SUBJECT: Safe Routes to School Project Update
BACKGROUND
The City was informed on April 15, 2008 it had been awarded a Safe Routes to School Program
Grant in the amount of $175,000 for the County Road E2/Ramsey County Open Space Trail
Project. Since that time, the City Engineer has completed final plans, specifications and all
required environmental reviews. Staff is prepared to go to the regular City Council meeting on
March 30, 2009 for acceptance of plans and specifications and authorization to advertise for bids.
This memo outlines public input received, increased costs identified through the final
environmental review, utility impacts, the PTRC recommendation, funding implications, and
next steps.
PUBLIC INPUT
Two public informational meetings were held on September 30,2009 and February 5, 2009. The
first meeting was attended by approximately 29 people. The Safe Routes to School objectives
and the preliminary plan were reviewed at this meeting (engineering had not been completed).
Staff listened to the people at the meeting; answering questions and addressing concerns.
Comments submitted from this meeting are included for your review (attachment Id). The
second meeting was attended by approximately 10 people. This meeting was set up in an open
house format. Staff had available the plans for this project, including changes that were made as
a result of feedback at the first meeting, and specific school program descriptions. The revised
project map is included for your review (attachment la). Emails received throughout this
process are also included (attachment 1 f).
One of the more significant concerns raised at the first public meeting was the number of
crosswalks and safety. Staff talked with Mn/DOT and was able to eliminate one crosswalk on
the project. In addition, the school district agreed to budget in 2009/ 2010 for two adult crossing
guards for crossings on County Road E2 (see map). The school will provide a kick off event and
walking reward program, as well as a bike rodeo (cosponsored by the Ramsey County Sheriffs
Dept.). A handout on the five E's of the SRTS Grant Program is included (attachment Ie).

BUDGET
When the grant was written in 2007, the preliminary cost .estimate for this project was
$263,145.60. After completing a refined environmental investigation and revising the plans to
meet the Rice Creek Watershed District's (RCWD) wetland protection requirements, the
engineer's estimate is $442,665.37. Below is the breakdown of project costs.

As shown, the engineer's estimate is higher than the preliminary estimate. This is mainly the
result of items added to comply with the RCWD's wetland protection requirements and
necessary drainage improvements. The preliminary plans for this project are attached
(attachment Ib). A summary and explanation of the changes to the project estimate is as
follows:
1. Pathway: The original estimate used 2007 construction unit prices. The increase to
this portion of the project is the result of increases to construction costs in the last 2
years. Estimated cost: $14,471.00
2. Retaining Walls: In order to avoid impacts to the wetland, and keep the pathway on
public land, it will be necessary to construct a retaining wall along the pathway east
of the lift station road. This wall will be between 4 and 5 feet tall. Also, for safety,
we will need to install a fence along this portion of the pathway. Estimated cost:
$66,375.00.
3. Drainage: There are three main items that were identified as drainage needs for this
proj ect. These were; the creek crossing in the Ramsey County Open Space, drainage
improvements, and erosion control.
. Creek Crossing: $75,,000
A portion of this project connects County Road E-2 to Venus Avenue through
the Ramsey County Open Space. This open space contains DNR protected
wetlands as well as a creek. Any modifications to the crossings or wetlands in
this area require a permit from Rice Creek Watershed District. After reviewing
the project with them, they are requiring that the new creek crossing be sized so
it does not impe~e the flood plain of this natural drainage way. There are two
ways that this could be accomplished; by constructing a bridge or by building a
culvert. Since the cost to construct a bridge would be between $150-250,000,

