Resolution 2009-004 ~ MEMORANDUM DA TE: March 5, 2009 TO: Mayor and City Council Ron Moorse, City Administrator FROM: Kristine Giga, Civil Engineer SUBJECT: 2009 Pavement Management Program- Glenarden Neighborhood Approving Plans and Specifications Ordering Advertisement for Bids BACKGROUND On January 12, 2009, a public improvement hearing was held for the 2009 PMP project. Following the hearing, the City Council ordered the improvement and preparation of plans and specifications of the proposed project. The next step in the process is for the City Council to approve plans and specifications and authorize the advertisement for bids. DISCUSSION State statute requires a City Council resolution approving plans and specifications and ordering the advertisement for bids for all public improvements to be assessed. Since a portion of the costs for the proposed project will be assessed to benefiting properties, the adoption of this resolution is required. Street Improvements The attached figure depicts the proposed street widths throughout the neighborhood. The majority of the neighborhood will have streets 28 feet wide; some of the street segments will be narrower due to existing narrow streets and to minimize tree impacts. Concrete curb and gutter is proposed throughout the entire neighborhood to provide support to the edge of the bituminous roadway and to aid in stormwater management. One of the resident comments from the most recent open house for the project was to consider bituminous curb. The price of bituminous curb is approximately $2 per foot less expensive, however, staff feels that in the long run, the cost to maintain and replace bituminous curb will outweigh the additional cost at this time. This will create dips in the road, collecting water and ultimately creating pavement distresses as the water seeps through the pavement surface. Concrete curb and gutter also has a longer life span than bituminous curb. Future street maintenance and improvements will most likely consist of spot curb repairs, as opposed to complete removal and replacement. Utility Improvements Watermain No major water main repairs are proposed as a part of this project. There have been few water main breaks in the area in last 1 0 years. We have, however, included a contingency for gate valve and/or hydrant repairs if any problems are identified during construction while other project improvements are being made nearby. Sanitary Sewer No major sanitary sewer improvements are proposed. Five segments of pipe will be replaced (three on Glenarden Road~ two on Skiles Lane), where lining or other trenchless technologies cannot be applied because of sags in the pipe. Chimney seals and solid manhole covers will also be placed on all sanitary sewer manholes. Manholes with structural deficiencies will be incorporated into the proposed manhole rehabilitation project; we anticipate that it will be more cost-effective to lump these manholes into a larger specialty project rather than have a few included in this contract. Storm Sewer The existing storm sewer system will be improved and expanded throughout the neighborhood. Best management practices (BMPs), such as rain gardens, infiltration swales, and other features have been incorporated into the project in order to meet the Rice Creek Watershed District's (RCWD) water quality requirements. The design team is working with nine residents to construct BMPs in the boulevards in front of their properties. Four areas have been identified on City property for City BMPs as well: two at Lindy Park, one at Freeway Park, and one at the dead end of Skiles Lane in City right-of-way. The permit application has been submitted to RCWD. Ifrevisions to the plan are necessary for permit approval, addenda will be issued as needed prior to the bid opening. FINANCIAL IMPLICATIONS The estimated total project cost for the improvements is $1,930,769.22, including contingency, engineering and overhead fees as outlined in the Assessment policy. The City's portion of the project costs are currently budgeted from the PIR and Utility Enterprise Funds (sanitary sewer, surface water and watermain funds). A project cost summary is listed below. 2009 PMP 3/5/2009 Page 3 Project Cost Summary Roadway Improvements* $ 1,551,202.37 Watermain Improvements** $ 21,021.00 Sanitary Sewer Improvements** $ 43,400.50 Storm Sewer Improvements** $ 3 15,145.35 Total Project Costs $ 1,930,769.22 * includes 370/0 overhead ** includes 300/0 engineering & contingency Amount received from assessments $ 775,601.19 Amount funded by the City (including assessment of City parcel) $ 1,155,168.03 RECOMMENDED COUNCIL ACTION At this time, staff recommends the adoption of Resolution 2009-004: Approving plans and specifications and ordering advertisement for bid for the 2009 Pavement Management Program- Glenarden Neighborhood. ~ ~HILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 2009-004 A RESOLUTION ORDERING IMPROVEMENT AND PREPARATION OF PLANS AND SPECIFICATIONS FOR THE 2009 PAVEMENT MANAGEMENT PROGRAM WHEREAS, pursuant to a resolution passed by the City Council on January 12,2009, the Consulting Engineer, Bolton & Menk, Inc., has prepared plans and specifications for the improvement of the following streets: Arden Place, from Old Snelling to Glenarden Road, Glenarden Court, from Skiles Lane to Glenarden Road, Glenarden Road, from Old Snelling to cul-de-sac, Forest Lane, from Old Snelling to Glenarden Road, Skiles Lane, from Old Snelling to Glenarden Road, Snelling A venue N, from Arden Place to cul-de-sac, and has presented such plans and specifications to the City Council for approval; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ARDEN HILLS, MINNESOTA: 1. Such plans and specifications, a copy of which is attached hereto, and made a part hereof, are hereby approved. 2. The City Administrator shall prepare and cause to be inserted in the Bulletin, the official newspaper, and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published as required by law, shall specify the work to be done, shall state the date and time that the bids will be received by the City Administrator and City Engineer at which time they will be publicly opened in the Arden Hills City Hall by the City Engineer, will then be tabulated, and will subsequently be considered by the Council. No bids will be considered unless sealed and filed with the Administrator and accompanied by a cash deposit, certified check or bid bond payable to the City of Arden Hills for ten percent of the amount of such bid.
