SUBJECT: Green Lighting System for hockey rinks and softball fields
BACKGROUND
During the most recent ice rink season, Councilmember Holden inquired about the possibility of
the City utilizing more energy efficient lighting at the ice rinks. Since that time, staff met with a
few different lighting companies to discuss options for upgrades. The easiest and most cost
effective upgrade appears to be with Musco Sports Lighting. Staff met with a representative
from Musco to review the City's current lighting systems and to analyze the benefits of
upgrading.
Craig Gallop from Musco Sports Lighting visited all of our rinks and also analyzed our current
lighting at our Perry Park softball field. After reviewing the lighting, he recommends the City
consider upgrading to the Musco Sportscluster Green lighting system for four of our ice rinks,
Cummings, Freeway, Hazelnut and Perry. He does not recommend upgrading the lighting for
the softball field at Perry Park, as the current lighting is a Musco system with reasonable energy
efficiency.
The Sportscluster Green System (SCG) is the most advanced and energy efficient hockey rink
lighting available. This system will significantly increase the light on the rinks to 25 foot-
candles. He estimates that the current systems at the four rinks are approximately 10 foot-
candles. In the lighting industry, footcandles are a common unit of measurement used to
calculate adequate lighting levels of workspaces in buildings or outdoor spaces. Footcandles are
a unit of measure of the intensity of light falling on a surface, equal to one lumen per square foot.
The SCG system will reduce unwanted spill and glare light, making the lighting friendly to
residential areas.

The cost of upgrading the lighting on each of the hockey rinks and skate areas is estimated at
$24,000-$25,000 installed. The Life-Cycle cost savings (energy savings and maintenance
savings) based on a ten year period is $30,023 per rink. A ten year Life Cycle Cost analysis is
included for your review. This would mean a payback on the lighting upgrade in approximately
eight years. In addition, the lighting would save 34,194 KWH and would eliminate 24 metric
tons of CO2 per rink. Musco also has a lease to purchase option which would extend payments
in a range from 3-10 years. After the last payment, the City would own the lighting system.
The federal stimulus package includes an Energy Efficiency and Conservation Block Grant
(EECBG) program available from the Department of Energy (DOE). Energy efficiency sports
lighting is an eligible activity under the program. The first round of funding was for Cities with
populations over 35,000 and that deadline was June 25, 2009. However, there is also
approximately $10.6 million for the State of Minnesota of which 60% will go to cities and
counties that did not meet the large City/County population requirements. The state will make
funding available to organizations not receiving direct allocations at a later date to be announced.
The planned launch date for this grant program is September 15, 2009.
Craig Gallop from Musco Sports Lighting will have a short presentation at tonight's meeting and
will also be available to answer any questions.
RECOMMENDATION
Staff provided this for informational purpose and is looking for Council input and consensus on
whether to pursue upgrades to the existing hockey rink lights within our parks.
