SUBJECT:
2009 Pavement Management Program- Glenarden Neighborhood
BACKGROUND
At the September 8, 2008, meeting, the City Council approved resolution 2008-030 ordering the
feasibility report for the 2009 PMP- Glenarden Neighborhood, and authorized staff to contract
with Bolton & Menk, Inc. to complete the report.
Three informational meetings were held with the property owners, on June 21, 2007,
December 6, 2007, and December 2, 2008. Topics of discussion included the City's
assessment policy, an overview of typical street reconstruction project, and the proposed
improvements for the neighborhood.
In accordance with City Council direction, a feasibility report has been prepared that details
the proposed design, neighborhood impact, and estimated cost of the proposed project. An
overview of the feasibility report was shared with the neighborhood at our December 2
information meeting. A copy of the completed feasibility report is attached. Representatives
from Bolton & Menk will attend the City Council meeting to present the results. The next
step in the process is for the City Council to accept the feasibility report and to schedule
public hearings.
FINANCIAL IMPLICATIONS
This project has major financial implications for the city including the following:
1. Assessments levied in accordance with assessment policy.

2. Use Permanent Improvement Revolving (PIR) funds to fund the balance of the street
improvements.
3. Expenditure of utility fund dollars to pay for the repairs needed to the existing utility
system.
4. Utilize surface water utility funds to construct water quality improvements throughout
the project.
RECOMMENDED COUNCIL ACTION
It is recommended that the City Council adopt Resolution 2008-061 : A Resolution Receiving the
2009 Pavement Management Program Feasibility Report and Ordering Public Hearing for
Improvement. The Public Hearing would be scheduled for the regular City Council meeting on
Monday, January 12, 2009.

A RESOLUTION RECEIVING THE 2009 PAVEMENT MANAGEMENT PROGRAM
FEASIBILITY REPORT AND ORDERING PUBLIC HEARING FOR IMPROVEMENT
WHEREAS, pursuant to resolution of the Council adopted September 8, 2008, a
report has been prepared by the City Engineer with reference to the improvement of the
following streets:
Arden Place, from Snelling to Glenarden Road,
Glenarden Court, from Skiles Lane to Glenarden Road,
Glenarden Road, from Old Snelling to cul-de-sac,
Forest Lane, from Old Snelling to Glenarden Road,
Skiles Lane, from Old Snelling to Glenarden Road,
Snelling Avenue N, from Arden Place to cul-de-sac,
and this report was received by the Council on December 8, 2008, and
WHEREAS, the report provides information regarding whether the proposed project is
necessary, cost effective, and feasible; whether it should best be made as proposed or in
connection with some other improvement; the estimated cost of the improvement as
recommended; and a description of the methodology used to calculate individual assessments for
affected parcels.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ARDEN
HILLS, MINNESOTA:
1. The council will consider the improvement of such streets in accordance with the report and
the assessment of abutting property for all or a portion of the cost of the improvement pursuant
to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $1,948,815.
2. A public hearing shall be held on such proposed improvement on the 12th day of January,
2009, in the council chambers of the city hall at 7:00 p.m. and the City Administrator shall give
mailed and published notice of such hearing and improvement as required by law.