we are recommending that we pursue constructing a culvert in this location.
The original estimate included $9,300 to install a culvert, however, to meet
Rice Creek requirements as well as meet the Federal pathway design
guidelines, a larger culvert would need to be installed. Currently the cost of
this culvert is estimated at $75,000. We are working with Rice Creek on
finalizing this design.
. Drainage Improvements: $13,,580
In the course of designing the project, we identified 2 areas that required
drainage modifications. The first is just to the east of the easterly Valentine
Hills driveway, the runoff from the road drains through a curb opening. In
order to construct the pathway behind the curb, we need to install a catch basin.
Leaving a curb opening and allowing the runoff to go over the pathway would
create a safety hazard for pathway users. The other is at the intersection of
Chatham and County Road E-2. Water sits at this intersection in the area that
the pathway would cross the road. Having a puddle or an icy patch in the
middle of a crosswalk is a less than desirable condition. To fix this we propose
to re-grade the pavement and curb to direct the runoff toward a catch basin on
County Road E-2.
. Erosion Control- $6,,275
Because of the proximity of this project to existing wetlands, it is very
important that erosion and sediment control measures are installed to prevent
sand, soil and other construction materials from getting into the wetlands.
4. Engineering: When staff met with Mn/DOT to discuss the project development
process required for developing the environmental documents, plans and
specifications, they recommended that the engineering expense of $13,118.77 that
was originally estimated as reimbursable be utilized for construction costs. This is
because using the federal process engineering expenses are very difficult to get
reimbursed. Therefore, staff allocated that portion of the grant to the pathway costs.
Staff budgeted $48,464.37 in engineering fees for the SRTS project. To this date,
approximately $30,381.22 in engineering costs have been incurred.
UTILITIES
Staff has reviewed utilities located along the pathway corridor and is making the following
recommendations:
1. Private Overhead Utilities:
The electrical poles along County Road E2, between Chatham and New Brighton Road,
will need to be relocated to accommodate the pathway. The City Engineer has notified
the private utilities on the poles and provided them a tentative schedule. Residents along
County Road E2 are concerned about the appearance of these poles and have asked the
City to either bury the power or move them to the other side of the road.

The majority of these poles are owned by Xcel Energy, however two of them are owned
by Comcast. Burying the overhead electric for 0.3 miles of Co Rd E-2 would cost about
$231,000. Burying the poles for 300 feet would cost about $50,000. Private utility
companies are only obligated under case law to relocate existing poles. We cannot
require them to pay to bury lines; the additional cost to bury lines would be the City's
responsibility. On top of the cost to bury the electric lines, there is an individual cost for
each homeowner to bury their service, this can be anywhere between $2,500-$5,000.
Finally, there is an added monthly service fee that utilities charge for buried service lines;
this would also be a private property owner cost. In addition to Xcel Energy, there are
other utilities on the poles, cable and telephone, that would need to be buried as well.
The cost to bury those lines as well would double to triple the total cost to the City.
The City Engineer has asked Xcel Energy and Comcast if it is possible to relocate these
poles to the right- of- way on the north side of the road instead of moving them within the
right- of- way on the south side of the road. It appears it may be possible; however they
need to complete more preliminary design before they will definitively agree.
2. Hydrants:
There are 9 hydrants that need to be relocated as a part of this project. Ifwe were to have
a contractor do this work, it would cost the City about $36,000. If the City chose to do
this work with our Public Works crews, it would require that 5 of our full-time
maintenance operators, be assigned to this task for 9 full work days. This would translate
to a City labor and equipment cost of approximately $20,000 and a material cost of about
$4,500. While there is a cost savings for the City to complete the work, the Council
should consider that for these 9 days, these City staff would not be able to complete other
priority work (i.e. lift station repair, sewer cleaning, televising, manhole inspection, etc.)
Due to the nature of the hydrant relocation work, it could not be completed by seasonal
staff.
3. Sanitary Sewer:
Public Works staff have televised and inspected the 8" sanitary sewer pipe that runs along
the north- south segment of this pathway, between County Road E-2 and Venus Avenue.
The line south of the creek has already been pressure sealed and tested and is in good
shape. However, the line between the creek and Venus does need rehabilitation. The
types of damage in the pipe include a handful of offset pipe (between 1/2- 1 inches),
minor cracking and root intrusion. There is one major (3") joint offset located about 117
feet south of Venus that may need to be dug up to repair. Weare further exploring
alternatives to complete this repair.
PARKStt TRAILS AND RECREATION COMMITTEE (PTRC) RECOMMENDATION
The PTRC reviewed the Safe Routes to School Plan at their February 24, 2009 meeting. The
City Engineer presented plans, specifications, and the revised cost estimate. The committee
discussed the importance of this project in the overall master plan. They concluded that this
project was a critical link in our regional trail network and would like to see it move forward.
They made a motion to support the Safe Routes to School Project and direct staff to research

