SUBJECT: Resolution 2009-017: Supporting Regional Federal Transportation Program Funding Application BACKGROUND At the May 26, 2009 Regular City Council Meeting, Kimley-Hom and Associates was selected from our Engineering pool to proceed with an application for funding through the 2009 Regional Federal Transportation Program for the County Road E pedestrianlbicycle overpass of Snelling Avenue (TH51). Staff held a meeting on Tuesday, June 2, 2009 with Beth Engum, P.E. and Matthew Jensen,P.E. of Kimley-Hom to discuss the application process. There are several funding programs within this solicitation for various types of projects. The two types of funding programs that this project is eligible for are: Surface Transportation Program (STP): Amount of monev in this /JroJ!ram to be awarded: $105 million Maximum award available for each /Jroiect: $5,500,000 Pur/Jose: To provide a source of flexible federal funds to states and local governments to Build highways, bridges, and pedestrian and bicycle facilities, improve transit systems and construct intermodal projects. Transportation Enhancement Program (TE): Amoul1t of monev in this /JroJ!ram to be awarded: $19 million Maximum award available for each /Jroiect: $1 million Pur/Jose: Transportation-related activities designed to strengthen the cultural, aesthetic and environmental aspects of the nation's intermodal transportation system. TE funds are directed toward projects that preserve historic, archaeological, scenic and environmental resources related to surface transportation, and to facilitate bicycle and pedestrian use. Trail corridors are intended to provide for recreational travel along linear pathways throughout the metropolitan area. \\Metro-inet.us\ardenhills\PR&PW\Parks\Melnos\Council Melnos\Melno to CC re - Res 2009-017 County Road E federal application060809.doc Resolution 2009-017 County Road E federal application Page 2 Staff and Kimley-Hom have evaluated which of the two funding programs is most appropriate for this project, and have determined that the STP is most appropriate and would provide the best opportunity for funding. DISCUSSION Staff is requesting Council consideration of including a trail connection to the west from the proposed County Road E pedestrian bridge to Old Snelling. Connecting trails to the proposed improvement is a factor in the funding application scoring. With no existing connection, our application is not likely to score as high in that area. However, if a trail were included with the bridge, it would connect up to future proposed trails on Old Snelling and Lake Johanna Blvd. Advantages to including connecting trails within the application: 1. If right of way is needed to complete a trail along County Road E, this would be an eligible cost for reimbursement. 2. The application will likely score higher on the overall connections and safety. 3. The connecting trail has been identified as a future potential trail but is currently unfunded. If the connecting trail is included in the application, there will be an increase in the project cost, including engineering fees. Therefore, once those costs have been identified, the contract for Kimley-Horn would need to be amended. If Council supports including this connecting trail, staff will need to give this direction to Kimley-Horn as soon as possible so that they can include this in the application. The application deadline is Monday, June 15th. FINANCIAL IMPLICATIONS The federal funding requires a 20% local match; engineering fees are not an eligible cost. This project would be eligible for State Aid funds for the local match, as well as for engineering, up to 250/0 of construction costs. If the City Council chose not to allocate State Aid fund to the project, then an alternative funding source would need to be identified for the local match and all engineering fees. If funding is obtained through this process, funds would be available for construction in fiscal years 2013 and 2014. COUNCIL ACTION REQUESTED A motion to adopt Resolution no. 2009-017: A Resolution supporting Federal Surface Transportation Program funding application submittal for the County Road E Pedestrian/Bicycle overpass of Snelling Avenue (TH 51). ~ ~HILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 2009-017 A RESOLUTION SUPPORTING FEDERAL SURFACE TRANSPORTATION PROGRAM FUNDING APPLICATION SUBMITTAL FOR THE COUNTY ROAD E PEDESTRIAN/BICYCLE OVERPASS OF SNELLING AVENUE (TH 51). WHEREAS, the City Council authorized City Staff at its regular meeting on May 26, 2009 to apply for Federal Transportation Funding through the Surface Transportation Program; and WHEREAS, the City of Arden Hills proposes to construct a pedestrian/bicycle overpass of Snelling A venue (TH 51) and adjacent sidewalks/trails to connect to existing sidewalks/trails which currently terminate at the County Road E bridge; and WHEREAS, the City of Arden Hills approved a 2030 Comprehensive Plan, which includes construction of the proposed pedestrian/bicycle overpass; and WHEREAS, the improvement will benefit the City of Arden Hills, Ramsey County, Mn/DOT, nearby universities, and local businesses; and WHEREAS, the City of Arden Hills accepts responsibility for an amount equal or greater than 20 percent of the eligible project construction and right-of-way acquisition costs, together with the cost for design, administration, and peripheral project costs; and WHEREAS, the City of Arden Hills is committed to the operation and maintenance of the proposed pedestrian/bicycle overpass year-round; THEREFORE, BE IT RESOLVED: The City of Arden Hills supports the application for Federal Transportation Funding through the Surface Transportation Program for the County Road E pedestrian/bicycle overpass of Snelling Avenue (TH 51) and is committed to completing this project if funding is provided. \\Metro-inet.us\ardenhills\Admin\Council\Resotutions\2009\2009-017, Reslution Supporting Application for STP Funds for County Road E pedestrian bridge.doc ADOPTED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS THIS 8TH DAY OF JUNE 2009.
