HomeMy WebLinkAbout1A, Preparation for Army-GSA Meeting M MEMORANDUM Item I.A DATE: July 13, 2009 TO: Mayor and City Council FROM: Ron Moorse, City Administrator SUBJECT: Preparation for Army/GSA meeting Back2:roun d The July 15 meeting with Army/GSA will be an opportunity to discuss how the property disposal process can facilitate the City's interests regarding the clean-up and reuse of the TCAAP property. The July 13 work session is an opportunity to clarify the Council's objectives for the meeting, and to plan how best to achieve those objectives. Property Disposal Process to Facilitate the City's Interests The resolution regarding TCAAP reuse guidelines has been provided to the Army/GSA. This can be the basis for a discussion at the July 15 meeting regarding the City's interests concerning the cleanup and reuse of the property, and how the property disposal process can facilitate the City's interests, i.e. what conveyance option will best facilitate the City's reuse objectives being met. Based on the comments from Greg Mack, Ramsey County Parks and Recreation Director, the conveyance of land to be reused for parks and open space would need to be done after cleanup and at no cost. It would be helpful to obtain the thoughts of Army/GSA and of our Federal legislative representatives regarding a conveyance process that would facilitate the parks and open space reuse, and funding options for the cleanup necessary for the parks use. Public Sale While the City has indicated its opposition to a public sale, the meeting is an opportunity to obtain more information about the public sale process, such as the following: A complete description of the public sale process An explanation of the Army/GSA's plan for the public sale of the property Would the total property be included? Timing of the sale process Metro-inet\Admn\Council\7-13-09 TCAAP Worksession - Memo 7/9/2009 Page 2 Examples of bid advertisement materials used in successful sales that have reflected the interests of the City in which the land is located. Clarification of the role of the City in the process What would be the City's role in the bidders' conferences? How would the City's position regarding items such as acceptable types and locations of land uses and required public infrastructure be reflected in the advertisement, in the bidders' conferences, etc.? Clarification of how the clean-up of the property or funding of the clean-up, by a buyer could be assured. Council Direction Reauested: Provide direction regarding the objectives of the meeting with the Army/GSA, and the process to be used to meet those obj ectives.
