In March of 2009, addendum no. 1 to the original contract was approved by Council for final design and surveying services for the actual bridge crossing in the amount of $37,000. Included for Council review is a summary of project developments since that time for the CP rail bridge pedestrian crossing (attachment A). A plan sheet for the crossing is also attached for your review (attachment B). Travis Winter from Bolton and Menk will be present at the work session to do a brief presentation followed by time for questions and comments. County Road Ebridge —Pedestrian Improvements The City of Arden Hills contracted in June of 2009 with Kimley-Horn for engineering services related to the County Road E pedestrian improvements. The -scope of work for the original contract followed two different paths: Assistance with a federal funding application for a stand alone pedestrian bridge and exploration of possible modifications to the existing bridge. Included for Council review is a summary of project developments since that time for the County Road E bridge pedestrian improvements (attachment D). A map of the proposed improvements for the stand alone pedestrian bridge is attached for review (attachment E) as well as diagrams for the proposed modifications to the existing bridge (attachment F). Matt Jensen from Kimley-Horn will be present at the work session to do a brief presentation followed by time for questions and comments. Budget Included for Council review are the Capital Improvement Program pages for the two projects (CP Rail —Attachment C, County Road E —Attachment G). Please note that the CP Rail figures have been adjusted based on the most recent cost findings. The County Road E figures are based on the federal solicitation option, scheduled for 2013. Depending on results of the two grant solicitations, the costs and year of expenditure will need to be adjusted. State Aid funds have been tentatively slated to be used for both of these projects. The following is a summary of the project development that has occurred to date: 1. A feasibility study was developed by Bolton & Menk detailing the potential impacts of constructing a regional trail along Old Snelling Avenue and Old Highway 10. The Parks Trails and Recreation Committee as well as the Council reviewed the report and it was decided that the west side of the roadway would be the best location for a trail. Some of the influences that were considered to determine the location included user preferences, future connectivity, safety, and access. 2. As a part of this trail, a pedestrian crossing is needed at the CP Railway bridge location. Currently at this site, the narrow width between the bridge piers currently creates the potential for conflicts between pedestrian and vehicle traffic along the roadway. For this reason it was prioritized that the crossing be completed along the west side of the roadway prior to the rest of the trail. 3. In preparation for this project, Bolton & Menk has been in contact with Canadian Pacific Railway. Representatives from CP Rail have indicated that they will work with the City to create such a crossing. Most recently Bolton & Menk has submitted preliminary construction plans for their review. The plans included information regarding the proposed alignment and profile of the crossing. CP Rail indicated they have no issues with these preliminary plans. The next step in the process is to finish the structural design for the proposed retaining walls and submit them to CP Rail for review and comment. Once approval has been given, CP Rail will enter into an agreement with the City which will allow the crossing to be built within the railroad right-of-way. The project location along Old Highway 10 is within Ramsey County's jurisdiction and will require approval and permitting from the County. To begin this process, Bolton & Menk has sent preliminary plans to the Ramsey County Engineer for review and comment. The design for the project includes relocating a section of guardrail on the north side of the bridge closer to the roadway. This is done to minimize retaining wall needs in that area. The relocation will ultimately need approval from the County. 5. Bolton & Menk completed the topographic survey for the CP Rail bridge crossing project. With that information, two additional constraints were identified which have an impact on the project design. First, a probable wetland has been identified just north of the bridge crossing, which creates an additional need for retaining wall on the project. Secondly, the survey also revealed a very shallow bury depth of the existing bridge abutment. This results in an increased amount of structural retaining wall necessary to restrain the bridge abutment. In consideration of these design influences and their impacts to the project, the project cost estimate was refined. Construction costs are estimated to be $310,000. Construction administration, observation, and staking are estimated to be $30,000. It should also be noted that construction of the trail crossing along the east side of the roadway would be expected to present similar constraints and cost implications. 6. Given the sensitivity of the CP Rail to any work within their right of way, especially in the vicinity of a bridge structure, no formal review or approval process is completed by them without final construction plans. The City's step by step process of first evaluating the feasibility of the crossing, then completing a topographic survey, then preparing the construction plans for approval lends itself to the uncertainty presented by the railroad in what they may ultimately allow. Once the final plans are completed to the satisfaction of the railroad, the City can proceed more confidently in acquiring actual contractor bids for the work as well as outlining the level of consultant oversight desired during construction. 