SUBJECT:
Motion to reject Sanitary Sewer Lining Bids
BACKGROUND
As part of the City's efforts to reduce Inflow and Infiltration (1&1), staff considered a sanitary
sewer main lining project. This technology essentially installs a new resin pipe inside the old
clay tile sewer main without digging underground, which results in minimal disruption to
residents during construction. The liner pipe is inserted into the main through existing manholes
and cured in place with a heat process. Service line connections are reopened using a robotic
cutter and remote cameras. During the process, existing flows are bypassed using pumps. This
technology prevents infiltration of groundwater into the system. A portion of these expenses can
be credited toward the 1&1 surcharge.
DISCUSSION/FINANCIAL IMPLICATIONS
Staff assembled a specification and advertised for bids for approximately 1,420 lineal feet of
sewer main lining in areas identified as having root intrusion or infiltration problems. Bids were
opened on August 21, 2008.
We received two bids for the 2008 Sanitary Sewer Main Lining Project:

Staff anticipated costs to come in substantially lower, based on unit prices of past projects in
neighboring cities. Unit prices have increased in the past year, which can be attributed to rising
materials and transportation costs.
The amount in the 2008 budget for 1&1 related work is $100,100. Since sewer main lining
receives only partial credit towards the 1&1 surcharge (approximately 500/0), staff and the City's
1&1 consultant (Chuck Janski, Bonestroo) feel that the budgeted dollars should be applied
towards a project(s) where 1000/0 of the costs can be applied to the surcharge, and also will be
more effective in inflow reduction, such as smoke testing and a manhole rehabilitation project.
RECOMMENDED COUNCIL ACTION
Reject Sanitary Sewer Lining Bids.
