SUBJECT:
Inflow and Infiltration (1&1) update
BACKGROUND
At the August 25, 2008 City Council meeting, Council requested to have time allocated at the
next work session for discussion of the Inflow and Infiltration (1&1) issue. Chuck J anski from
Bonestroo will be present to provide a brief presentation of the Metropolitan Council
Environmental Services (MCES) surcharge program for 1&1, as well as discuss the program as it
relates to the four MCES meter service areas in Arden Hills. Staff and Chuck will also discuss
our planned next steps for identifying and reducing 1&1.
Work Plan for the remainder of 2008
Smoke Testing: We have received and reviewed proposals from two local contractors to smoke
test the entire MCES meter 51 service area which is located on the eastern edge of the City.
Staffwill be bringing a recommended smoke testing project to the City Council at the September
29th meeting. The anticipated cost for this project is $30,000.
Manhole Rehabilitation Proiect: Staffhas completed the inspection and data entry for all of the
manholes in the MCES meter 59 service area. Staffwill be putting together a scope of work for
a fall rehabilitation project. It is anticipated that quotes will be received and a recommendation

will be brought to the City Council at the October 13th meeting. We anticipate this project to
cost between $40,000 and $45,000.
Sump Pump Inspections: Staff and Bonestroo have been evaluating inspection programs of other
cities as well as beginning to review our ordinance as it relates to an inspection program. We
have also been monitoring our flow data to determine the best area to begin the inspections. This
fall staff will complete the design of the program for an early 2009 implementation schedule.
Proposed 2009 Work Plan
Staff is in the process of completing the 2009 work plan to submit to the MeES. Projects which
will be proposed for 2009 include: manhole rehabilitation, sump pump inspections, complete the
remaining manhole inspections, (approximately 225) smoke testing if needed, and sewer
televising.
