Cable Services Agreement
BACKGROUND
The City's current agreement with the City of New Brighton expires July 31, 2009. This
agreement includes video taping the monthly Planning Commission and City Council meetings,
scheduling the playback for these meetings, and inputting information on the cable channel
bulletin board. A copy of the new agreement is included in your packet.
We have received excellent service from the City of New Brighton. To ensure that we are
getting the best possible service at the best possible rate, we asked Terre Heiser, Network
Manager for the City of Roseville, to review the new agreement and have attached a copy of his
emailed response.
RECOMMENDATION
Staffrecommends approval of the new agreement effective July 31,2009 through July 31,2010.

Cable Services Agreement
Agreement between the City of New Brighton and the City of Arden Hills
For Cable Services
Purpose: The purpose of this agreement is to outline the services to be provided by the
City of New Brighton to the City 0 f Arden Hills related to cable services.
Duration: This agreement is effective July 31, 2009 and will exist for one year from this
date. This agreement and terms can be renewed at the end of one year. Either party can
terminate the agreement if a 90 day notice is provided in writing to the other party.
Explanation of Services to be Provided: The City of New Brighton agrees to provide
cable services to the City of Arden Hills. This will include video taping the monthly
Planning Commission and City Council Meetings~ scheduling the playback for these
meetings, and inputting information on the cable channel bulletin board. The City of
Arden Hills agrees to provide the cable technician with information/text for the bulletin
board. It is estimated that the total time required in Arden Hills will be approximately
four hours per \veek.
The City of New Brighton will provide the City of Arden Hills with technical feedback
about the operations of the equipment. If the cable equipment is not functioning
properly, the City of New Brighton Cable Technician will inform the Arden Hills staff of
the problem to ensure that the problem is corrected in a timely fashion.
Any additions to the services outlined above will be reviewed and agreed upon by both
parties and included in an amendment to this agreement. The City of Arden Hilts agrees
to provide the equipment needed for the above services.
Employment: The cable technician will remain an employee of the City of New
Brighton during the scope of their work with the City of Arden Hilts. The City of New
Brighton will be responsible for worker's compensation, salary, training and other
benefits related to this position.
Cost: The City of Arden Hills agrees to pay $405/month for the above services. The
City of New Brighton wilt invoice the City of Arden Hills on a monthly basis. Payment
will be made by the 1 st of each month for services and remitted to:

I checked with our Cable Coordinator Tim Pratt to see if there was an opportunity for
Roseville to provide this service by utilizing our audio-visual (A/V) technicians that
tape our public meetings. Tim looked at the meeting schedules and he found that we would
have a scheduling conflict as our Council meetings fall on the same day of the week.
Roseville holds Council meetings 3-4 Mondays each month, the same weeknight as Arden
Hills. To accommodate this overlapping schedule it would be necessary to employ an
additional part-time technician. However it would not be very cost effective at this time
to hire a person to work 20 hours per month.
Looking at the New Brighton schedule it appears that their meetings are held on Tuesday
evening. This created an opportunity to extend services to Arden Hills and also provide
additional hours for their part-time technician without impacting New Brighton meeting
productions.
Looking at the rate charged by new Brighton it appears that they are simply recovering
staff costs and not much of anything else. Arden Hills could not do better by staffing its
own part-time person since there is a great deal of overhead managing the individual,
providing training, and simply just getting the person a paycheck every two weeks. New
Brighton takes care of all of these tasks. So the service partnership with New Brighton
for taping your meetings is a good deal for both agencies.
Perhaps things will change next year as North St. Paul is also looking for a technician
but lacks the resources to manage and train an employee that works only 6-8 hours per
month (2 - Tuesday Council meetings). We could look at cross training two of our network
support technicians to extend this service as part of other related tasks at your
locations. But this could not be considered until 2010 or later. Until then, if the
relationship with New Brighton has been positive, I would suggest that you continue to
work with them on this task. The price is very reasonable.
