Additional scope of services proposal from Bolton & Menk, Inc., dated October 8, 2009. �;.� EN HILLS MEMORANDUM DATE: November 9, 2009 TO: Honorable Mayor and City Council Members Ron Moorse, City Administrator FROM: Kristine Giga, Civil Engineer SUBJECT: Technical Support on Regional Transportation Projects Back�round Since March, 2008, the City has contracted with Bolton & Menk, Inc. to provide technical support for various transportation proj ects in the City. The support has included review of technical documents, proposed concepts, and responses to the Interstate 694, Highway 10 and County Road 96 Preliminary Design Issues and Position Paper that have been provided by Ramsey County and/or Mn/DOT, as well as other information pertaining to the transportation proj ects. The original contract amount in March, 2008, was in an amount not to exceed $30,000. The original contract, a copy of which is attached, included technical assistance for reviewing the proposed improvements to Trunk Highway 10 (TH 10) and County State Aid Highway 96 (CSAH 96), as well as providing assistance with addressing the concerns identified in the "Interstate 694, Highway 10 and County Road 96 Preliminary Design Issues and Position Paper" (Position Paper) approved by the City Council on March 31, 2008. At the time the contract was awarded, Bolton & Menk was to provide assistance as needed on an hourly basis over a 60 to 90 day period. �Tork completed during this initial period included analysis and presentation of findings at City Council meetings on several items in the Position Paper: ■ April 14, 2008, City Council meeting, review of TH 10 Noise Barrier Study and Overview of TH 10 Alternative Alignments ■ May 12, 2008, City Council meeting, Highway Proj ect Development Process and Status of Ramsey County's TH 10/CR96 Proj ect ■ May 27, 2008, City Council meeting, Evaluation of Phasing Options for the TH 10 Local Access Interchange (LAI) ■ June 30, 2008, City Council meeting, Evaluation of One-Way Frontage Road and Bri.dge Width at LAI, LAI Concept Plan review City Council 1Vleeting \�1Vletro-inet.us\ardenhills�PR&PW�Engineering\Council_Actions\2009\ 11-09- 09Memo_AmendBMIscope. doc Page 1 of 4 During this initial period, Chris Chromy, the City's primary contact at Bolton & Menk on transportation issues, also attended monthly proj ect meetings that were being held for the County Road H/Interstate 3 5-W Interchange and the Local Access Interchange proj ects. Through September, 2008, about half of the $30,000 in the original contract had been spent on Bolton & Menk's services. Ramsey County hired a consultant to begin the environmental documentation and preliminary design for the TH 10/CSAH 96 Grade Separation and CSAH 96 Improvements in September, 2008. Knowing this preliminary design process would last at least a year, staff asked Bolton & Menk to estimate the additional time that would be needed to provide continued technical support for the TH 10/CSAH 96 proj ect, as well as the Local Access Interchange (LAI) and I-3 5 W/CR H Interchange proj ects associated with the redevelopment of TCAAP. At the September 29, 2008 City Council meeting, the City Council approved an amendment to the original contract for an additional $15,000. The revised scope planned for approximately 20 hours per month for 12 months to cover monthly meetings for each proj ect, and for additional review and analysis as needed. Bolton & Menk has been reimbursed only for actual hours spent. A copy of the contract amendment is attached. Services provided by Bolton & Menk since September, 2008, include attendance at I- 3 5 W/CR H and LAI monthly meetings when they occurred. These meetings were discontinued late in 2008 when the proj ects were put on hold. Chris Chromy also has attended monthly TH 10/ CSAH 96 meetings, where technical information such as traffic modeling and analysis, and geometric layout were discussed. The discussion of roundabouts versus signalized intersections originated in these meetings; the experience Mr. Chromy has had with roundabouts in other proj ects was beneficial to the discussions of whether Ramsey County should even consider roundabouts at this location. In addition to attendance at the monthly meetings, Mr. Chromy and other Bolton & Menk staff provided technical review of concerns raised by the City Council and Arden Hills residents. Bolton & Menk reviewed the noise concerns raised by residents in the Briarknoll neighborhood. This included