2009 Pavement Management Program- Glenarden Neighborhood
BACKGROUND
The City of Arden Hills approved an engineering consultant pool on August 27, 2007 for use on
specialized projects or projects that the City of Rose viI Ie's Engineering Department may not
have the capacity to assist with.
The City Council authorized the City of Roseville's Engineering Department to begin the
feasibility study for the Glenarden Neighborhood on March 12,2007. Roseville staff completed
the field survey and began preliminary design. This project was initially intended for 2008; on
that time schedule, Roseville had the capacity to complete fillal design and construction services.
During budget discussions last fall, the City Council directed staff to delay this project to 2009.
Roseville does not have the capacity to complete final design and provide construction services
for the 2009 construction season. Therefore, a scope of work was prepared for completing the
feasibility report, final design, and construction services. City staff reviewed proposals submitted
by the firms in its municipal engineering pool, and is recommendi11g Bolton & Menk, Inc. for
this work.
DISCUSSION
Proposals were submitted by all four finns in the municipal engineering pool: Bolton & Menk,
Inc., Kimley-Hom and Associates, Inc., MFRA, and WSB and Associates, Inc. This contract

will be a not to exceed cost based on actual hours spent on the project. The proposal amounts are
listed below:

Staff recommends Bolton & Menk, Inc. for this work. Bolton & Menk staff is experienced in
municipal street reconstruction projects, including underground utility design, rain gardens and
other storm water best management practices. Bolton & Menk staff has worked on other projects
that fall within the Rice Creek Watershed District's jurisdiction, and is familiar with their rules
and requirements on street reconstruction projects. Bolton & Menk has also recently been
working with the City on other transportation related projects; City staff has had a positive
experience with this firm and feels tIle proposal that has been submitted best meets the intent of
the project and the City's needs.
The approval of the attached resolution is required for the Minnesota Chapter 429 Assessment
Process. City Council has already directed staff to begin the feasibility study; the resolution is
being presented at this time to ensure that proper procedures are followed for the project.
FINANCIAL IMPLICATIONS
From March 2007, through July, 2008, Roseville's Engineering Department has expensed
$50,893.29 in fees for field survey and beginning preliminary design. Combined with Bolton &
Menk's proposed fees of $147,238, the total engineering fees for the project are estimated at
$] 98,131.29; this is consistent with what staff had originally anticipated for this project. These
engineering services will be paid for from the PIR Fund; these fees are incorporated into the total
project cost that is assessed back to property owners.
The breakdown of project fees is attached in the proposal submitted by Bolton & Menk. The
consultant is aware that fees pertaining to final design and construction services are contingent
upon the City Council ordering final plans following the public hearing.
The 2008 budget includes $35,000 for the preparation of a feasibility report. Roseville's
Engineering Department has spent $4,946.62 in 2008. Bolton & Menk's estimate to complete
the feasibility report is $15,434. These two expenses are within the budgeted amount for 2008.
If authorized, final design would begin in January, 2009, and would be a part of the 2009 budget.

The City of Arden Hills is seeking quotes for a feasibility report, final design, contract
administration, and construction administration, inspection and staking for the 2009 PMP
('''Glenarden Neighborhood.")
GENERAL PROJECT SCOPE
The City's Capital Improvement Plan identifies a street reconstruction project for the 2009
Pavement Management Program. The residential streets slated for reconstruction are located in
the Glenarden Neighborhood, and include the streets listed below. The total length of the project
is approximately 1.43 miles. The Pavement Condition Indices (PCI) for these streets range from
8 to 39. A project location map is attached. .

