October 16, 2009, quote for services from Todd Erickson Enterprises, LLC for asbestos abatement EN HILLS MEMORANDUM DATE: October 26, 2009 TO: Honorable Mayor and City Council Members FROM: James Lehnhoff, Community Development Director Dave Scherbel, Building Official SUBJECT: Former Public Works Building Demolition at 1450 West Highway 96 Action Request Approve staff to contract with Todd Erickson Enterprises, LLC and Semple Excavating & Trucking, Inc. to demolish the former public works building, remove debris from the site, and asbestos abatement for an amount not to exceed $43,800. Backiround Due to the deteriorating condition of the former public works building at 1450 West Highway 96, staff is recommending the demolition of the building and removal of debris from the property. Since the building has materials known to include asbestos, the demolition requires the removal and containment of any materials that may include asbestos prior to the demolition. The building is not in a usable condition, the roof leaks, and it has become an attractive nuisance. The building is not used for day to day operations. For the asbestos abatement, the building official received quotes from three contractors that are licensed to handle asbestos abatement. The building official met with the three contractors to ensure that each quote was including the same level of service. The quotes were as follows: • Lindstrom Environmental $17,170.00 • Sheltertech Corporation $12,140.00 • Todd Erickson Enterprises LLC, $500.00 For the demolition and removal of the building, removal of the asphalt parking area, removal of the fence, grading the site, and planting seed, the quotes were: • Frattalone $45,710.00 • Ray Anderson & Sons Companies $39,900.00 • Semple Excavating & trucking Inc $33,000.00 In addition to the building demolition, there are other scrap materials and debris east of the building that should be removed. Staff recommends including up to an additional $5,000 for site cleanup and debris removal. This cost is variable depending on the number of loads needed to remove the debris. The sewer and water have already been disconnected from the building. In order to maintain access to the site, the existing asphalt driveway from Highway 96 will remain. Although there is more than 120 feet between the wetland and the project area, a silt fence will be installed to ensure that the wetland is protected. The Environmental Site Assessment that was completed in 2004 found petroleum contamination on the site. When the site is redeveloped, the Minnesota Pollution Control Agency will review the redevelopment plans to determine what level of cleanup is needed. With this type of contamination, it may be possible to remediate the pollution on site depending on the type of development. If this project is approved, both contractors would be Ramsey County must be notified at least ten business abatement and demolition. The project is anticipated November. Bud et able to start immediately. However, days prior to the hazardous material to be completed before the end of The Permanent Improvement Revolving (PIR) fund can be used to pay for the abatement and demolition of the former public works building and cleanup of other debris. The fund would then be reimbursed with interest when the property is sold. Staff did research grant options for the property. While the Metropolitan Council, Ramsey County, and the Department of Employment and Economic Development (DEED) have grants for brownfield remediation and redevelopment, they do not have grants specifically for demolition. Moreover, these organizations require the grants be linked to a specific development project. In the case of the Metropolitan Council, the project must result in an affordable housing or j ob creation. For DEED, the project must relate to job creation. Ramsey County partners with the Metropolitan Council and DEED and only provides gap financing when the other sources are not sufficient to move a project forward. Although the demolition does not qualify for these grants, the petroleum remediation that is needed for future redevelopment may qualify once a redevelopment plan is selected.
