowledge and a good understanding of
the intricacies of working near lakes and wetlands. Bolton & Menk staff has worked on other
projects that fall within the Rice Creek Watershed District~s (RCWD) jurisdiction, and is familiar
with their rules and requirements. Bolton & Menk has also recently been working with the City
on other transportation related projects; City staff has had a positive experience with this firm
and feels the proposal that has been submitted best meets the intent of the project and the City~ s
needs.
FINANCIAL IMPLICATIONS
The costs to complete this feasibility report will be paid for out of the Special Revenue Parks
Fund. The amount budgeted in 2008 for this study well exceeds the price of the proposal
submitted by Bolton & Menk. Bolton & Menk has also indicated that if they are also awarded
the 20(}9 PMP project, the base fee would be reduced to $5,000, given the close proximity oft~e
two projects. Staff recommends including the optional costs of attendance at City meetings and
determining at a later time whether or not to utilize this service.

The City of Arden Hills is seeking quotes to complete a feasibility report for a future trail along
Snelling/Old Highway 10 from Trunk Highway 51 to County Road 96, including improvements
to the CP Rail Bridge structure.
GENERAL PROJECT SCOPE
The City's Parks Trails and Recreation Committee (PTRC) includes a proposed trail along
Snelling/Old Highway 10 as a major north-south trail connection in its pathway master plan.
This proposed trail would cross under the CP Rail bridge located north of County Road E;
improvements are needed at the bridge to accommodate a trail. A location map of this area is
attached.
The selected consultant shall complete a feasibility report for this project. The contract may be
expanded in the future to include any of the following for the improvements to the CP Rail
bridge: final design, construction administration, staking and observation.
REQUIRED SERVICES DESCRIPTION
The Consultant shall provide preliminary engineering services for the proposed project, including
field reviews of the project site as necessary and preparation of presentation graphics and exhibits
for public information. The Consultant shall prepare a feasibility report containing the project
description, background information, engineer's estimate and recommendations. Wetland
impacts are anticipated; the extent of impacts shall be discussed for the construction of a trail on
both sides of the road. Estimated costs for filling, wetland avoidance and/or mitigation shall be
included in the report, along with associated permitting requirements (Rice Creek Watershed
District, DNR, Corps of Engineers, etc.) The report shall include an evaluation of impacts and
associated costs, and make a recommendation on a trail alignment.
A draft layout and cost estimates were prepared in 2004. The Consultant shall be review and
discuss these in the feasibility report.
Staff may ask the Consultant to present the report at a City Council meeting, Parks, Trails and
Recreation COll1ll1ittee meeting, and a public information meeting. Three meetings shall be
included as an optional cost in the proposal.

The proposals should include a project scope, project understanding, schedule, proposed design
tealll, and a cost breakdown including hours, hourly rates and total costs. If resumes of staff on
the proposed design team were not submitted with the Statement of Qualifications, June 2007,
please provide with the proposal. The Consultant should provide a not-to-exceed total cost for
the proposed project services.