The selected consultant shall complete the feasibility report, preliminary assessment roll,
preliminary stormwater management plan, preliminary/final design, construction documents,
permitting, contract administration, final assessment roll, construction staking, construction
observation, construction administration and as-built survey services for the project.
REQUIRED SERVICES DESCRIPTION
I. F easibilitv Reoort
The Consultant shall provide preliminary engineering services for the proposed project, including
field reviews of the project site as necessary and preparation of presentation graphics and exhibits
for public information meetings. The Consultant shall prepare a feasibility report containing the
project description, background information, engineer's estimate, recommendations, approximate
timeline, and the Minnesota 429 process for assessments. The report should provide the
approximate project cost and the estimated assessments. A preliminary storm water design
should also be included in the report.
City staff conducted two neighborhood meetings (June 2007, December 2007) in preparation of
the feasibility report in order to educate the public and to promote project involvement. Staff
anticipates one to two more meetings with the residents prior to presenting the feasibility report to
the City Council. Following the presentation to City Council and subsequent public hearing, the
City Council may decide not to move forward with the project. If that is the case, consultant
work pertaining to final design and construction services would not be needed.
II. Final Desifln
If the project is ordered for construction by the City Council, the Consultant will prepare final
plans and specifications. Arden Hills City staff will provide utility information as needed for the
project. Final plans and specifications will be prepared to City standards.
Plans should include:
· Title Sheet
· Quantity Sheet
· Storm Sewer Sheets
· Sanitary Sewer / Watermain Sheets
· Plan / Profile Sheets
· Cross Section Sheets (cross sections every 50 feet and at driveways and
intersecti ons )
Final plans and specifications will be submitted to City staff for review and comment. Consultant
shall also work with private utilities to coordinate any work that they identify in the project area.
Permitting
Complete permitting for the project. Permits which may be required include:
1. Rice Creek Watershed District
2. Minnesota Pollution Control Agency (NPDES and SWPPP)
3. Department of Natural Resources
4. Minnesota Department of Health
5. Minnesota Department of Transportation
Easements
The Consultant will identify and acquire any needed easements. Every effort will be made to
have easement issues resolved prior to the award of the construction contract. Acquisition efforts
include meeting with property owners, addressing their concerns, preparation of legal
descriptions, exhibits, and easement documents.
Assessn1ents
The Consultant shall prepare the preliminary and final assessment rolls.
Bidding Phase
The Consultant will provide bidding phase services, including advertisements for bids, bidding
documents, address contractor questions, issue addenda, and assist in conducting the bid opening.
The Consultant will check the bids, provide detailed bid tabulation, and provide a
recommendation of award to the City Council.
Ill. Construction Services
Project Construction Observation
The Consultant will provide construction observation services. The Construction Observer
should be available 40-50 hours per week on the project during construction activity. The
Construction Observer will track project quantities. The Construction Observer must also
complete daily reports and submit them to the City at the end of each week. The Construction
Observer must perform erosion control inspection and implement the storm water pollution
prevention plan for the project. The Construction Observer must be readily available to answer
questions and help facilitate communication to residents in the construction zone. Construction
testing will be coordinated by the Consultant, but will be provided by others and will be billed
directly to Arden Hills by the firm performing the work.

Proiect Construction Staking
The Consultant must provide construction staking for the project including:
1. Provide line and grade stakes as required for all utility improvements.
2. Provide "cut sheets" for all utility improvements.
3. Provide line and grade stakes as required for all street improvements including curb
stakes, sidewalks, trails, etc.
4. Provide "cut sheets" for all street improvements.
5. Provide information for record drawings, including but not limited to top nut of hydrants,
manhole rims, and manhole inverts.
Proiect Construction Administration
The Consultant must provide construction administration for the project. Construction
administration should include:
1. Respond to design questions from City or residents.
2. Prepare the payment estimate based on the Construction Observer's log.
3. Tracking field notes, testing, and other items on the project.
4. Project filing and general administration
5. Coordinate weekly project meetings
As-built docun1entation
The Consultant will create the as-built record drawings based on the information collected by the
construction staking crew.
Work Completed to Date
Field surveying has been completed for the project. Base drawings have been generated in
AutoCAD 2007, and preliminary street design has been completed. This digital information will
be provided to the Consultant for use in completing the feasibility report and preparing final
plans. The enclosed CD includes mailings, public meeting presentations and pd:f s of plan sheets
to date.

