Memo from Bolton & Menk, Inc. summarizing conversations with CP Rail dated February 3, 2009. ~ EN HILLS MEMORANDUM DATE: February 5, 2009 TO: Mayor and City Council Ron Moorse, City Administrator FROM: Kristine Giga, Civil Engineer Michelle Olson, Parks and Recreation Manager Greg Hoag, Public Works Director SUBJECT: CP Rail Bridge improvements for a pedestrian crossing BACKGROUND/DISCUSSION During the fall of 2008, Bolton & Menk, Inc. prepared a feasibility report for the future Snelling/Old Highway 10 trail with improvements to the CP Rail Bridge for a pedestrian crossing. A preliminary report was presented to the Parks, Trails and Recreation Committee (PTRC) on November 25, 2008, and the final feasibility report was presented to City Council at the December 8, 2008 City Council meeting. At the January Work Session, the City Council discussed the project and how to proceed; in particular, how to determine on which side to build the bridge improvements. The PTRC will discuss this in detail at their February meeting, and make a recommendation to the City Council. Bolton & Menk will continue to work with CP Rail through the final design process, providing the needed detail and information for the review/approval process. Attached is a memorandum from Bolton & Menk, which summarizes the discussions they have had with CP Rail to date; the memo provides some answers to questions previously asked by the City Council. FINANCIAL IMPLICATIONS The costs to complete design for the bridge improvements will be paid for out of the Special Revenue Parks Fund. Attached is the proposal submitted by Bolton & Menk describing the scope of services. Civil Engineer City of Arden Hills 1245 West Highway 96 Arden Hills, MN 55112-5743 RE: Proposal for Professional Engineering and Surveying Services CP Rail Trail Underpass Improvements City of Arden Hills, Minnesota Project No.: Tl 6.1 00325 Dear Ms. Giga: Weare pleased to offer you our proposal for professional engineering and surveying services for the final design of the CP Rail Trail Underpass Improvements along Old Highway lOin Arden Hills. This proposal is based on those improvements described in our December 2008 Preliminary Engineering Report for the Old Snelling A venue/ Old Highway 10 Trail, which was presented to the City Council on December 8, 2008. As a part of this proposal, we describe our understanding of the project, detail our proposed scope of \vork, and provide our fee for completing the work. Final Design Services As a part of the Preliminary Engineering Report for the Old Snelling A venue/ Old Highway 10 Trail, Bolton & Menk discusses the possibilities of constructing a trail along Old Highway 10 with an underpass crossing the existing CP Rail bridge. The recommended approach is to construct a bituminous trail crossing under the bridge, between its piers and abutment. This approach would require the construction of retaining walls at the crossing and along the north and south approaches to the crossing. The crossing is illustrated in Figure No. 15 of the preliminary engineering report. At this time, it has not been decided on which side of Old Highway 10 the underpass will be constructed. However, design and construction of the underpass relative to each side of the roadway is expected to be similar. Once the desired side of the roadway is selected for the underpass, Bolton & Menk will complete the necessary topographic survey, final design and engineering required to prepare final construction plans and specifications for contractor bidding. The topographic survey will be completed from the road edge or curb to a point approximately thirty feet outside the road, and will extend approximately 200' to the north and 200' to the south of the rail bridge. Locations and measurements of the applicable above-grade geometry of the rail bridge, including the piers, abutments, clearance heights, etc. will also be recorded to facilitate the underpass design. A Gopher One Call will also be initiated to identify any underground utilities within the project area. Bolton & Menk, along with LHB as its structural engineering subconsultant, will prepare detailed construction plans in CAD illustrating plan and profile views of the underpass and its approaches (up to 200' in each direction). Cross sections win also be shown along with all other necessary details required for the retaining wall designs. If the west side of the road is chosen for the construction of the trail underpass, it is anticipated that a future structural boardwalk will need to be constructed adjacent to the pond south of the railroad as part of the overall trail improvements. Design of this underpass improvement would stop short of this future boardwalk design. /t is anticipated that the City of Arden Hills will secure a separate contract for geotechnical exploration services requiredfor this project. Bolton & Menk will work with the City's preferred geotechnical consultant to identify the required scope of exploration work. Permit applications will be completed as required. Permit fees would be paid for directly by the City. The project will be adve11ised, bids will be taken, and recommendation will be made to accept or reject bids. Meetings included during final design include up to two (2) City Staff meetings for design review, two (2) meetings with CP Rail, and one (1) City Council meeting for final plan presentation. It is anticipated that the review and approval process governed by CP Rail for this project may be considerable and that the final design schedule will be subject to this process. However. \ve anticipate construction of this project to start no later than the 2010 construction season. Final DesiRn Fees Bolton & Menk will serve as the lead consultant in completing the final design for the CP Rail Underpass Improvements, with LHB serving as our structural engineering subconsultant. Our total fee to conlplete the scope of work as described above is a lump sum amount of $37,000. Upon the City's approval of this proposal, we will prepare a final design agreement for execution. Rail Bridge City of Arden Hills BMl Project No.: T16.100325 The following is a summary of the correspondence with Canadian Pacific Railroad that occurred regarding construction of a pedestrian facility under the bridge that crosses Old Hwy lOin Arden Hills: · October 6, 2008 - Phone Conversation: Charlie Duffy (CP Rail Stnlctural Engineer), Travis Winter. I called Mr. Duffy to discuss the City's potential interest in constructing a pedestrian crossing under the above referenced bridge. He was aware that the City had been looking at this from previous conversations with City Staff and consultants. We discussed how this bridge was similar to the one in New Brighton over Old Hwy 8 where a pedestrian crossing was constructed previously. Replacement of the Arden Hills bridge is not a part ofC.P.'s 10 year capital improvement plan. C.P. is willing to allow a crossing to be constructed as long as it does not interfere with the structural integrity of the bridge. · Decelnber 30, 2008 - Phone Conversation: Charlie Duffy (CP Rail Structural Engineer), Travis Winter. I called Mr. Duffy to discuss potential cost sharing of a bridge replacement with the City. Mr. DuffY stated that any cost sharing with the City would not be enough to move up the replacement schedule of the bridge, there are too many other projects with higher priority. C.P.. will work with the City to make a crossing happen. To move forward in the process, send design plans to C.P. for review. Send plans to Mr. Duffy and he will distribute to the appropriate personnel for review. Construction of the crossing in 2010 is a reasonable goal. - January 30, 2009 - Phone Conversation: Charlie DuffY (CP Rail Structural Engineer), Travis Winter. The wooden bridge over New Brighton Road in Arden Hills is not on C.P.' s 10 year ._capital impr_ovement plan. There are. no_bridges on that rail line . scheduled for replacement in the__ next ]0 years. The New Brighton Road bridge was 'driven' (piles were driven) in the 80's, and the deck was replaced 7 or 8 years ago. The bridge is in good shape. The railroad has no preference as to which side the crossing is constructed, whichever side makes the most sense for the City will be fine.
