Quote for the 2010 Prius II from Maplewood Toyota and Vehicle Information �;.� EN HILLS MEMORANDUM DATE: November 9, 2009 TO: Honorable Mayor and City Council Members FROM: James Lehnhoff, Community Development Director SUBJECT: Purchase 2010 Prius II to Replace Chevrolet S 10 Action Request Authorize staff to purchase a 2010 Prius II from Maplewood Toyota for an amount not to exceed $25,527.05. Back�round The City currently owns a 1993 Chevrolet S 10 that is primarily used for building inspections and code enforcement purposes. The S 10 is used on nearly a daily basis and has accumulated 74,960 miles as of November 4, 2009. A replacement for the S 10 has been in the Capital Improvement Plan (CIP) for a number of years; however, the City has been able to extend the usable life of the S 10 and delay the purchase of a new vehicle. In September 2008, the City's insurance agent totaled the vehicle due to hail damage, and the City received a$1,616.3 6 settlement from the insurance company. Since the vehicle was still drivable, the City opted to keep using the vehicle. However, there is a significant amount of rust near the driver side door and on the tailgate, the tailgate is cracked, the windshield wipers recently stopped working, the brakes are becoming less responsive, and the driver side door has become dif�cult to close and latch. Due to the condition of the vehicle, its use has been limited to fair weather conditions. So far in 2009, the cost of repairs has been approximately $800. There were similar costs in 2007 and 2008. The 2009 CIP budgeted $28,000 for replacing the Chevrolet S 10. Staff checked with the State contract for sedans, wagons, minivans, and sport utility vehicles; however, the State's contract expired at the end of August 2009 and has not yet been renewed. Vehicle Selection In reviewing options for a replacement vehicle, staff considered such factors as versatility, long- term reliability, cost benefit of higher gas mileage, maintenance, and reviews. Does NOT include tax, license, and registration fees. After considering the features of each option, staff is recommending the Prius. The Prius comes in four versions: the II, III, IV, and V. The Prius II is the most basic version of the Prius, but it includes anti-lock brakes, seven air bags, vehicle stability control, and has the same high gas mileage as the other versions. The quoted cost of the Prius II replacement from Maplewood Toyota is $23,570 plus taxes, license, and registration. The cost of painting the vehicle tan would be an additional $425, which is discussed further in the next section. The City of Oakdale purchased two Prius vehicles a couple years ago for their building department, and staff contacted their building of�cial to learn about their experience. Their building of�cial stated that the low speed, frequent stopping, and suburban setting is ideal for maximizing fuel ef�ciency for the Prius. He also noted how well the Prius handled in the snow. They had no regrets in the purchase and highly recommended the Prius. If purchased, the vehicle would be delivered within seven to ten days from the order. Vehicle Color Due to the high demand for the Prius, it is difficult to obtain a specific color. The closest color to the standard Arden Hills tan is the "Sandy Beach Metallic." As of November 4, that color was not available anywhere in the Twin Cities area and none of the incoming shipments included that color. A more commonly available color is the "Blizzard Pearl" white. The City has purchased white vehicles in the past that were then painted tan. The cost to have the Prius II painted tan at Maaco would be an additional $425. The Toyota dealership recommended against painting because it can decrease the long-term value of the vehicle. Additionally, when there are dings or dents, the underlying original color shows through more easily. Staff is comfortable with a white vehicle but can move forward with the painting if the City Council so directs. With either color, the Arden Hills logo would be affixed to the side of the vehicle. Alternatively, local governments can participate in the State of Minnesota Surplus auction at the MnDOT facility in Arden Hills. The next live auction is not until March 2010; however, the online auction operates all year. For items that sell for less than $500, they charge a$50 commission. For items between $500 and $4,000, they charge a ten percent commission of the sale price. The S 10 could be placed on the auction as soon as the new vehicle arrives.