PROJECT MEETINGS
The Consultant should anticipate a kick-off meeting with City staff, followed by monthly project
update meetings through final design. The Project Engineer should meet with the City prior to
the public information meetings to go over the format and requirements of these meetings. The
Project Engineer and Construction Observer should also attend the pre-construction meeting.
During construction the Project Engineer and Construction Observer should coordinate weekly
meetings with the Contractor and City.
PUBLIC MEETINGS
One to two public information meetings will be held with property owners located within the
project area. These meetings will be an opportunity for the owners to comment on the design at
the preliminary and final stages. The public information meetings will be held in the evenings.
Three City Council meetings should also be included in the scope (Present Feasibility Report,
Public Improvement Hearing, Assessment Hearing).
CITY RESPONSffiILITIES
The City will perform the following functions on this project:
1. Provide AutoCAD files with survey and preliminary design to date
2. Provide a sample Feasibility Report previously completed by the City of Arden Hills
3. Provide sample plans previously completed by the City of Arden Hills
4. Provide soil boring and pavement section recommendation
5. Submit completed permit applications along with corresponding fees
6. Provide existing as-built information
PROPOSAL CONTENTS
The proposals should include a project scope, project understanding, schedule, proposed design
team, a cost breakdown including hours budgeted to each task and hourly rates. If reSUllles of
staff on the proposed design team were not submitted with the Statement of Qualifications, June
2007, please provide with the proposaL Please include sub-total hours and costs for each of the
major tasks: Feasibility Report, Design/Bid and Construction. The Consultant shall provide a not-
to-exceed total cost for the proposed project services.
Please provide three copies of the proposal in letter format (not bound or laminated) by 4:00 P.M.