other funding possibilities to bring forward to the City Council. The motion carried unanimously
(9-0).
FUNDING IMPLICATIONS
Staff has been working to identify various funding sources that could be used for this project.
The following items were discussed/ considered:
1. Ramsey County Parks and Recreation agreed to provide a crosswalk signal for this
project, estimated at $15,000 at the Venus Pathway/ County Road E2 Crossing. The
City Engineer identified a crosswalk signal design that would be closer to $8,000 and
therefore, the remaining $7,000 could be used to fund other parts of the project. Staff
spoke to Jody Yungers of Ramsey County and she confirmed that Ramsey County
will donate $15,000 to the project and if the signal comes in at a lower price, the
remaining funds can be put toward other proj ect costs.
2. Utilize the surface water management fund for the drainage improvements, estimated
at $94,855. Staff spoke with Sue Iverson regarding the balance of this fund. Her
memo is included for your information (attachment 1 c).
3. Delay the Perry Park DNR Local Trail Connection Grant Construction until 2010:
We budgeted $56,075.00 in expenditures for this project in 2009 with $24,000
revenue awarded from the grant. This is a potential '$32,075.00 that could be
transferred to this project. The DNR Grant Funds must be utilized by June 30, 2010
and cannot be extended. All requests for reimbursements must be received by that
time.
4. Seek a grant from Rice Creek Watershed District for the drainage/creek
improvements. Staff discussed possible grants with Rice Creek and determined that
there was not one that would provide significant ,funding assistance. The only one
that fit our application was their erosion and stream bank restoration grant; however,
it has a cap of $5,000, and would require the City to add additional construction items
to the project, adding to the cost of the project.
5. Staff spoke with Mn/DOT about the possibility of doing the project in two phases.
The first phase would be the County Road E2 pathway, constructed in 2009 and
phase two would be the Ramsey County Open Space (RCOS) pathway, constructed in
2010. Mn/DOT is open to the phasing idea. However, the City would need to revise
th.e project memorandum and resubmit. This would delay the review process with
Mn/DOT, however, we feel confident that the project could still be completed within
the summer of 2009. The City could readjust the plans and utilize the $175,000 for
phase one. Phase two yould be budgeted for in 2010. In delaying the RCOS pathway
a year, staff could explore other possible funding assistance programs. One important
factor in this option is that Mn/DOT will require that the phase two be completed in
2010. If the City were to NOT complete phase two as agreed, the funding received
for phase one could be billed back to the City.
6. Staff approached Ramsey County Parks and Recreation regarding the creek crossing
to inquire about the possibility of additional cost sharing. This crossing is part of
Ramsey County's proposed trail connecting to Mounds View High School, which is
included in their master plan. However, no funding has been identified at this time
for that segment and there is no timetable. J()dy Yungers of Ramsey County Parks

and Recreation, who assisted in the writing of this grant, met with City staff to
discuss the project. She stated that funding in 2009 for this culvert would not be a
possibility. However, funding assistance could possibly be considered in 2010. She
is currently researching this possibility and will get back to us as soon as she can.
Staffwill give an update on this at the meeting.
NEXT STEPS
Staff feels strongly about the benefits of proceeding with the Safe Routes to School Project.
However, since a more detailed estimate has come back with costs greater than the grant
funding, staff is requesting City Council direction on how to proceed. Options on how to
proceed are below:
1. Direct staff to bring plans and specifications forward for approval at the March 30, 2009 City
Council meeting.
Pros:
· The project will remain on schedule and be available for the 2009/2010 school year.
· The estimated project costs are based on 2009 construction dollars. The current market is
very competitive and therefore, the cost of this project will likely increase even more if
the project is delayed to 2010 as construction prices are anticipated to increase again.
· The school has budgeted for adult crossing guards for the 2009/2010 budget.
Cons:
· The City has not budgeted for the extra project costs.
· Other projects may need to be delayed as a result of moving forward in 2009.
2. Postpone the project until 2010 and direc~ staff to budget appropriately for the project. Direct
staff to research additional funding mechanisms.
Pros:
· Allows staff time to properly budget for the project in 2010.
· Gives staff time to explore additional funding assistance programs and potential partners.
Cons:
· Project costs will likely increase.
3. Proceed with project in two phases, moving forward on phase one in 2009 and phase two in
2010. Direct staff to research different funding mechanisms for phase two.
Pros:
· Gives staff time to explore funding assistance programs and potential partners.
· Allows staff time to properly budget for phase two in 2010.
· Grant reimbursements would be shifted to cover more of the phase one costs in 2009.
Cons:
· Phase two costs will likely increase.

The neighborhood connection will not be improved in 2009 and therefore, the project will
be difficult to evaluate.
It would be more cost effective to do the entire project at one time.

