SUBJECT: Consideration of holding TCAAP work sessions as special Council meetings

At its October 28 TCAA.P work session, the Council directed staff to place on the November 9,
2009 Council meeting agenda consideration of holding TCAAP work sessions as special Council
meetings. The purpose of the special meeting format is to provide a more formal format for the
meeting, and to provide the ability to take formal action at the meeting
