SUBJECT: Goal Setting Retreat Proposal
Background:
Kent Eklund, who facilitated our 2009 goal setting process last December, is interested in
facilitating our goal setting process again this year. Kent has suggested a broader process this
year to provide additional background and insights to assist him in facilitating the goal setting
process. I have attached Kent's proposal. As the proposal indicates, the cost would be $2,500.
The cost for the 2009 goal setting process was $2,100. Two council members have suggested
that the goal setting retreat be held in January rather than December, to avoid the busy-ness of
the holiday season. Kent is fine with that schedule, although the preliminary work would still
occur yet this year.
Council Direction Requested:
Direction regarding whether the retreat proposal is acceptable, and regarding the timing of a goal
setting retreat.

Subject: Proposal to support the City Council of Arden Hills in the 2009 goal planning
process
This year I would propose a two-phase process with more involvement by Cincinnatus in the
front end of the process than in 2008. The planning phase would include a one -hour
interview with each councilperson and the mayor exploring progress on the goals set at the
end of 2008, perceptions of how the council has worked together this year, and perceptions
of how the council is working with the staff. The final portion of the interviews will be a
preliminary discussion of the goals for 2010 framed around the broad view of what the
council wants its legacy to be, and the narrower view of what the council wants to
accomplish in 2010 as part of its legacy. Based on these interviews, I would meet with the
council at a work session in early fall to review the results and set the stage for the second
phase of the process.
The second phase would then be a facilitated half -day planning session in late November or
early December focusing on the key goals for 2010. I would facilitate that session and write
up a brief report for your review.
My fee for this two -phased approach would be $2,500
