HomeMy WebLinkAbout1B, PMP Implementation Plan DATE: March 12, 2009 Agenda Item I.B ~ EN HILLS MEMORANDUM TO: Mayor and City Council Ron Moorse, City Administrator FROM: Kristine Giga, Civil Engineer SUBJECT: Pavement Management Program (PMP) Implementation Plan BACKGROUND Pavement Mana2ement Philosophy The City of Arden Hills has the fiduciary and physical authority and responsibility for upkeep of approximately 30 miles of city streets within its boundaries. This includes seasonal maintenance activities such as snow removal, crack sealing, street patching, sweeping, as well as structural maintenance of the pavement. The City of Arden Hills has made a commjtment to its residents to provide a systematic program of street rehabilitation and repair in order to assure that the City streets are serviceable, safe, functional, and provided at a reasonable cost to meet the needs of our residents and the traveling public. The City of Arden Hills Pavement Management Program strives to expend tax payer funds in a cost effective manner in order to ensure the most value for residents. DISCUSSION PMP Implementation Plan The purpose of a pavement management program is to provide and enable the planned repair and improvement of streets in a way that: · maintains the condition of good quality streets for as long as possible, · prevents streets from deteriorating from one level of necessary maintenance to another for as long as possible, particularly deteriorating to the point of needing full reconstruction, and · schedules repair and improvement activities, particularly the reconstruction projects, in a way that matches, as well as possible, the City's funding capabilities. \\Metro-inet.us\ardenhills\Admin\Council\Agendas & Packet Information\2009\03-16-09 Worksession\Packet Information\3-16-09 Memo CIP- PMP .doc - - CIP Discussion 3/12/2009 Page 2 The consistent implementation of the PMP program is important for two reasons. First, the timing of the activities, with the exception of full reconstruction, is critical to prevent the streets from deteriorating to the next level of repair. Second, consistent implementation enables a consistent funding plan that enables expenditures to be at manageable levels. As the type of maintenance or improvement activity increases, from a seal coat to mill and overlay to reconstruction, the cost of these activities increases exponentially. The City has streets that have deteriorated to the point of needing reconstruction; however, ~he City also has streets that have been constructed/reconstructed and now need to be monitored for maintenance needs. To minimize necessary maintenance and costs over time, the PMP strives to balance the way in which the City improves or maintains its streets, by including both maintenance projects and reconstruction projects in its five-year Capital Improvement Plan. Street Maintenance Practices and Procedures The following are brief descriptions of various types of street maintenance procedures and appropriate timing for each. Procedure: Seal Coat A seal coat is one of many types of surface treatments used in street maintenance; it is an application of asphalt emulsion followed immediately with an aggregate cover. Seal coats can waterproof the surface, provide low-severity crack sealing, and restore surface friction. The primary purpose of seal coating a street is to protect the street from deterioration caused by sun and water. A seal coat provides a waterproof membrane that keeps the pavement from becoming brittle and cracking, and also helps keep the water from seeping through the pavement and causing problems to the base material. Application: Recommended for use on pavement with minimal cracking and pavement distresses. This is a surface treatment only; subsurface deficiencies (settlements, potholes., etc.) will not be corrected with a sealcoat. Seal coating can be performed at any time in the life of a pavement and lasts an average of three to six years. Associated maintenance: Crack sealing Procedure: Mill and Overlav There are several maintenance practices that involve milling. An edge mill typically consists of grinding the old bituminous surface along the outer 7 feet of the street. This helps establish a uniform cross-section, especially in instances where the crown in the street is relatively flat. A full width mill, or resurfacing, is necessary when the upper surface layer of a pavement has deteriorated considerably. Significant surface pavement distresses and more extensive "thermal" cracking need to be removed and/or repaired with a full width and uniform depth milling process. Both edge mills and full-width mills are typically 1.5 to 2 inches thick, but can vary on a project by project basis. CIP Discussion 3/12/2009 Page 3 Afull depth mill is where the full depth of the pavement is ground up and removed. This process may also involve some sub grade soil corrections and some removal of aggregate base, if it has been contaminated or is sub-standard. The street is paved with the same thickness of new asphalt. Pavement can also be reclaimed, where approximately 8 to 10 inches of the existing asphalt and base are ground up in place. This forms a new more stable base without adding new material. The road is then paved with new asphalt. Application: Edge mill or full width mill is recommended for use on a street that has been constructed with a good base section, pavement that has more significant deterioration where a sealcoat would not be effective. Milling creates an even surface to ensure a uniform overall thickness to the new overlay. An asphalt overlay of 1.5 to 2 inches over the entire pavement width forms a smooth crown, renews the street surface, restores structural capacity and proper drainage, and extends the life cycle of the original pavement. Full depth mill or reclamation is recommended for use on a street that has already been constructed with a good base section, but the pavement has deteriorated to a point where seal coating or a standard mill and overlay is not effective. A pavement section with significant cracking will end up reflecting through the new pavement. Associated maintenance: Spot repairs of sub grade soil corrections, spot replacement of curb and gutter, man~ole/gate valve casting adjustments/repairs, underground utility work (with full depth mill or reclaim). Procedure: Reconstruction When a street is fully reconstructed, the existing asphalt and base are completely removed and replaced. Reconstruction may also involve sub grade soil corrections. Application: Recommended when there is not a good base section, if any utility work (sanitary sewer or watermain) under the roadway is required, or if drainage problems dictate modification of street grades to resolve drainage and/or street flooding issues. Associated maintenance: Underground utility work. Streets for reconstruction are selected based on a variety of factors, including, but not limited to: . Severe pavement deterioration (potholes, cracking, rutting, etc.) due to age and/or the lack of a good base section . Condition of underground water and sewer system . Condition/effectiveness of existing surface drainage system · Opportunities to improve water quality of lakes downstream of street . Available State and City funding CIP Discussion 3/12/2009 Page 4 . Emergency cases . County construction projects on adjacent roadways . Reconstruction of adjacent City streets . Neighborhood petitions . Major redevelopment projects within City Staff recommends that all new street construction and street reconstruction in Arden Hills includes concrete curb and gutter for a number of reasons: . Provides a stable maintenance edge for plowing and sweeping operations . Reduces plow damage to yards and mailboxes . Protects the edge of the bituminous surface from deteriorating . Aids in storm water management . Reduces erosion from boulevards/lawns Capital Improvement Plan (CIP) In determining the five year CIP, staff drives and reviews the streets throughout the City each year. Pavement conditions are evaluated, and projects are identified. Staff then reviews performance history of the utilities in each of the identified areas to help determine type of maintenance applicable, as well as project timing. As the streets are reviewed annually, projects are shifted as needed. For example, if a street has deteriorated faster then anticipated, the project may be moved up in the CIP. Conversely, if a street's condition has not worsened as projected, the project may be delayed for higher priority projects. Project Schedule 2009-2013 The attached map identifies PMP projects proposed for the next five years. Staff has programmed these projects based on pavement condition, need for additional utility improvements and which funding sources will be utilized in addition to the PIR Fund and special assessments (Utility Enterprise Funds, State Aid Funds.) Prior to initiating any of the PMP projects, staff reviews the conditions in the field to verify that the project is being approached at the appropriate time. CONCLUSION Staff is requesting questions and comments from the City Council regarding the PMP implementation plan.
