A da Ientem 3C: Memorial Bench Policy — Bench Implementation Discussion y a City of Arden Hills Bench Memorial Program Policy Y Program Purpose: Through the Memorial Bench Program, friends and relatives can provide a . unique dedication to loved ones by placing a bench in one of Arden Hills' beautiful parks or along a City trail. This historical dedication provides a lasting remembrance in honor of a loved one and enhances the meaning of a bench to observers. General: 1. Memorial benches may be donated as a tribute to deceased residents OR to honor a community member who has made significant contributions to society Y through ears of g service or donation. 2. A memorial bench may be dedicated in/along the donator's park or trail of choice. 3. Donor may choose the general placement within a park or along a trail. However, the exact location of the bench is dependent upon existing site conditions and shall be determined by the Parks and Recreation Manager. 4. The City of Arden Mils will order, assemble and secure the bench with concrete footings g in the approved location. 5. The City will perform general maintenance and upkeep around the bench area. p p b. The City accepts no liability for damage to an memorials from vandals or third parties. Y 7. The City reserves the right to remove any memorials that have been damaged and is in the view of Parks and Recreation Manager, beyond repair. 8. Benches are made from recycled materials in cedar color providing low maintenance and p g UV protection. 9. The cost of a memorial bench is $700. 10. A bronze engraved plaque will be affixed to the backrest of the bench. In the event that the plaque is damaged, defaced, and/or removed, the City will replace it for the useful life of the bench. 11. The cost of the engraved plaque is$175. Procedures: 1. Bench Memorial Program brochures and order forms are available at City Hall or online at www.ci.arden-hills.mn.us. \\Me#ro-inct_us\ardenhills\PR&Pw\'arks\Bench-Memorial programVnemorial bench program policy.doc 1 2. Donor will fill out a form and submit with full for the bench. The City payment tY accepts cash, check or credit card. Credit card payments can be made by g g oin to our website at www.ci.arden-hills.mn.us. .3. once form and full payment have been received, the Parks and Recreation Manager will call to confirm order. 4. Staff will confirm order details with donor before processing order. p g S. UNFINISHED AND NEW BUISINESS A. Project Updates 1. Elmer L. Andersen Memorial Trail Connections—ARRA Funding Update date a. Safe Routes to School b. DNR Perry Park Trail Ms. Olson handed out a memo that Was written to Council g t regarding g he ARRA Ebner L. Andersen Memorial Trail connection. She indicated this Was the official name of the 'project p � given the City has been granted the ARRA fundin . g PARKS,TRAILS AND RECREATION COMMITTEE MEETING MINUTES June 16, 2009 Page 2of6 Ms. Olson stated the culvert and drainage were the only concerns at this time. She explained that h p the City had until November 13t to complete the plans and specs. Ms. Olson indicated that the only items not funded were the permitting/engineering expenses for the project. Ms. Olson stated Bethel University and Boston Scientific have been approached to see if they would be interested in contributing to this project. She indicated Boston Scientific did want to give$10,000 to the program, which will assist with the engineering expenses. Ms. Olson noted Bethel would be interested in further discussing the CP Rail corridor and that this would be further discussed with Bruce Kunkel. She added that Ramsey �'Count has committed to giving the City $15,000. Ms. Olson indicated the construction was tentatively scheduled to begin in the spring of 2010. 2. County Road E Bridge Ms. Olson reviewed the latest information on the County Road E Bridge with the Committee. She indicated a feasibility study was completed in 2004 for this project including a pathway on the north or south side of the bridge. Ms. Olson stated at that time the Council agreed to add - cantilevers to the bridge for pedestrian traffic, which has since been denied by Mn.DOT. Ms. Olson indicated a new option would be to shift the current traffic lanes to allow for a small path on one side, using the existing bridge. MnDOT completed a structural analysis on this proposal and were in favor of this option. She explained that an application was also completed. on Monday for a stand alone pedestrian bridge with a connecting trail to Old Snelling. Ms. Olson stated the City requested $1,S 3 0,000 and would hope to hear back on the ant in January