PROJECT UNDERSTANDING
According to the City of Arden Hills August 6, 2008 Request for Quotes, the City is seeking professional
engineering services to complete a feasibility report, preliminary & final design, bidding, contract
administration, and construction administration, observation, and staking for the 2009 Pavement Managelnent
Program (Glenarden neighborhood).
The Glenarden neighborhood is a single-family residential neighborhood located south of County Road E,
between Snelling Avenue North and T .H. 51. The total length of streets within the neighborhood is
approximately 1.5 miles. Streets within the neighborhood are bituminous, varying [ron122' to 32' wide. Much
of the neighborhood has bituminous curb; there is no concrete curb and gutter in the neighborhood. There is
existing storm sewer in the neighborhood but with the deficiency of curb and gutter, there is a significant
amount of overland sheet flow. Primary storm \vater run-off froln the neighborhood makes its way to Lake
Johanna, located south\vest of the neighborhood. The neighborhood is also served with city sewer and water.
Pavement condition indices (PCI) indicate that the streets within the neighborhood are in poor condition, which
supports the City" s cun+ent plans for reconstruction. The existing stonn sewer system will be expanded to
complement the new concrete curb and gutter. The City of Arden Hills is cOlnpleting an inflovv and infiltration
study at this time. hnprovements to the sanitary sewer systelTI \vill be based 00 the findings of that study and
watermain improveInents will also be made as deemed oecessalY by the City.
The City of Arden Hills has completed preliIninary plans for the project. In addition, residents have had the
opportunity to attend two neighborhood infonnational meetings regarding this project. Primary funding for the
project will COIne from special asseSSlnents and City funds.
The Glenarden neighborhood is in the Rice Creek Watershed District (RCWD). Preliminary conversations
have been initiated with the watershed district. The project is a reconstruction; therefore it will be necessary to
meet the infiltration requirements set forth in the RCWD rules. Coordinating the requirements of the RCWD
with the needs of the City and the expectations of the neighborhood residents will be critical to the overall
success of the project.
PROJECT SCOPE
& ApPROACH
In accordance with the City of Arden Hills Pavement Management Program, a street reconstruction project is
scheduled for the Glenarden neighborhood. The residential streets included in this area include: Arden Place,
Glenarden Court, Glenarden Road, Forest Lane, Skiles Lane and Snelling A venue North (Arden Place to cuI-
de-sac ).
The City is seeking professional engineering and surveying services in conjunction with this project. In
general, the City's engineering consultant will be required to cOlnplete the feasibility report, preliminary
assessment roll, preliminary stormwater managelnent plan, preliminary/final design, bidding, construction
documents, permitting, contract administration, final assessment roll, construction staking, construction
observation, construction adlninistration and as-built survey services for the project.
Bolton & Menk, Inc. proposes to complete the following tasks as a part of our services to the City of Arden
Hills. These tasks are correlated with the Required Services Description, as outlined in the City's RFQ.
Task 1: FEASIBILITY REPORT
Bolton & Menk, Inc. will complete preliminary engineering services and feasibility study & report for the
proposed project, including field reviews of the project site, preparation of presentation graphics and exhibits
for public meetings. The feasibility report \vill include a project description, background information,
engineer's estimate, recommendations, approxinlate timeline., and proposed schedule following the Minnesota
Chapter 429 process as well as prelilninary assessn1ent rolls. Bolton & Menk \vill also work with the Rice
Creek Watershed District to prepare a preliminary stonn water managelnent plan for the project.
Bolton & Menk will utilize the field surveying that the City has already cOlnpleted. In addition, we will utilize
the base drawing completed by the City for our preliminary and final design. The work previously completed
by the City of Arden Hills will be used to the fullest extent. All components of the City's preliminary street
design will be reviewed before incorporating into the plans. We understand that the City of Arden Hills is in
the process of evaluating the sanitary sewer and watermain and that the results of these studies will be
addressed in the feasibility report.
At the connnencement of the project, Bolton & Menk, Inc. will conduct a kick-off Ineeting with City Staff to
receive input from the City's Staff regarding their opinions of any necessary improvelnents.
Bolton & Menk's Senior Project Manager and Project Engineer will be available for up to two neighborhood
meetings during the completion of the feasibility study. In addition, we will attend two City Council meetings
for the purpose of presenting the feasibility report and conducting the public hearing.
Key issues we will consider during the completion of this project include:
~ Expanded storm sewer infrastructure.
~ Water quality and run-off reduction improvelnents (i.e. rain gardens, sediment removal structures,
etc.).
~ Rice Creek Watershed District permitting requirements.
~ Maintaining the rural feel of the neighborhood by minimizing tree and boulevard ilnpacts.
~ Minimizing impacts to private property.

& ApPROACH
Task 2: FINAL DESIGN & BIDDING
FINAL PLANS." Bolton & Menk, Inc. will prepare detailed construction plans in AutoCAD format, illustrating
plan and profile views of the proposed street rehabilitation. Utility plan sheets will be prepared including storm
sewer, sanitary sewer and watermain. The plans will be prepared in accordance with the City of Arden Hills
standards. Cross sections will be shown a maximum of every 50~incll1ding at drive\vays and intersections.
Required construction details, tabulations, and a title sheet will also be prepared. Final plans will be submitted
for review and comment to the City and private utility owners'. Electronic distribution of plan sets and
specifications will be utilized for bidding and construction. Bolton & Menk will also be available for monthly
progress meetings with the City throughout the design phase of the project.
PROJECT SPECIFiCATIONS: Bolton & Menk, Inc. will prepare a complete Project Manual that includes technical
specifications, an itemized bid schedule and all contract documents (agreements, bonds, etc.) required by the
City. The Project Manual format will be consistent with City standards.
PERMITTiNG: Bolton & Menk, Inc. will complete and subn1it permit application forms for all required project
permits. Initial contact has been made with the Rice Creek Watershed District. It is anticipated that permits
will be required from each of the following agencies: Rice Creek Watershed District, Minnesota Pollution
Control Agency, Department of Natural Resources, Minnesota Department of Health, Minnesota Depa11ment
of Transportation, and Ramsey County. Any required permit fees would be paid by the City of Arden Hills.
EASEME1VTS: Bolton & Menk has estimated easelnent acquisitions from up to three (3) prope11y owners.
Whenever possible, temporary rights of access will be utilized in place of temporary construction easements.
We will also prepare legal descriptions, exhibits, and easement documents to accompany legal documents
furnished by the City. Every effort will be Inade to have easelnent acquisitions in place prior to the award of
the construction contract. Bolton & Menk~s design vvill utilize the existing right of way to the extent practical
in order to reduce the needs for easements.
BIDDiNG PHASE: Bolton and Menk, Inc. will provide bidding phase services, including preparing the
advertisement for bid, bidding documents, and any required addenda. We will also be available to answer
questions from prospective bidders and assist in conducting the bid opening. After bids are opened, Bolton &
Menk will verify bids and provide a detailed bid tabulation along with an award recoIDlnendation to the City of
Arden Hills.
ASSESSMENTS: After bids have been opened Bolton & Menk, Inc. will prepare the fmal assessment roll utilizing
the low bidder's prices.
Task 3: CONSTRUCTION SERVICES
Bolton & Menk, Inc. win provide the following construction services: project construction observation,
construction staking, construction administration, and record drawings. Details of these services are as follows:

PROJECT CONSTRUCTiON OBSERVATiON: Bolton & Menk's construction observer will attend the pre-
construction meeting and all construction-related meetings required by the City of Arden Hills. The
construction observer will be on the project site daily, serving as a full-time liaison between the City and the
contractor. The construction observer will review the work completed by the contractor to detelmine if the
project is in general conformance with the plans and specifications, and will report to the project Inanager if
any work is unsatisfactory. The construction observer will review all materials testing and advise the project
manager of any deficiencies. The construction observer will maintain orderly files including a daily
construction diary to be submitted to the City at the end of each week. The construction observer will perform
erosion control inspections and facilitate the storm water pollution prevention plan for the project with
oversight from the project manager. The construction observer will also assist the City Staff with resident
concerns and issues by meeting with adjacent property owners as necessary and reporting these issues to the
City. For the purposes of this proposal we estimate our construction observer will spend 45 hours per week on
the project for 16 weeks. Weare prepared to consider an alternative construction schedule if desired.
Construction testing will be coordinated by the project representative, but will be contracted separately by the
City.
PROJECT CONSTRUCTiON ADMINiSTRATION: Bolton & Menk, Inc. will organize and conduct all required
construction meetings, including the pre-construction meeting and weekly on-site progress meetings. The
project manager will respond to any design questions from the City, contractor, or residents; maintain regular
contact with the construction observer and will advise the City of the project - s progress and conformance with
the contract doculnents; and track field notes and testing. Construction ne\vsletters win be prepared by the
project manager on a monthly basis for distribution to keep neighborhood residents infonned of the
construction activities and schedule. The project manager will also prepare all required adlninistration
documents including pay estimates, change orders, etc. For the purposes of this proposal, we estilnate our
project manager will spend 8 hours per week during a 16-week construction period. We are prepared to
consider an alternative construction schedule if desired.
PROJECT CONSTRUCTiON STAKiNG: Bolton & Menk, Inc. will provide all necessary constluction staking for
storm sewer, watermain and sanitary sewer construction. Staking information will include line and grade
at intervals appropriate for the utility construction. Construction staking, including line and grade, will

will be maintained for all staking with copies being provided to the contractor. We will also keep survey
records of the construction for creating record drawings.
AS-BUILT DOCUMENTATION: Upon completion of the project, Bolton & Menk, Inc. will compile construction
records maintained by the construction observer, contractor and construction staking crew for the purpose of
preparing record drawings of the project. These drawings will be prepared in AutoCAD and will comply vvith
the requirements of the City of Arden Hill's standards. Record drawings will be delivered to the City of Arden
Hills in both hard copy and electronic format.
PROJECT SCHEDULE
Bolton & Menk~ Inc. estimates that construction can begin in May by following the proposed detailed schedule
provided. We have included this schedule on Page 3-2 for your review and consideration. Understanding that
the City's prioritization of the individual project tasks may vary, this schedule can be lTIodified to accolnmodate
the specific timeline requirements of the City of Arden Hills. The proposed schedule reflects interim deadlines
that meet the requirements of the Minnesota Chapter 429 process.

