Cable Services Agreement
BACKGROUND
The Council reviewed the proposed agreement for cable services at their June 29, 2009 meeting
and requested the following information:
Current monthly rate: $380
Proposed monthly rate: $405
Reason for increase:
Please see attached email from Schawn Johnson, Assistant to the City Manager, City of New
Brighton.
RECOMMENDATION
It is recommended that the new agreement, effective July 31, 2009 through July 31, 2010, be
approved.

Cable Services Agreement
Agreement between the City of New Brighton and the City of Arden Hills
For Cable Services
Purpose: The purpose of this agreement is to outline the services to be provided by the
City of New Brighton to the City of Arden Hills related to cable services.
Duration: This agreement is effective July 31, 2009 and will exist for one year from this
date. This agreement and terms can be renewed at the end of one year. Either party can
terminate the agreement if a 90 day notice is provided in writing to the other party.
Explanation of Services to be Provided: The City of New Brighton agrees to provide
cable services to the City of Arden Hills. This will include video taping the monthly
Planning Commission and City Council Meetings, scheduling the playback for these
meetings, and inputting information on the cable channel bulletin board. The City of
Arden Hills agrees to provide the cable technician with information/text for the bulletin
board. It is estimated that the total time required in Arden Hills will be approximately
four hours per \veek.
The City of New Brighton will provide the City of Arden Hills with technical feedback
about the operations of the equipment. If the cable equipment is not functioning
properly, the City of New Brighton Cable Technician will inform the Arden Hills staff of
the problem to ensure that the problem is corrected in a timely fashion.
Any additions to the services outlined above will be reviewed and agreed upon by both
parties and included in an amendment to this agreement. The City of Arden Hills agrees
to provide the equipment needed for the above services.
Employment: The cable technician will remain an employee of the City of New
Brighton during the scope of their work with the City of Arden Hills. The City of New
Brighton will be responsible for worker's compensation, salary, training and other
benefits related to this position.
Cost: The City of Arden Hills agrees to pay $405/month for the above services. The
City of New Brighton will invoice the City of Arden Hills on a monthly basis. Payment
will be made by the 1 st of each month for services and remitted to:

Hi Becky:
The proposed price increase for the 2009/2010 cable service agreement is due in large part
to personnel costs. It is true that the City of New Brighton is planning a wage and step
freeze for non-union and union staff in 2010, but both the City of New Brighton1s IT
Administrator and IT Technician received step and COLA increases in 2009. The proposed
contract would cover a portion of the 2009 and 2010 fiscal years.
Therefore, the new proposal is based upon the employee1s scheduled wages at the end of the
2009 fiscal year.
A second item is that the City of New Brighton's projected costs for health insurance,
life insurance, worker's compensation I and PERA are scheduled to increase in 2010. Even
though the City's personnel costs are scheduled to remain flat, New Brighton still must
take into consideration the other personnel and benefit costs that are associated with
these two positions.
A third item is that the City of New Brighton eliminated the Cable Technician position in
the 2009 budget. The City of New Brighton currently has IT Administrator Chad Nolan as
the City of Arden Hills primary cable operator.
The aforementioned factors have resulted in the proposed contract being offered by the
City of New Brighton to increase by $300.00 per year in 2009/2010. The City of New
Brighton takes great pride in providing the City of Arden Hills great cable broadcasting
service at a reasonable price and we hope that can maintain this working relationship for
many years to come.