y of 2010. Further discussion ensued regarding the location of the pedestrian bridge and it was clarified that the pedestrian bridge would be built on the north side of Count Road E. Ms. Olson explained y p that if the pedestrian bridge application were to be approved construction would not begin to 2013-2014. B. Valentine Park Drainage Discussion Ms. Olson introduced the staff present for the Valentine Park drainage discussion to the Committee. She explained that she spoke with Doug Thomas at Rice Creek watershed regarding the culverts. He felt the roadway authorities should be responsible for the culverts. Terry Noonan, Ramsey County introduced himself to the group and further explained the work he did for the County. He explained the culverts have been an g on oin maintenance issue and is ongoing the natural outlet for the lake. Mr. Noonan stated there was some flow through the culverts when they were inspected a week ago, but that the beavers were already rebuilding their dam. It was g PARKS,TRAILS AND RECREATION COMMITTEE MEETING MINUTES June 16, 2009 Page 3 of 6 explained that the beaver darn was on Bethel property and that the have been contacted about � � Y Y trapping the beavers. Mr. Noonan indicated the culverts do need some cleaning, but that there was flow throug h gh the inlet. Some concern may arise if the culverts were cleaned before the beavers were trapped if they were to build a dam within the culvert. Further discussion ensued regarding the location of the culverts with respect to Valentine Park along with the'nlet that has been flooding the park. Mr. Noonan reviewed the lake levels over the past several ears and noted the last few ears the � y y lake level has been low. Mr. Messerly questioned how long it had been to since the culverts were cleaned. He asked if the culverts were ever monitored in a heavy rainfall. Mr. Noonan stated he could check with his foreman to see when the culverts were cleaned. He indicated the Count did i y monitor the culverts but has not done so in a heavy storm. Council Liaison Holmes explained that the Citywas looking to resolve the flooding concerns g g erns before making recommendations to renovate the park. She indicated no changes could be made until the flooding ceased. Mr. Noonan indicated he could review a flow path through the park to further provide information to the City. Todd Hubmer, wS.B & Associates gave a presentation on Valentine Park drainage explaining P g p ning in detail the areas that currently flood within the park. He indicated the major issues are the outfield area, the drainage ditch capacity along the south end of the ball field and the ground elevation being so close to the water elevation of Valentine Lake. Mr. Hubmer reviewed the lake elevation levels with regard to the park elevation. It was a concern that the lake level was not dropping even in dry years. Mr. Hubmer reviewed how the water was draining within the park with regard to theneigh boring residential properties. He then explained the contributing factors to the floodingproblems at this ark a - p s being the current culverts and their need for maintenance, along with the beavers and their dams. Ms. Olson stated that Ramsey County would be cleaningthe culverts and that Bethel ethe l was trapping the beavers to remove them from the lake. Mr. Hubmer indicated the outfield areas are flooded due to drainage from Glenview,, g nview, during large events, because the neighboring ditch does not have the correct capacity. He stated the field itself does not have enough grade to drain away from the field. Mr. Hubmer stated the proximity Y of the park to the ground water elevation was also a concern as the water was not able to disappear between events. 4 PARKS, TRAILS AND RECREATION COMMITTEE MEETING MINUTES June 161 2009 Page 4 of 6 Mr. Hubmer recommended doing some filtration and biofiltration along with raising the elevation of the park to provide protection from lake fluctuations, while lowering the drainage ditch. He also suggested neighborhood rain gardens for infiltration credits for Rice Creek. Discussion ensued regarding the park elevation. Chair Peck asked if the Council had discussed this item in detail. Council Liaison Holmes stated this would be discussed once the PTRC provides a recommendation. Chair Peck questioned if the neighboring townhomes have impacted the water level within the park. Mr. Noonan stated the concern began on the other side of Old Snelling g, along with the beavers. He added that the cattails were closing the areas out as well,which kept the water in the lake longer than it should, creating a higher