3. CITY VISION
On a day~to-day basis, the City provides an array of services that are needed to
maintain a 'high-quality of living and contribute to the overall success of Arden Hills.
This Plan is divided into fourteen chapters that address a range of topics, including land
use, housing, and transportation among others. While each chapter has its own goals
and policies, the chapters are not independent of each other. This Plan should be
viewed as an integrated whole in order to take advantage of opportunities that may be
able to advance the goals and policies from more than one chapter.
The chapters, goals, and policies in this Comprehensive Plan are not presented in order
of importance or priority. Each goal and policy has been identified as a tool to advance
the overall City vision. The primary purpose of this Plan is to support and advance the
City's long-term vision:
City Vision - Arden Hills is a strong community that values its unique environmental
setting, strong residential neighborhoods, vital business community, well-maintained
infrastructure, fiscal soundness, and our long-standing tradition as a desirable City in
which to live, work, and play.
The community seeks to achieve this overall City vision by working to advance the
following goals in this Comprehensive Plan:
Active Living - Enhance the health, safety, and well-being of all who live, work, and
play in the City.
TCMP Redevelopment - Develop TCMP in a way that accommodates a mix of
land uses that is sensitive to the natural environment, economically sustainable, and
a benefit to the community.
Land Use - Develop and maintain a land use pattern that strengthens the vitality,
quality, and character of our residential neighborhoods, commercial districts, and
industrial areas while protecting the community's natural resources and developing a
sustainable pattern for future development.
Housing - Develop and maintain a strong, vital, diverse and stable housing supply
for all members of the community.

Economic Development and Redevelopment - Promote the development,
redevelopment, and maintenance of a viable, innovative, and diverse business
environment serving Arden Hills and the metropolitan area.
Parks and Recreation - Create a comprehensive, maintained, and interconnected
system of parks, pathways, and open spaces as well as a balanced program of
recreational activities for residents of all ages, incomes, and abilities.
Protected Resources - Preserve, protect, and restore the community's natural
resources, including open spaces, lakes, wetlands, other significant natural features,
and historic resources.
Transportation - Provide a transportation system that has convenient and effective
multi-modal connections within Arden Hills and to adjacent municipalities, the
remainder of the Twin Cities Metropolitan Area and greater Minnesota.
Environmental Conservation and Sustainability - Promote conservation and
sustainable design practices in the preservation, development, redevelopment, and
maintenance of the City's natural and built environment.
Public Facilities, Infrastructure, and Services - Provide efficient and high-quality
public facilities, services, and infrastructure.
Each chapter in this Plan includes the background information for each goal, policies to
advance the goal, and suggested implementation options. The policies and other
implementation techniques listed in this Plan are not intended to be all-inclusive and
there is overlap between chapters. New opportunities or tools that arise over time
should be considered even if not included in this Comprehensive Plan.

2008 City of Arden Hills Accomplishments
Community Development
1. Completed the "Guiding Plan for the B-2 District" and the associated planning process
2. Completed the 2030 Comprehensive Plan Update
3. Won a judgment against Clear Channel (currently in the appeal process)
Finance
1. Completed rate study for Water, Sewer, and Surface Water utilities
2. Improved accounting capabilities and controls, and budget process refined
3. City received the CAFR Award and the Popular Report Award
Public Works and En!!ineerin!!
1. Completed all requirements to ensure continued compliance with State storm water
management regulations.
2. Completed numerous public works projects, both planned and emergency, including 1&1
reduction projects
Parks and Recreation
1. Successfully completed Safe Routes to School Grant Contract Requirements and DNR Local
Trail Connection Grant Requirements in order to move forward on 2009 construction for
both projects.
2. Completed a pavement management assessment of all existing pathways in City to assist in
prioritizing future improvements
3. Instituted online registration for Recreation Programs.
TCAAP
1. Substantial progress on credit categories and Master Development Plan
Transportation
1. Approval of the conceptual design plan for the Local Access Interchange (TH 10)

Goals: PTRC
1. Recommend actions that advance the vision for parks, trails, and recreation.
2. Recommend ongoing financing methods for parks and trails that replace park
dedication fees.
3 . Assist/Advise in the development of a parks and trails plan for TCAAP.
4. Establish a design and plan for trail signage for the Elmer L. Andersen Memorial
trail, including recommendations on sign locations for all City trails in the future.
5. Establish an implementation plan for the addition of benches in parks and along
trails where needed.
6. Review the CP Rail bridge and trail report and recommend trail location for the
future.
7. Review the Valentine Park drainage report and recommend future improvements.
8. Begin to brainstorm ideas for an annual festival for the City and attempt to form a
subcommittee to begin planning toward a future event.
Goals: EDC
1. Identify locations for gateway signs, obtain cost information, and build gateway

3. Divide the City into business contact areas for each of the EDC members to
actively build relationships with businesses. Work to obtain:

5. Identify maj or landlords and real estate brokers

8. Recognize local businesses in the newsletter
9. Identify funding sources for EDC activities (including City budget and other
outside grant or funding opportunities)
10. Assist the City Council with a discussion on the potential businesses for the
TCAAP property
11. Prepare a Red Fox/Grey Fox Guiding Plan
Goals: Plannin!! Commission
1. Major Revision and Re-codification of the City's Shoreland Management
Ordinance - This would include analysis of wetland setbacks, treatment of
vegetation and landscaping within the shoreland, equipment and structures within
the shoreland, and an analysis of the entire ordinance in order to better comply
with DNR regulations.
2. Revision of the City's Subdivision Ordinance - There are many aspects of this
ordinance that are out of date and need revision. Additionally, there are things
within the ordinance, such as filing deadlines and payment schedules for park
dedication payments that are inflexible and make review and process more
difficult then it might otherwise be.
3. Review and adoption of Green Building/Zoning Codes - The Planning
Commission identified specific areas that they would like additional research and
review in terms of incorporating green standards as well as removing
impediments to green buildings within the City's codes; windmills, "natural
lawns", water run-off, permeable pavers, etc.
4. Design Standards - Along with the adoption of design standards for the B-2
District, the Planning Commission is interested in looking at other districts within
the City. Specifically it may be appropriate to extend the B-2 Design Standards
into the B-3 District as well. The Planning Commission will begin looking into
this issue at their December 3, 2008, meeting. Other districts were also
mentioned as possible candidates for design standards.
Goals: FPAC
1. Review/recommend fiscal policies related to the long-term fiscal impact of
current and near term decisions, such as capital facilities/equipment decisions,
capital improvement plans, and the use of public financing.

1. Expand the City newsletter to provide additional information to the community
