Preparation for Rep. McCollum's TCAAP Listening Session

Rep. McCollum is holding a listening session to obtain input from elected officials and the
general public regarding the future of the TCAAP property. The listening session is scheduled
for Monday, June 22, with a tentative start time of 5 :30 p.m. and end time of 7 :30 p.m. The City
needs to determine its objectives for the listening session, the messages it wants to communicate
at the listening session, and who will present the messages. The TCAAP
Communications/Legislative Relations Plan discussion, which is the first item on the June 8
work session agenda, will provide substantial information for the listening session preparations.
Council Direction Reauested:

communicated at the listening session, and who will present the messages.

. The City is committed to putting the land to a productive use that benefits the
community
. The City is interested in working cooperatively with other jurisdictions/agencies
to meet joint or complementary needs.
. The clean-up of the land, and funding for the clean-up of the land, is critical to
enabling a productive use for the land
. The Army is responsible for the clean-up of the land and for funding the clean-up
. The Army should be held to its agreement to pay the cost of clean-up beyond
industrial standards (i.e. Army agreed to provide purchase price credits related to
clean-up to standards that enable a mixed use development, including parks and
residential development.)
. Funding for clean-up needs to come from Army and other Federal funding
sources
· The timeline for a sale/transfer needs to be related to the timeline for funding the
clean-up
