SUBJECT: Adoption of Resolution No. 2009-031: Supporting the Parks and Trails Legacy
Grant Program Application through the Minnesota Department of Natural
Resources
Background
At the October 26, 2009 Regular City Council Meeting, staff received direction from Council to
prepare an application for a Parks and Trails Legacy Grant Program through the Minnesota
Department of Natural Resources for the creation of an off street shared use path beneath the CP
Railway bridge crossing on Highway 10. Since that time, staff has been working with Bolton
and Menk, Inc. to complete the application. The application deadline is Friday, November 13,
2009.
Regional Trail Legacy Grants are intended to support trails of regional or statewide significance.
Funding for this grant program is from the Parks and Trails Fund created by the Minnesota
Legislature from the "Clean Water, Land and Legacy Amendment" passed by the voters in 2008.
Priority for trail proj ect funding will be given to proj ects that provide connectivity, enhanced
opportunities for commuters, and enhanced safety.
Financial Im�lications
Approximately $3,383,250 is available for both parks and trails grants in the 2009 solicitation.
$4,192,500 will be available for both parks and trails grants in 2010. Grant awards will be
announced in January of 2010. The minimum grant request is $20,000 and the maximum award
is $500,000. These grants are reimbursement based up to 75 percent of the total eligible project
costs, and recipients must provide a non-state cash match of at least 25 percent. The grant award
and match cannot be used for in-house labor services and/or to meet existing payroll. Only
contract services, materials, and supplies are reimbursable. Other state funds or grants, or
Metropolitan Council grants cannot match these grants. All proj ects awarded through this grant
round must be completed by June 30, 201 l. All facilities that are funded through this program
also require a commitment from the applicant that the trail will be in place and maintained for no
less than twenty years. The resolution before you tonight is a requirement of the grant
application.

The amount of the CP Rail project is estimated at $310,000 for construction and $30,000 for
proj ect administration. Both of these costs are eligible for reimbursement. Therefore, the
amount requested for this project is $255,000, which is 75% of the total project costs. The City
match would be $85,000, which is 25% of the total construction costs. The $37,000 that is being
utilized currently for design engineering would not be eligible as it will be complete before this
grant �s avvarded.

WHERE�S, the City Council directed City Staff at its regular meeting on October
26, 2009 to apply for the Parks and Trails Legacy Grant Program through the 1Vlinnesota
Departr�ent of Natural Resources; and
WHEREAS, the City of Arden Hills proposes to const�-uct 270 feet of �aved t�-ail and
the associated retair�ing v�all s�stems necessary to create an off street shared use path beneath
the CP Railway Bridge crossing on �ld Highway 10; and
WHEREAS, the City of Arden Hills approved a 2030 Comprehensive Plan, which
includes this segment as a proposed improvement; and
'V�HER.EAS, the improvement will benefit t�e Ciiy of Arden Hills, Ramse� County,
nearby universities; and
W�IEF�.EAS, the City of Arden Hills recognizes the twenty-five (25� percent match
requirement for the Parks and Trails Legac� Grant Program, and has secured the rnatching
funds; and
WHEREAS, �he City of Arden Hills is commi�ted to year-round operation and
�aintenanc� of the proposed off street sha�ed use path beneath the CP �Zailvc�ay Bridge
crossing and c�mmits to maintaining this facility for a period of no less t�.an 20 years;
THEREF012E, BE IT R.ESOLVED: The City of Arden I-�ills su�ports the
appiicatior� for the Parks and Trails Legacy Grant Prograr� through the Minnesota
�epartment of Natural Resources for an off street shared use pat� beneath the CP Railway

provided.
