The City Council discussed pay levels for Temporary/Seasonal Positions at the February 17,
2009 Council Work Session. After a brief discussion, the City Council asked for further
information to be presented at tonight's work session.
Each year, the.City hires a number of temporary/seasonal employees for positions in Recreation
Programs and Parks Maintenance. The 2009 temporary/seasonal pay ranges are attached. The
2009 pay ranges were approved by the Council at the December 12,2008 Council meeting.
The pay levels for these positions are based on surveys of pay levels of positions in other cities
with whom we compete for quality employees, as well as experience regarding the pay levels
necessary to attract quality employees. For 2009, the Arden Hills pay levels were maintained at
2008 levels, with the exception of the following positions: Playground Leader (starting wage
went up from $8.00 to $8.25), Park Attendant (went from $8.25 to $8.50), and Soccer
OfficialslUmpires (went from $13.00 per game to $14.00 per game). Staffhas either struggled to
find staff for these positions or found that we were below market on the starting wage.
Listed below are the various positions that the City hires and the average pay from the various
adjacent cities. The overall pay comparison is attached for your review:

The position of Program Instructor I is unique in that it involves teaching after school and
evenin,g classes that are typically only one hour in length. As a result, these instructors usually
only work one to one and a half hours per class with limited weekly hours. This makes the
recruitment for these positions challenging because it is imperative that we have highly
dependable staff with specific expertise related to each type of class. Experience has shown that
the $12.00 per hour rate enables us to accomplish this. In the past, it has been difficult to recruit
and acquire quality staff for this position with a lower pay rate.
In speaking with the various cities regarding the economy, it was discovered that two cities, Elk
River and Roseville, have instituted seasonal pay freezes for 2009. This means that all returning
employees will not have the opportunity for a raise and will be brought back at their 2008 rates.
If the City Council is looking for possible budget reductions, this may be one area to consider.

Recommendation
It is recommended that the pay ranges for the City's seasonal/temporary positions be maintained
at the levels approved for 2009.