PROJECT DESIGN TEAM
It is the policy of Bolton & Menk, Inc. to staff all major projects by utilizing a tealTI approach, with close
coordination between the client and the tealTI maintained at all times. This proposed team will report directly to
designated City of Arden Hills Staff. We strive to provide the best team services possible, with the tealTI
specifically tailored to meet the needs of the client. Following are brief profiles of each of the team Inembers.
A resume for Travis Winter, P.E. and Lee Stallings, Senior Technician, which were not included in our general
consulting services SOQ, are also attached.
PRINCIPAL-IN-CHARGE
Bruce Firkins, P.E., Bolton & Menk's Vice President, will serve as the Principal-In-Charge for this project.
Mr. Firkin's responsibilities to this project include contract administration as well as overall quality assurance
and quality control. Throughout this project, he will be available to the City of Arden Hills, in addition to the
Senior Project Manager, to discuss the project team's overall performance.
SENIOR PROJECT MANAGER
Marcus Thomas, P.E., will serve as the Senior Project Manager and primary contact to the City of Arden
Hills. Mr. Thomas will have detailed involvement with all aspects of the project. He will provide overall
technical supervision, adlninistration, and coordination of the project. He win make recommendations, revie\v
the quality of the work, and monitor the progress of the project. He will give daily direction to the project team
to ensure that all project goals are met. He will attend all project and public lneetings as required by the City
and lead any public presentations as required.
PROJECT ENGINEER
Travis Winter, P.E., will cOlnplete the preliminary and final infrastructure design as well as the preliminary
engineering report under the direction of the Senior Project Manager. Mr. Winter will also be directly available
to the City as required and will assist Mr. Thomas with public presentations and meetings.
WATER RESOURCES ENGINEER
Lani Leichty, P.E., will assist the tealTI in conlpleting the preliminary stonn water lnanagement plan as well as
identifying potential wetland impacts, preparing mitigation plan, and designing storm water quality
improvement plans.
ENGINEERING TECHNICIAN
Lee Stallings, a Senior Technician with Bolton & Menk, Inc., will serve as the Engineering Technician for the
project. Under the direction of the Senior Project Manager, Mr. Stallings will work closely with the Project
Engineer in generating exhibits and presentation materials required throughout the project and will cOlnplete
the detailed drafting required for final design.

Construction cost for this project was over $1 .7 million, it involved
reconstructing three blocks of the downtown area in N011hfield.
Along with full utility and street replacement, surface improvelllents
included streetscape enhancements, pedestrian prolnenade
construction, Cannon River edge improvelllents, pervious pavers,
and pervious asphalt pavement.
2007 MSA Project, Northfield, Minnesota

North Highland Avenue Improvements, New Ulm, Minnesota
This was a $5 million federally funded project for a new four-lane divided collector street. It included the

and bituminous pavement.
2005 Street & Utility Improvements, Bird Island, Minnesota
This $11 InilIion Rural Development reconstruction project consisted of reconstructing approxilnately
eighty (80) blocks of city streets~ It included the design of 49,000 feet of curb and gutter, sanitary sewer,
stonn sewer, watennain replacelnent and bituminous street reconstruction. Mr. Winter served as a Design
Engineer for this project.
2004 T.H. 2]2 Frontage Road, Olivia, Minnesota
This 0.5-mile project was a new street design. It included the design of curb and gutter, storm sewer and
bitulninous pavement.

This reconstruction project consisted of reconstructing 5 blocks of existing city streets. Included in the

This State Aid reconstruction project consisted of reconstructing 6 blocks ofC.S.A.H No.9. It included
design of curb and gutter, stonn sewer replacement and bituminous street reconstruction.
2004 Sleepy Hollow Improvements, Sleepy Eye, Minnesota
Mr. Winter served as Design Engineer and Construction Observer for this residential subdivision project.
