Motion to Preliminarily Approve the 2030 Comprehensive Plan Update and Authorization to
Submit to the Metropolitan Council.

State Statute 473.864 requires all cities and townships in the seven county metropolitan area to
update their comprehensive plans every ten years, and the next update must be submitted to the
Metropolitan Council by the end of December 2008. While there are certain items that are required
to be addressed within the comprehensive plan document, the process gives the City an opportunity
to reflect on the previous Comprehensive Plan and review the community's long-term vision, goals,
and policies.
The City initiated the update process in June 2007. After a series of community meetings and work
sessions, the draft Plan was completed and reviewed by the Planning Commission at their July 2,
2008, meeting. The City Council subsequently reviewed the draft plan at their July 14, 2008,
meeting where they authorized the release of the draft plan to the affected jurisdictions for
comments. The affected jurisdictions included all adjacent cities, the school districts, Ramsey
County, and the Rice Creek Watershed District. The City has received comments from all impacted
jurisdictions except for the City of New Brighton, which are forthcoming and not anticipated to
impact the plan (Attachment A). Changes to the plan based on the submitted comments are noted in
the below section.

In order to conserve paper, the documents referenced in Appendix F, Surface/Storm Water
Management, have not been included for this review. The total appendix is more than 400 pages,
and all of the documents already have previous City approvals. The documents can be reviewed at
City Hall or online.
Edits to the Comprehensive Plan
As noted above, the City Council authorized the release of the draft Comprehensive Plan to affected
jurisdictions on July 14, 2008. Since that meeting, the sections related to water supply,
surface/storm water, and sanitary sewer have been completed; comments from the adjacent
jurisdictions were incorporated into the plan; and there were a number of minor spelling and
grammatical corrections. The comments from the adjacent jurisdictions were reviewed by the Parks
and Recreation. Manager and the City Engineer.

To help facilitate this review process, the noteworthy changes made to the plan since July 14 are
outlined by chapter in this memo and have been black-lined in the draft document. In the draft
document, there is a vertical black line in the left margin wherever a change has been made. Except
for the minor corrections and the changes described below, there are no other changes to the
document.
Chapter 4: Active Living
o Page 4-2: Per a suggestion from the Roseville School District, a policy regarding
cooperating with adjacent communities, school districts, employers, and institutions on
active living principles was added.
Chapter 6: Land Use .
o Page 6-6,7: Updated the future land use chart and map to include a new category called
"Community Mixed Use," which is based on the Guiding Plan for the B2 District. This new
category reflects the potential office, retail, service, and medium/high density uses in this
district. Since housing is included as a potential use, it is required to have a density, which
is listed at three to 20 units per acre.
o Page 6-8: Updated the section that references the recently adopted Guiding Plan for the B2
District and provides a brief description of the Guiding Plan. The full Guiding Plan is not
adopted directly into the Comprehensive Plan in order to provide more flexibility and
discretion for the City.
o Page 6-9: Updated this section to state that a Guiding Plan is needed for the Grey Fox/Red
Fox and for the Lexington Avenue corridor. This previous text implied the Lexington
Avenue area was included in the study area, but the revised text is more specific. This area
is intended to have a planning process similar to the Guiding Plan for the B2 District.
Chapter 8: Economic Development and Redevelopment
o Page 8-2: Updated the section regarding the Guiding Plan for the B2 District. Included a
section identifying the other areas in need of a guiding plan, which are also referenced in
Chapter 6.
Chapter 9: Parks and Recreation
o Pages 9-1, 3, 6, 9, 11, 12-14: Made updates related to path names, the wildlife corridors, and
county facilities referenced in the comments from Ramsey County Parks and Recreation.
The County recommended replacing "path" with "trail" in many locations, but the City has
opted to use the word "path."
o Page 9-9: Updated the proposed pathway list and map to better reflect the Guiding Plan for
the B2 District.
Chapter 10: Protected Resources
o Page 10-1: Included a reference in the policies about the need for protecting ground water
quality, which is linked to surface water quality.