water level. Ms. O'Malley questioned who would be cleaning the culverts and maintaining the ditches. Rice Creek was responsible for the county ditches but that this would have to be clarif ed with Doug Thomas. Council Liaison Holmes asked if sand and rip-rap could be laced under the ark to increase the p p drainage in the area. Mr. Hubmer stated this would increase the drainage and is a filtration. concept. He noted this would elevate the ground but at a high expense due to the fees for sand and gravel. Council Liaison Holmes indicated the safety of this park would need to be addressed to assure that children are safe near open water. Mr. Hubmer explained that a barrier could be created at the waters edge to deter children from entering the open water with cattails, etc. Councilmember Holden questioned how often the pond would need to be dredged. Mr. Hubmer stated all storm water facilities need maintenance, with the predicted life span being -1520 years. _ He stated the pond would be monitored on a yearly basis. Chair Peck suggested the City continue with Mr. l-Jubmer's recommendation to reduce the water flow concerns near Valentine Park. He thanked all of the special guests and staff for their time and efforts on this item. Ms. Olson stated that staff will work to get answers to the questions on the lake elevation and will report back to the Committee once we have more information. C. TCAAP Discussion Council Liaison Holmes reviewed the latest TCAAP development information with the Committee. She noted Ryan Companies has found it was economically infeasible to move forward with the mixed use development. Council Liaison Holmes stated this has led the Council to look at more open space, park land and public use on this site. She suggested the P gg Committee present a resolution at the June 22, 2009 meeting with Betty McCollum who will be hosting a hearing for citizens to come and voice their opinions on the TCAAP site. PARKS, TRAILS AND RECREATION COMMITTEE MEETING MINUTES June 16, 2009 Page 5 of 6 Council Liaison Holmes explained that if the TCAAP site were to become ark p land that this would be a Ramsey County park with them carrying the responsibility for the expenses but would be available to the Arden Hills residents and the surrounding area. Chair Peck questioned how the Council was proceeding at this time with p g the TCAAP site. Council Liaison Holmes stated there was a 3/2 majority at this time to continue gp ursuin ark p land for the TCAAP site. Discussion ensued regarding cleaning of the TCAAP site. Chair Peck indicated he would be attendingthis hearing to gather information ` g g tion on the topic and would like to see the PTRC present a resolution. All other Committee Members indicated they would be attending as well. Council Member Holden explained that the Arm and GSA has made a statement Cement that they would do what the community wants, which has led the Council to seek support for recreational use of the land. She indicated the DNR has designated the whole TCAAP area a wildlife corridor. Chair Peck asked if the site could be developed in the future. Council Member Holden stated this would be difficult and that the sustainability would not be there unless public funds were available. D. 'frail Signage Discussion Ms. Olson explained she was working on a trail si a e plan for the City and co. gn g p y could bring a draft plan forward later this summer. She suggested this item be tabled for discussion at a future meeting. Ms. Olson stated that a bench implementation program was suggested ed by Council Liaison Holmes. She noted an inventory was being taken at this time to see where the g ap s were within the parks and trails. Ms. Olson indicated she began the inventory and would also recommend the City adopt a memorial bench program. Ms. O'Malley questioned the expense of the benches. Ms. Olson stated d there was a wide range, anywhere from $500-11000+, but were high quality and lasted longer than those built by staff. E. New Brighton Trail Committee Joint .