7. The proposed alignment for the crossing begins and ends a short distance north and south of the bridge itself (approximately 50 feet south and 150 feet north). These termini will allow for future trails to tie into this segment. Most notably the alignment places the trail directly behind the bridge piers and 2 feet behind the relocated guardrail north of the bridge. The design profile for the crossing was created to tie into the existing roadway grades at both ends and allows for 14 feet of clearance beneath the bridge. This exceeds the minimum clearance required of 10 feet. The profile selected was created to moderate retaining wall needs both under the bridge (above grade) and adjacent to the wetland (below grade) north of the bridge. 8. Bolton & Menk understands that the City may choose to pursue State Aid funding to construct this project. Should this be the case, the plans for the project will need to be reviewed and approved by MN/Dot to ensure compliance with applicable standards. Along with that review process, a variance process may be needed to allow the trail to be built with narrower shoulder widths where the trail is being built between the bridge abutment and pier wall. Additional time would be needed to complete this review process if the City elects to utilize State Aid funds for the project. The CP Rail Bridge is a major bottle neck and needs to be done before or at the same time as the trail. The Canadian Pacific Railroad is willing to discuss bridge improvements with the City. The PTRC recommended bridge improvements to the west side and the Council concurred with that and hopes to move forward with engineering in 2009 and construction in 2010. MSA funds could be utilized for this project, however, the City Council needs to prioritze projects for this funding source. Kimley-Horn and Associates Subject: City Project No. 227-48305 Pedestrian Improvements at the County Road E Bridge over TH 51 Date: October 14, 2009 Project #: 160593000 The City hired Kimley-Horn and Associates to assist in developing an improved pedestrian crossing over TH 51 (Snelling Avenue) at County Road E. This memorandum outlines the proposed alternatives and presents an update of the alternative funding applications that have been completed to date. It also identifies the scope of work for each alternative and the differences between these alternatives. BACKGROUND The County Road E (CR E) Bridge is the only pedestrian crossing over TH 51 between Lydia Avenue in Roseville and 1-694 in Arden Hills, a distance of approximately one and a half miles. The main goal of this project is to provide for safe pedestrian movement across TH 51, providing a key link to the City trail system as identified in the City's Pathways Master Plan. In 2006, the City submitted a Municipal Agreement Funding application to widen the existing bridge deck to accommodate a 7.5-foot sidewalk. That funding application was not successful. In March 2009, the City hired Kimley-Horn to provide an evaluation of the existing CR E Bridge to determine the eligibility for replacement using State Bridge Bonding Funds. At that time, the bridge did not meet the Mn/DOT criteria for replacement. During meetings with Mn/DOT to evaluate the bridge, two alternatives were developed to provide pedestrian improvements at the site. These alternatives are: I. Modify the existing bridge. 2. Construct a separate shared -use trail bridge. The first alternative includes existing bridge modifications to consolidate the two existing narrow sidewalks into a five-foot wide sidewalk on the north side of the bridge. This alternative would not require widening of the existing bridge. The five-foot sidewalk would improve safety on the bridge; however it would not meet the criteria to be considered a shared -use path for both pedestrians and bicyclists. The second alternative would construct a new, separate twelve -foot wide shared -use pathway bridge to the north of the existing CR E Bridge. ALTERNATIVE FUNDING APPLICATIONS Two funding sources were identified to help the City fund each of the alternatives: • Mn/DOT FY 2011 Metro Municipal Agreement Program Funds for Alternative 1 • Federal FY 2013/14 Surface Transportation Program (STP) Funds for Alternative 2 The Municipal Agreement Funding application for Alternative 1 was submitted in September 2009. The scope of improvements for this application includes preservation work on the bridge in conjunction with the consolidation of the narrow sidewalks on each side of the bridge into afive-foot sidewalk. These improvements would extend the life of the structure and enhance pedestrian safety, providing benefit to both the City and Mn/DOT. A geometric layout and bridge transverse sections of the proposed improvements for the Municipal Agreement Funding application are attached to this memo. Results from this application are expected in January 2010. The Federal STP Funding application for Alternative 2 was submitted in June 2009. Improvements proposed in this application include construction of a single -span, prefabricated truss bridge along CR E to carry pedestrians and bicycles over TH 51. A ten -foot, shared -use, bituminous trail on the north side of CR E to Old Snelling Avenue on the west and to Connelly Avenue on the east was also included. The trail section to the west would require retaining walls, the costs for which would be covered by the Federal Funding. A map showing the extent of the improvements (STP application Figure 2) is attached to this memo. Results from the STP application are expected by February 2010. The criteria for each source of funding differs, therefore the scope of proposed improvements included in each funding application is different. The Federal STP Funding (Alternative 2) along with the local match would provide funding for the full trail and new bridge between Old Snelling Avenue and Connolly Avenue, while the Municipal Agreement Funding (Alternative 1) would only provide funding for the five-foot sidewalk on the existing bridge. The Municipal Agreement Funding would not cover the sidewalk approaches to the bridge or the trail section connecting to Old Snelling Avenue to the west. Mn/DOT policy does not provide for state funding of pedestrian improvements. These improvements would need to be funded by the City.