PROJEC'T UNDERSTANDING
According to the City of Arden Hills August 6, 2008 Request for Quotes, the City is seeking professional
engineering services to complete a feasibility report for a future trail with improvements to the CP Rail Bridge
along Snelling Avenue/Old Highway 10. The trail corridor begins at Minnesota State Highway 51 and runs
north to Ramsey County Road 96. Snelling A venue between TH 51 and County Road E is a City street and Old
Highway I 0 from County Road E to County Road 96 is a County road. A trail along this corridor will provide
a pedestrian corridor for area residents, Bethel College and area parks.
In general, the City's engineering consultant will be required to complete a feasibility study and report. The
feasibility study will include a project description, background information, engineer's estimate and
recommendations. The study will also discuss anticipated wetla~d impacts, wetland mitigation and associated
permits. In addition, the study will evaluate the estimated costs associated with identified wetland impacts.
PROJECT SCOPE & APPROACH
According to the City of Arden Hill's Pathway Master Plan, a trail is proposed along Snelling Avenue/Old
Highway 10 as a major north-south trail connection. The proposed trail will follow the street alignment on
either the east or west side of the road and cross under the CP Rail bridge located north of County Road E.
Bolton & Menk will evaluate two (2) alternatives for the trail construction. The first alternative will be along
the west side of Snelling A venue/Old Highway 10. The second alternative considers construction of a trail
along the east side of Snelling Avenue/Old Highway 10. Each of these alignments is illustrated on the Key
Issues Maps included with this proposal. OUf evaluations will assess the feasibility and costs of each
alternative, including their constructability, wetland impacts and mitigation requirements. For this study, we
will utilize existing base maps and contour infonnation available from the City.
Bolton & Menk has initiated preliminary discussions with Rice Creek Watershed District (RCWD). RCWD
representatives recommend meeting during the preliminary design phase to discuss design issues, wetland
impacts., wetland mitigation and infiltration requirements due to the addition of ilupervious surface. Bolton &
Menk intends on continuing these discussions with RCWD personnel during the preliminary design.
A primary objective of this feasibility study will be to assess and compare the benefits and challenges presented
by a trail alignment along either the east or west side of the roadway corridor. The following are special
concerns and considerations, as summarized on the attached Key Issues Maps., which need to be addressed in
evaluating these trail alternatives:
~ Evaluate trail constructability along steep embankments.
~ Evaluate trail constructability along ditch sections.
~ Evaluate need for retaining walls.
~ Evaluate wetland impacts.
~ Identify appropriate wetland mitigation efforts.
~ Minimize impacts to existing rain gardens.
~ Minimize tree clearing impacts.
~ Coordinate work under railroad bridge with the CP Railway.
~ Identify permitting requirements for construction of trail under 1-694.
~ Evaluate potential for specialty trail design to avoid lake impacts.
~ Evaluate feasibility of trail construction adjacent to Highway lOin regards to clear zone requirements,
ditch requirements and state highway right-of-way.
~ Evaluate potential for utilizing a paved shoulder design as a dedicated bike lane for "high impact"
segments along the trail corridor.
~ Identify the feasibility of a dedicated bike lane or separate trail crossing at Bridge No. 4627 north of
TH 5 1.
~ Identify Rice Creek Watershed District, DNR and Corps of Engineers permitting requirements.
~ Conduct preliminary design review meeting with Rice Creek Watershed District
~ Identify MnDOT permitting requirements.
~ Identify County permitting requirements.
~ Other environmental and miscellaneous issues identified by the project team and stakeholders4
Bolton & Menk will review the draft layout and cost estimates prepared by the City in 20044 We will discuss
the potential of this alternative in our feasibility report. Bolton & Menk understands that there are multiple
stakeholders and interests influencing the trail alignment, and we are committed to objectively evaluating the
options and recognizing the need to balance pedestrian needs, engineering and construction requirements and
costs.
At the request of City staff, our Senior Project Manager and Project Engineer will be available to present the
findings of the preliminary engineering report at a City Council meeting; Parks, Trails and Recreation
Committee meeting; and a public information meeting.

PROJECT DESIGN TEAM
It is the policy of Bolton & Menk, Inc. to staff all major projects by utilizing a team approach, with close
coordination between the client and the team maintained at all times. This proposed team will report directly to
designated City of Arden Hills Staff. We strive to provide the best team services possible, with the team
specifically tailored to meet the needs of the client. Following are brief profiles of each of the team members.
A resume for Travis Winter, P.E. and Lee Stallings and Joe Litman (LHB - Structural Engineer) which were
not included in our general consulting services SOQ, are also attached.
PRINCIP AL-IN-CHARGE
Bruce Firkins, P.E., Bolton & Menk's Vice President, will serve as the Principal-In-Charge for this project.
Mr. Firkin's responsibilities to this project include contract administration as well as overall quality assurance
and quality control. Throughout this project, he will be available to the City of Arden Hills, in addition to the
Senior Project Manager, to discuss the project team's overall performance.
SENIOR PROJECT MANAGER
Marcus Thomas, P.E., will serve as the Senior Project Manager and primary contact to the City of Arden
Hills. Mr. Thomas will be intimately involved with all aspects of the project He will provide overall technical
supervision, administration and coordination of the project He will make recommendations, review the quality
of the work and monitor the progress of the project. He will give daily direction to the project team to ensure
that all project goals are met. He will attend all project and public meetings as required by the City and lead
any public presentations as required.
PROJECT ENGINEER
Travis Winter, P.E., will complete the preliminary design and preliminary engineering report under the
direction of the Senior Project Manager. Mr. Winter will also be directly available to the City as required and
win assist Mr. Thomas \vith public presentations and meetings.
WATER RESOURCES ENGINEER
Lani Leichty, P.E., will assist the team in identifying potential wetland or other surface water impacts and will
prepare recommendations and cost estimates associated with anticipated mitigation efforts.
ENGINEERING TECHNICIAN
Lee Stallings, a Senior Technician with Bolton & Menk, Inc., will serve as the Engineering Technician for the
project. Under the direction of the Senior Project Manager, Mr. Stallings will work closely with the Project
Engineer in generating exhibits and presentation materials required throughout the project.
STRUCTURAL ENGINEER
Joe Litman (LHB Engineers), will serve as the Structural Engineer for the project. Mr. Litman has 20
years of experience in dealing with bridge, retaining wall and structure improvements. Mr. Litman will
review all significant recommendations relative to the CP Rail bridge modifications, major retaining walls

2008 Water Street Parking 15th Street Enhancements and
Reconstruction, Northfield, MN
Construction cost for this project was over $1.7 million., it
involved reconstructing three blocks of the downtown area in
Northfield. Along with full utility and street replacement, surface
improvements included streetscape enhancements, pedestrian
promenade construction, Cannon River edge improvements,
pervious pavers, and pervious asphalt pavement.
2007 MSA Project, Northfield, Minnesota
This project involved reclaiming and overlaying over a mile of
streets that are in the city's Municipal State Aid network. The
project also involved replacement of 1,500 feet of trunk watermain
along portions of the project streets.

