SUBJECT: Technical Support on Regional Transportation Projects
Back�round
At the March 31, 2008, regular meeting, the City Council authorized staff to contract
with Bolton & Menk, Inc. to provide technical support for various transportation proj ects
in the City. The support has included review of technical documents, proposed concepts,
and responses to the Interstate 694, Highway 10 and County Road 96 Preliminary Design
Issues and Position Paper that have been provided by Ramsey County and/or MnIDOT,
as well as other information pertaining to the transportation proj ects. At the September
29, 2008, regular meeting, the City Council amended the contract.
Discussion
The original contract amount in March, 2008, was in an amount not to exceed $30,000,
which was then amended to $45,000 in September, 2008.
Bolton & Menk staff has provided technical assistance on the following proj ects as a part
of this contract:
US 10/C SAH 96 Grade S eparation and C SAH 96 Improvements
Noise concerns raised by Arden Hills residents along TH 10
Local Access Interchange along TH 10
I-3 5 W/CR H Interchange
The Local Access Interchange and I-3 5 W/CR H Interchange proj ects are not currently
scheduled proj ects; therefore, additional technical support is not needed at this time.
However, Ramsey County is progressing with the US 10/CSAH 96 proj ect, and Arden
Hills residents near the proj ect area have expressed concerns about noise and requested
noise mitigation.

Staff recommends that the City continue to utilize the technical expertise of Bolton &
Menk to continue to provide assistance with Ramsey County's project during preliminary
and final design. Staff recommends that Chris Chromy participates in the proj ect
management team meetings, which typically occur monthly, as well as upcoming public
hearings, and completing 60% and 95% plan reviews. This will facilitate timely reviews
of any issues the City may have.
Staff also recommends utilizing Bolton & Menk, Inc., to continue investigating possible
noise mitigation, if the City Council chooses to complete a feasibility report.
The attached proposed amendment to the contract submitted by Bolton & Menk provides
a breakdown of the additional costs by proj ect area and a timeline for incurring these
costs.
Financial Implications

It is recommended that the additional services also be funded in
the same manner. Bolton & Menk will be reimbursed for actual hours spent.
The increase in services proposed in 2009, $4,900 for preliminary design and $15,000 for
a Briarknoll Highway Noise feasibility report, would not require an amendment to the
budget, as the General Fund is not affected. Currently, $15,000 has been proposed in the
2010 budget for planning/design for City improvements that may occur as a part of
Ramsey County's project. Staff proposes to increase this amount to $33,600 in 2010 to
include Bolton & Menk's services during preliminary design ($4,900) and final design
($13,700.)
Council Action Requested
Motion to authorize staff to amend the contract with Bolton & Menk, Inc. for regional
transportation assistance to a revised total amount not to exceed $83,500.

Bolton & Menk recommends compensation be prov�ded on an hour�y basis. We proposed to

scope of servxces. Hourly rates will be consisten� with terms provided in �he Statement of
Qualifications for Munxcipal Engineering Consultant Services, dated June 22, 2047.
