Moorse, City Administrator FROM: Michelle Olson, Parks and Recreation Manager Kristine Giga, Civil Engineer SUBJECT: Municipal Agreement Program Resolution BACKGROUND At the August 31, 2009 Regular City Council Meeting, staff received direction from Council to prepare an application for funding through Mn/DOT's 2009 Municipal Agreement Program for modifications to the existing County Road E bridge over Snelling Avenue (TH51). The City Council amended the original Kimley-Horn County Road E contract to assist in the preparation of this application. The Municipal Agreement Program provides funding to construction projects that are developed and administered by local agencies and provide a benefit to both the local community and the trunk highway system. Right of Way, Utility Relocation and Design costs are not eligible for funding. The Municipal Agreement Program utilizes the following four investment categories: 1. Support Community Development 2. Improve Safety 3. Improve Mobility 4. Maintaining Existing Infrastructure (Preservation) Project proposals must be submitted by September 28, 2009 to be considered for the FY 2011 program. It is anticipated that the actual project selection will occur in January of 2010 with the funds becoming available July 1, 2010. One of the required submittals for this application is a resolution adopted by the City Council requesting such funding. FINANCIAL IMPLICATIONS The maximum award available for any individual project is $550,000 for construction plus 8% for construction engineering and inspection, for a total of $594,000. Kimley-Horn has provided a preliminary estimate for construction of the repairs to the County Road E Bridge in the amount of $400,000. COUNCIL ACTION REQUESTED A motion to adopt Resolution no. 2009-022: Requesting funding from Mn/DOT through the Municipal Agreement Program for bridge. improvements to the County Road E Bridge over Trunk Highway S 1. � DEN HILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO.2009-022 A RESOLUTION REQUESTING FUNDING FROM Mn/DOT THROUGH THE MUNICIPAL AGREEMENT PROGRAM FOR BRIDGE IMPROVEMENTS TO THE COUNTY ROAD E BRIDGE OVER TRUNK HIGHWAY 51. WHEREAS, the City Council authorized City Staff at its regular meeting on August 31, 2009 to apply for funding from Mn/DOT through the Municipal Agreement Program; and WHEREAS, the City of Arden Hills proposes to perform bridge improvements to the County Road E Bridge over Trunk Highway 51 in Arden Hills; and WHEREAS, the improvements will benefit the City of Arden Hills, Ramsey County, and the Minnesota Department of Transportation; and WHEREAS, the City of Arden Hills is requesting financial participation in the project from the Minnesota Department of Transportation through the Municipal Agreement Program; and WHEREAS, the City of Arden Hills is committed to providing the local share of the costs if the project is selected as part of the FY 2011 Municipal Agreement Program; and WHEREAS, the City of Arden Hills is committed to completing the project if selected and funding is provided as part of the FY 2011 Municipal Agreement Program; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ARDEN HILLS, MINNESOTA: that the City of Arden Hills is requesting funding from the Minnesota Department of Transportation through the Municipal Agreement Program for the bridge improvements to the County Road E Bridge over Trunk Highway 51 and is committed to completing such project, including providing the local share of the funding.