2006 Street & Utility Improvements, Springfield, Minnesota
Mr. Winter was the Design Engineer on this $2million reconstruction project, which consisted of the
improvements to sanitary sewer, storm sewer, watermain, raw watermain, curb and gutter, and bituminous
street pavement.
North Highland Avenue Improvements, New Vim, Minnesota
This was a $5 million federally funded project for a new four-lane divided collector street. It included the
design of 10,000 feet of curb and gutter, sanitary sewer, watennain, storm sewer, storm treatment ponds
and bituminous pavement.
2005 Street & Utility Improvements, Bird Island, Minnesota
This $11 million Rural Development reconstruction project consisted of reconstructing approximately
eighty (80) blocks of city streets. It included the design of 49,000 feet of curb and gutter, sanitary sewer,
storm sewer, watermain replacement and bituminous street reconstruction. Mr. Winter served as a Design
Engineer for this project.
2004 T.H. 212 Frontage Road, Olivia, Minnesota
This O.S-mile project was a new street design. It included the design of curb and gutter, stonn sewer and

This reconstruction project consisted of reconstructing 5 blocks of existing citej streets. Included in the

2004 County State Aid Highway, No.9 (Atlantic Avenue) Reconstruction, S.A.P. No. 86-609-13,
Waverly, Minnesota
This State Aid reconstruction project consisted of reconstructing 6 blocks of C.S.A.H No.9. It included
design of curb and gutter, storm sewer replacement and bituminous street reconstruction~
2004 Sleepy Hollow Improvements, Sleepy Eye, Minnesota
Mr. Winter served as Design Engineer and Construction Observer for this residential subdivision project.

2004 Wastewater Aeration Pond Piping Replacement, Redwood Falls, Minnesota
This reconstruction project included replacement of the aeration piping for the Redwood Falls
community's wastewater treatment ponds.
2004 Watermain Improvements, Lucan, Minnesota
This was a $250,000 Rural Development reconstruction project. It included replacement of segments of
the communities' water system by trenchless installation. Some additional tasks involved with this project
included: filing weekly progress reports, conducting weekly progress meetings with the contractor, Rural
Development Association staff and city officials.
2004 Lower Sioux Community Addition Improvements, Lower Sioux Community, Minnesota
This reconstruction project included replacement of sanitary sewer, watermain installation and bituminous
surface construction.
2005 Fairfax Street & Utility Improvements, Fairfax, Minnesota
This $200,000 reconstruction project included sanitary sewer, watermain, storm sewer, curb and gutter and
bituminous street reconstruction.
2004 Southeast Development Improvements, Redwood Falls, Minnesota

PROPOSED FEES
In accordance with the City of Arden Hills' project requirements, Bolton & Menk proposes to complete the
scope of work as described above on an hourly basis for a cost not to exceed $7,965. If requested to attend a
City Council meeting; Parks, Trails and Recreation Committee meeting; or a public information meeting, the
additional cost for each meeting would be $400.
The attached spreadsheet illustrates the cost breakdown including hours, hourly rates and total costs.
Recognizing the proximity of the trail to the Glenarden neighborhood along with the efficiencies of completing
the feasibility studies concurrently, Bolton & Menk proposes to complete this feasibility study for $5,000 if
awarded along with the Glenarden project.

Joseph D. Litman, PE
Principal Structural Engineer
\~lith 20 years of experience, Joe serves as the manager of LJ-IB's Structural
Department, specializing in the management and design of civil and structural
projects. His responsibilities include all facets of project coordination and design.
Joe's design experience encompasses all facets of civil engineering projects~
including state and county highways, municipal roadways, sanitary and storm
se\ver systems, and site development. His civil construction administration
kno\vledge includes inspection and staking in accordance \vith ]\:{n/DOT and
Ff-{\~lA construction requirements.
Joe's structural design experience includes design for residential, conunercial, and
industrial buildings as \vell as extensive experience in bridges and parking structures.
He is \vell versed in the design of steel, concrete, timber precast/ prestressed and
post-tensioned structures. He has led the project design on projects ranging
from multi-million dollar industrial structures to smaller-scale historic structure
renovations.
Joe takes an active role in foUo\ving projects through construction. His sound
understanding of design and construction processes ensures effective
communication so desired outcomes are achieved bet\veen designer, o\vner, and
contracto r.
