The work session will be an opportunity to discuss the action steps and add, subtract or revise the steps. Parks and Open Space and Special legislation A. Contact Rep. McCollum's office regarding her support for the City's parks and open space concept and her willingness to intervene in the GSA's public sale process. The intervention could result in the cessation of the public sale process, or a delay to provide additional time for the City's parks and open space planning efforts. [Ron Moorse contacted Bill Harper of Rep. McCollum's office. Bill Harper has indicated that, if the City is able to bring together support and partners, particularly an entity willing to take the property, and demonstrate commitment and energy on the part of the City and its partners, Rep. McCollum would be willing to intervene in the public sale process. ] B. Contact Commissioner Bennett regarding his support for the City's parks and open space concept, and to discuss Ramsey County being the entity to take ownership of the land and operate the park. [Council members Holden and Holmes met with Commissioner Bennett on Wednesday, August 5. Ron Moorse and James Lehnhoff will meet with Commissioner Bennett on Monday, August 10. C. Meet with additional County Board members and/or the full Board. D. Meet with Mike Fix regarding the environmental conditions on the site, remediation efforts, and available data. Meet with Dagmar Romano of the MPCA to obtain information regarding hazardous materials on the site, and to discuss Tier III recreational use site- specific standards for clean-up, and how the MPCA may facilitate a parks and open space use. Additionally, discuss the City's position that the Natural Resource Damage Assessment (NRDA) process, needs to benefit the western portion of the TCAAP property, as well as the AHA TS property, and discuss how the City can best impact the NRDA process, including who we should be working with. F. Meet with Carmen Netton, of the Attorney General's office, regarding the NRDA, and how the NRDA process could benefit the western portion of the TCAAP property, particularly the clean-up of the property. Also, discuss how the City can best work with the MPCA regarding the Covenant Deferral Request (CDR). G. Determine a scope of services and budget for the City's environmental attorney. [Ron Moorse has requested a scope of services from the environmental attorney related to both the parks and open space process and the public sale process. The attorney is out of the office until August 12, but will respond when he returns.] a. Pursue grant opportunities for funding of planning activities necessary for the parks and open space use. b. Discuss land use and zoning options for the TCAAP property, particularly in relation to the 2030 Comprehensive Plan and the existing zoning classifications on TCAAP. H. Public Sale Process Action Steps a. Establish a schedule ofbi-weekly conference calls with Kevin Legare. 1). James Lehnhoffhas contacted Kevin Legare 2). Determine who the City representatives will be on the conference calls b. Obtain information on the volume of traffic the various nodes of the existing transportation system can handle. [Council member Holden has requested this information from Mn/DOT) c. Prepare a list of data the city would like presented to potential bidders (i.e. zoning, design standards, property access issues, and environmental data). Assemble the data for distribution to the GSA and potential bidders. d. Develop a list of all parties that should be represented at the bidders' conference( es ) e. Institute all utility-related fees in preparation for development f. Assemble the design standards and streetscaping information from the TCAAP planning process g. Obtain information regarding special taxing districts, particularly in relation to commercial areas paying the cost of the maintenance of the streets, sidewalks, landscaping, streetscaping, etc. in the area. h. Discuss land use and zoning options for the TCAAP property, particularly in relation to the 2030 Comprehensive Plan and the existing zoning classifications on TCAAP.