�Me,etinz Discussion Follo w Up Ms. Olson stated the PTRC had a cooperative meeting with the e p g New Brighton Trail Committee and proved to be a positive meeting. She noted New Brighton would like to continue communications between the cities to collaborate on future regional trails, with connections to Long Lake. F. Park Tour Date Ms. Olson stated the July meeting was an all city committee barbe4 ue, which will be held at Cummings Park. She indicated this would be a time to gather and provide updates on each g p p committee. Ms. Olson noted the committees typically g take August off but was open to hold a meeting for the park tour before the September meeting. Mr. Messerly suggested the meeting be held on a Saturday morning. Chair Peck was in agreement with this suggestion. Ms. Olson indicated she would have a bus for the tour to allow all committee members to participate. The Committee decided to hold the park tour in mid August on a Saturday morning. Ms. Olson stated she would begin pulling together the information needed and report back to the Committee members with a date of the park tour. 5. REPORTS A. PROGRAM UDPATE Ms. Bernardy, the Active Living Ramsey County Coordinator, provided an update of the Active Living Ramsey County activities. Active Living Ramsey County meetings are held quarterly on the 2nd Monday of the month and she would welcome an of the Parks Y Commission members to attend. REVIEW OF FINAL CONSTRUCTION DOCUMENTS FOR KELLER REGIONAL PARK Mr. Wehrle updated the Parks Commission on the progress of the Keller Regional Park g g restroom and picnic shelter construction project. The County Board approved a rant pP g with the Ramsey-Washington Watershed District on May 19, 2009, for improvements to the Spoon Lake area of Keller Regional Park. Shelters will be constructed at the Island, Lakeside and Lower picnic areas. Restroom building, new roadwayand parking lot will p g be constructed at the Lower site. Construction of a restroom building at the Round Lake site will be included in the plans and will be added to the contract if funds are available. Future construction includes plans for 3 shelters at the Golfview site and a small shelter at the Round Lake site. REVIEW CONSTRUCTION DOCUMENTS AND CONSTRUCTION BUDGET FOR TAMARACK NATURE CENTER NATURE PLAY AREA AND CHILDREN'S GARDEN Mr.Wehrle provided an update on the Destination for Discovery project at Tamarack Mature Center. The project will be constructed in multiple phases with a total cost of approximately$12,000,000. Funding to date for the project is $2,000,000, including State bonds, Legacy funding, a LCMR grant and IMLS grants. Other items of interest involving Tamarack Mature Center are that the Destinatio n for Discovery project will be awarded a planning grant award from NACPRO (National Association of County Parks and Recreation Organizations). In addition a state grant� g nt was received for natural resource restoration work around Teal Pond, and a $20,000 state grant was received for realignment of the cross-country ski trails to accommodate future development. BATTLE CREEK OFF-LEASH DOG AREA EXPANSION FENCING AND PRO POSED USER FEE There have been meetings and discussion between RamseyCount and the - y e off leash dog area user group. Mr. Mack provided some history on the creation of the off-leash dog area. The off-leash dog area was begun as a pilot Initially,'ro the Battle project. y= Creek off-leash dog area was 7.5 acres but over the years has expanded to 13 acres. The County proposes to expand the off leash dog area to 25 acres. The user group p proposes the area be 56 acres in size. A public meeting to discuss the area is scheduled for June 26, 2009 at 6:30 pm at the Battle Creek Recreation Center. Ramsey County intends to fence all the off-leash dog areas under its jurisdiction. In addition, a use permit is proposed at an annual cost of$50 per dog. p g LEGISLATIVE UPDATE Mr. Mack provided the following update: • Ramsey County will receive $2.1 million legislative appropriation ro riation for 2010-2011 from the Parks and Trails Fund of the Legacy Amendment • Ramsey County is eligible to participate in $8 million of competitive r p grants for regional parks and trails statewide for 2010-2011 • Currently working with the Metropolitan Council on a State bonding bill request • Ramsey County departments have been preparing 2010-2011 budgets based on a 3% levy reduction ANNUAL PARKS TOUR The annual parks tour is scheduled for Tuesday, August 11 2009 at . 00 PM. Parks Commission members should meet at the Parks and Recreation Administration build ing, 2015 N. Van Dyke Street, Maplewood MN. OTHER Ms. Yungers reported: • The water level at White Bear Lake is down significantly and the decision was made to close the swimming beach for the 2009 season. The boat launch area will be redeveloped beginning in July, 2009. • Ramsey County received planks from the Department of Natural Re sources esources to repair the two boat launches. Lake Owasso and Lake Johanna boat launches 2 are being reconstructed with 5 x 10 foot planks extending out 40 feet into the lake. This work became necessary due to the erosion that occurs from "power loading,f boats onto trailers.