o Page 10-14: Included three new implementation strategies based on comments from the Rice
Creek Watershed District and to address water resource requirements from the Met Council.
The implementation strategies recognize the need to:
· complete Total Maximum Daily Load (TMDL) studies with Rice Creek Watershed
District. TMDL relate to water quality studies being conducted throughout the metro'
area;
· identify and adopt best management practices to protect the water quality of lakes,
streams, wetlands, and groundwater; and,
· reduce nonpoint pollution sources, including educating residents and using best
management practices.
Chapter 13: Public Facilities, Services, and Infrastructure
o Completed the Water Resource Management sections as required by the Metropolitan
Council. These sections are almost entirely new since the last review. This includes:
· Page 13-2 and Appendix D - Water Supply Plan
· Page 13-3 and Appendix E - Sanitary Sewer
· Page 13-3 and Appendix F - Storm/surface Water Management;
· Page 13-7 and Appendix G - Inflow and Infiltration
Submission to the Metropolitan Council
Once the City Council grants preliminary approval of the Comprehensive Plan, the plan will be
submitted to the Metropolitan Council for official review. The Metropolitan Council will then
review the plan for conformance with the System Statement, the Metropolitan Land Planning Act,
and other regional policy plans (i.e. transportation, water resources, and parks and open space). If
the Metropolitan Council determines that the plan is in conformance with regional policies and
regulations, it will be returned to the City for official adoption by the City Council. If the plan is
deemed incomplete or not in conformance with Met Council requirements, it will be returned to the
City with an explanation of what needs to be addressed or clarified.
It is not unusual for the Metropolitan Council to find that a change or further clarification is needed
somewhere in a comprehensive plan. The requirements for the comprehensive plan are
considerable, though the City has striven to meet those requirements. Staff will keep the City
Council up to date onany issues that may arise and if additional work is needed.
The Metropolitan Council is typically required to notify a city within 15 working days of receiving
the plan if it is complete or incomplete. The Metropolitan Council then strives to review the
Comprehensive Plan with 120 days.

Implementation
While preparing the Comprehensive Plan is a formidable task, it is only a step in the planning
process. After the plan is officially adopted, the City must focus on implementation. Implementing
the Comprehensive Plan will require coordination between City departments, direction from the
City Council, and efforts from the various commissions and committees. The Planning
Commission; Parks, Trails, and Recreation Committee; Economic Development Commission; and
the other City committees/commissions will almost certainly have a role.
A comprehensive plan is meant to take a long-term look at the community, but it is not a static
document. The City should work to implement the Comprehensive Plan over time; however, the
plan does not preclude exploring new projects, goals, policies, priorities, and strategies in the future
ifnew opportunities or issues arise. Additionally, the policies and programs described in the
Comprehensive Plan will need to be further evaluated during the budgeting process.
Upon official adoption, a city is generally required to amend the official controls (i.e. zoning,
subdivision, and other ordinances) within nine months to bring the City ordinances into
conformance with the Comprehensive Plan. While a few tweaks may be needed, significant
changes to the zoning and subdivision ordinances are not anticipated to be needed because there are
no significant land use changes south of Highways 10 and 96. The City may, however, want to
consider changes beyond what is required in order to make more effective and responsive
ordinances. When a final plan is selected for the TCAAP property, the Comprehensive Plan and
zoning regulations will likely need to be amended to reflect the complete components of the
TCAAP plan.
Recommendation
Approve the 2030 Comprehensive Plan Update and Authorization to Submit to the Metropolitan
Council.

Dear Mr. Lehnhoff,
The Rice Creek Watershed District (RCWD) has reviewed the City of Arden Hills 2030 COlnprehensive
Plan, dated July 30, 2008. The Plan is very cOluprehensive and includes detailed information on natural
resources which has been used to enhance the TCAAP redeveloplnent project by protecting high quality
resources. The Plan also includes a Chapter on environmental conservation and sustainability. The
Comprehensive Plan is consistent with the Arden Hills Starin Water Managelnent Plan, approved by the
RCWD in 2002. The RCWD offers these comments as relate to the Comprehensive Plan:
1. The Plan could include reference to the City~s Municipal Separate Storm Sewer SystelTI (MS4)
program responsibilities.
2. hnplementation strategies within Chapter 10 could include actions related to participation on
TMDL studies and associated water quality ilnprovement projects.
The RCWD appreciates the opportunity to comment on the City's Comprehensive Plan and looks forward

Arden Hills Comp Plan Comments - Roseville Area Schools
Below are comments that came up as I went through your plan. There may be other areas
that address what I missed in the area that I was reading. I hope these comments are
useful.
Vision
It would be a good idea to include a statement in your vision about collaborating with
schools in developing facilities, working on public assets and opportunities. Although
there is a comment in public facilities, there are many more opportunities to collaborate
on.
Active Living
1. Develop a separate statement about developing safe routes to school for students,
pathways, crosswalks, and other traffic controls to ensure greater walking areas,
especially since District 621 has a 2 mile walking area set around all of its
schools.
Parks and Recreation
1. There could be more specific statements in this area about collaboration with the
schools for public recreational activities at times when schools are not in session.
2. Also a mention of the city parks as a co-curricular resource for schools, with
collaboration on developing assets that would help students learn.
Environmental Conservation and Sustainability
1 There is a broad general need to educate the public on sound environmental
practices at home and around their property.
2 A city can often help that process with educational seminars.
Transportation
1. Comments about pathways were put in the Parks and Recreation portion of the
plan. In our age of Active Living and high energy prices, ped/bike facilities
should be a significant part of any transportation plan. The use of ped/bike
facilities for business activities is a part of our future where people will walk or
ride to their work, local shops, and schools
2. It would be a good idea to also discuss the need to educate the public on proper
driving etiquette around pedestrians and cyclists.