SUBJECT: Surface Water Management Funds
In response to your request on the Surface Water Management Fund balance, we have not yet
closed the books for 2008, so we do not have an actual fund balance or a final ending cash
balance yet. But to answer your question, there are funds available in this fund in sufficient
amount at this time, but when you look at the 2009 CIP the fund would possibly go into a deficit
position. Current estimate of the cash balance available would be:

In looking at 2008 actuals, revenues did come in higher than expected and expenditures came in
lower than budgeted. It is too soon to estimate the actual cash difference as we are in the middle
of closing the books and making the accrual entries. There will be an increase in this balance,
possibly as much as $100,000 or more, but again we cannot determine this exactly until we close
the books out and finish all entries.
If we take the budgeted balance estimate of $367,591 and the CIP expenditures approved for
2009 the cash balance will look like this.

I appears that you would have sufficient funds in the account in the amount of $94,855 to do this
project as we do project that 2008 came in under budget in the expenditures and over budget in
the revenues. This would however, leave the cash balance in the fund close to zero ($0). Again,
we would be able to give you a much better estimate of available funds in another month when
we have the accrual entries and any outstanding amounts from 2008 accrued.

Greetings - My wife and I live at 1831 Venus Ave right at the intersection of the
proposed pathway with Venus Ave. We have lived here since 1977 and enjoy immensely
the Open Space area around us. We unfortunately cannot be at the Information Meeting
because of a previously scheduled meeting which conflicts with this one. We want to go
on record that we are firmly opposed to the north-south connection from County Road E-
2 to V enus Ave through Ramsey County Open Space for the following reasons:
1. There is no need. for it since there is already a p~thway there.
2. It would create the first step to putting a road through that same area.
3. It would impact the Open Space program which has been so important to us over the
years.
4. It would create a traffic problem and safety problem not only at V enus Ave but also on
County Road E-2 and inevitable accidents resulting from it.
5. It is another example of constant attempts to encroach upon the Open Space Program
in this area. The last such attempt was the approval of townhouses on the corner ofE-2
and Old Snelling.
6. It would reduce the already decreasing amount of wildlife in the area.
We think that instead of this project the City would be well- advised to control the
spreading oak wilt disease that is occurring in frightening numbers in our area. These
trees need to come down to protect from future loss of oak trees in our beautiful city.
We are sorry we cannot make the meeting so please consider this e-mail as our input.

Dear Ms. Olson - Thank you so much for your prompt reply to our e-mail. Frankly we
don't know how the pathway will improve safety to and from Valentine school. There are
only a few kids that go through the open space to get to the school. I have lived here since
1977 right at the entrance to the path, have walked it many hundreds of times myself and
know of no injuries. The only safety concern is that if the path is put in with asphalt then
the bike traffic will pick up, there will be safety issues in crossing E-2 from the path and
entering onto V enus Ave. I know it will "look" better but it won't have that rustic, wild
park ambiance that is so important to this community, but it will be in effect putting more
asphalt on our green spaces for no good reasons.
The Oak Wilt problem that I raised was not just for the Open Space program but for all of
the Valentine Hills development. It is getting out of hand and unless the city does
something about it soon we will be without these magnificent trees. This is more
important to us than an asphalt path through the woods.

The utility poles do start at the West driveway of VH School (I stand corrected). The
distance should be around .3 miles. How about putting the lines underground in front of
our three homes? This is the only place homeowners see them.

Hi,
Kamakshi and I live on Venus Ave., along with our 5 yr. old daughter
Riley who will be starting Kindergarten in Fall '09. We frequently
walk to the Arden Hills library and VHES via the existing paths, and
look forward to the day when Riley will be old enough to safely use
those paths herself. Naturally, we enthusiastically support the general
project discussed in the flyer you sent out about the "Safe Routes to
School" open house. We don't have too many specific thoughts to add
at this time, so I wanted to ask what sort of concrete goals you had for
the meeting on Thurs, Feb. 5? One sort of vague idea I have is that
our area is underserved by public transportation (probably due to the
low density), and it seems like the general intersection of the proposed
paths would potentially be a good vicinity for a bus stop sometime in
the future. Another issue, I imagine you have probably already
addressed, is that low lying portions of the existing paths have a
tendency to turn into mud puddles during months with a lot of rain or
snow melt, so some sort of construction techniques taking that into
account are advisable.
