SUBJECT: Resolution 2008-059: Adopting and confirming annual special assessments for
delinquent utilities
Backf!round:
A list of utility accounts with a past due balance as of September 30th was compiled. Those
utility customers and property owners were notified in early October of their delinquent account
status and were asked to pay the delinquent balance by November 30, 2008. Utility accounts
with an unpaid delinquent balance after November 30th would be certified to Ramsey County for
the delinquent balance plus an eight percent penalty, which would be included with property
taxes payable in 2009.
Discus\sion:
The list of delinqyent utility accounts, as of December 1,2008, is attached. The City will request
that Ramsey County levy the delinquent balances against the respective properties.
Recommended Action:
Motion to approve Resolution 2008-059 certifying the attached list of delinquent utility accounts
to Ramsey County.

RESOLUTION NO. 2008-059
RESOLUTION ADOPTING AND CONFIRMING ANNUAL SPECIAL ASSl:SSMENTS
FOR DELINQUENT UTILITIES
WHEREAS, the amount to be specially assessed for DELINQUENT UTILITIES has
been duly calculated in accordance with the provisions of the Municipal Code and Minnesota
Statutes; and
WHEREAS, notices have been duly mailed as required by law; and
WHEREAS, said proposed assessments have at all times since their filing been open for
public inspections, and an opportunity has been given to all interested parties to present
objections, if any, to the proposed assessments; and
WHEREAS, there were no oral or written objections received.
1. The amounts so calculated and set forth in said notices are hereby levied against
the respective parcels of land described therein, and
2. The proposed assessments are hereby adopted and confirmed. as special
assessments for each of said parcels of land and the assessments together with an
additional penalty of eit!ht percent (80/0) of the original unpaid amount, inclusive
of any previous delinquency penalty, shall be a lien concurrent with general taxes
upon such parc€l.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden
Hills, Minnesota, that the City Administrator be authorized and directed to transmit to the
County Auditor a certified dupliGate of the assessment roll to be extended upon the property tax
lists of the County, and the COWlty Auditor shall collect said special assessments with taxes
levied in 2008, payable in 2009.
