TCAAP Vision

In the aftermath ofRRLD terminating their agreement to acquire and develop a portion of the
TCAAP property, and the City's rescission of the Offer to Purchase with the General Services
Administration, the Council has an opportunity to revisit its vision for the property, as well as
discuss options for transfer of the property that would enable the Council to achieve its vision.
Why Develop a New Vision or Revisit the Vision?
Despite the rescission of the OTP, the Army has indicated they still want to transfer ownership of
the TCAAP property. While the transfer process has yet to be determined, we now have an
opportunity to review the vision for the TCAAP property under these new circumstances. With
what we have learned over the last few years, has the community's vision for this property
changed?
The community's vision for the TCAAP property will provide a 'framework for the upcoming
meeting with the Army/GSA and Rep. McCollum's office regarding the City's interests related
to the property and transfer options.
Vision for TCAAP
The vision for TCAAP could address a number of elements, such as:
. Benefits to be provided to the community/region
· Current community needs to be met
. Future community needs to be met

. Impacts to be avoided
. Strengthen tax base
. Manage the increase in service needs
. Provide a model development (i.e. sustainable development)
. Types/Mix of Uses:
o Residential
· Low density (i.e. single family detached)
· Medium density (i.e. town house, row house, etc.)
· High density (i.e. senior housing, condos, apartments)
o Parks, open space, and trails
o Office
o Light industrial/high tech/medical
o Retail (neighborhood, community, sub-regional)
. Location of uses
. Intensity of development
. Character of development
. How much should be developed
. Environmental cleanup
This list is not intended to be all-inclusive.
Developin2: the Vision
There will certainly be questions that need to be addressed as this process moves forward, but
reviewing and preparing a new or revised vision for TCAAP can begin now. As we learn more
about whatever transfer process may occur and review other open questions, additional goals and
details for the vision will need to be developed. In preparation for the initial vision discussion,
please write down your vision or thoughts for the TCAAP property as it moves forward. Please
rank them by importance.

Provide direction regarding an overall vision for the TCAAP property, and the key elements of
that vision.
