Future Snelling/Old Highway 10 Trail with Improvements to CP Rail
Bridge for Pedestrian Crossing
BACKGROUND
At the September 8, 2008, meeting, the City Council authorized staff to contract with Bolton &
Menk, Inc. to complete a feasibility report for the future Snelling/Old Highway 10 trail with
improvements to the CP Rail Bridge for a pedestrian crossing.
Bolton & Menk, Inc. staff presented preliminary results of the feasibility report at the
November 25,2008, Parks, Trails and Recreation Committee (PTRC.) Topics of discussion
included proposed typical cross-sections and potential trail locations, as well as associated
impacts and costs. Improvements to the CP Rail Bridge were also discussed.
A copy of the completed feasibility report is attached. Representatives from Bolton & Menk
will attend the City Council meeting to present the results. The next step in the process is for
the City Council to receive the feasibility report and to provide direction on how to proceed
with this project.
Improvements to the CP Rail Bridge are currently included in the Capital Improvement Plan
for 2010. In order for improvements to be completed in the 2010 construction season, the
planning and design should occur in 2009. It is anticipated that it will take approximately a
year to work through the approval process with the railroad. Staff recommends utilizing
Bolton & Menk, Inc. for this work, as they have familiarized themselves with the project area

during the feasibility report preparation, and have reinitiated contact with Canadian Pacific
Railroad on behalf of the City.
FINANCIAL IMPLICATIONS
The feasibility report states the estimated cost for improvements to the bridge and associated trail
construction to match into existing conditions is about $220,800. The engineering, which is
included in the total cost, is estimated at $37,000 and should be added to the 2009 budget. We
have asked Bolton & Menk to provide us with a scope of services and more detailed breakdown
for the design engineering.
The costs to complete design for the bridge improvements will be paid for out of the Special
Revenue Parks Fund.
RECOMMENDED COUNCIL ACTION
Receive the Feasibility Report for the Old Snelling Avenue/Old Highway 10 Trail and authorize
staff to expand the scope of services with Bolton & Menk, Inc. to include final design of CP Rail
Bridge improvements for a pedestrian crossing in an alTIOunt not to exceed $37,000.