analysis both at the north end, where the berm has been proposed, as well as at the south end near Norma Avenue, where alternatives were evaluated based on Mn/DOT's original noise study. Bolton & Menk also has studied the City's concerns regarding the northbound to eastbound movement at the TH 10/CSAH 96 intersection and potential locations for a grade separated pedestrian crossing on CSAH 96, and evaluated preliminary concept plans and costs for both topics. Through October, 2009, the services provided by Bolton & Menk have reached the contracted $45,000. City Council Meeting \�1Vletro-inet.us\ardenhills�PR&PW�Engineering\Council_Actions�2009\ 11-09- 09Memo_AmendBMIscope. doc Page 2 of 4 Discussion As the environmental documentation and preliminary design process for the TH 10/CSAH 96 proj ect nears completion, staff recommends retaining Bolton & Menk's services. The ability to review the technical aspects involved with this transportation proj ect are an expertise that small cities do not typically have in house; Bolton & Menk has staff with the expertise needed to provide a thorough re�view of the information presented by Ramsey County and their consultant. The environmental assessment (EA) is anticipated to be posted for public comment in January, 2010. The EA has been submitted to Mn/DOT for initial internal review; following this review, Ramsey County will formally distribute the EA for public comment. Staff recommends assistance with the review of this document, similar to the review of the I-694 EA that was completed in 2007. Bolton & Menk has staff inembers with expertise to review the following aspects of the EA: ■ Geometric Designs ■ Traffic- Freeway Modeling, Local Traf� c ■ Social, Economic and Environmental Impacts ■ Water Resources ■ Land Use, Right of Way Impacts The review of the EA, assisting with the public involvement process for the EA, and continued participation in monthly proj ect meetings, are included as Task 1 in the attached proposal from Bolton & Menk to provide continued services. This work is anticipated to last until March, 2010. As directed at the October 12, 2009, City Council meeting, the issues surrounding noise concerns, including the potential Briarknoll berm, Norma Avenue noise wall, and concerns along the west side of TH 10 by Round Lake, will be further discussed at the December Work Session. Following the work session, the City Council may choose to contract with Bolton & Menk, Inc. to continue investigating possible noise mitigation and complete a feasibility report. This work is included as Task 2 in the attached proposal and could be approved at a later date if desired by the City Council. Following the preliminary design and completion of the EA, Ramsey County and Mn/DOT will enter into the �nal design phase. During this time it will be important for the City to review 60% and 95% plans to ensure that comments provided to date during pre-design have been incorporated into the plans. Plans will include detailed information on the geometric layout, signal construction, construction phasing, detours, property impacts, noise wall construction. Staff feels very strongly that in order to ensure that all of the concerns brought forward during the planning process by the City Council and residents are addressed, we need the assistance of a transportation engineer. It is anticipated that preparation of final plans will take about a year to complete (April 2010 to April 201 l.) Final design support is included as Task 3 in Bolton & Menk's proposal. It is recommended that the additional services also be funded in the same manner. Bolton & Menk will be reimbursed for actual hours spent. The following table shovvs the cost breakdown by calendar year that the funds would be used. Task 2009 2010 Task 1(preliminary design) $ 4,900 $ 4,900 Task 3 (final design) $13,700 Already in budget $15,000 Total $ 4,900 $33,600 The cost for services proposed in 2009 would not require an amendment to the budget, as the General Fund is not affected. The 2010 budget request includes $15,000 for planning/design of City improvements that may occur as a part of Ramsey County's project. Staff proposes to increase this amount to $33,600 to include Bolton & Menk's services during preliminary design and final design. The total cost of services for Tasks l and 3 is $23,500. Council Action Requested Motion to authorize staff to amend the contract with Bolton & Menk, Inc. for regional transportation assistance, as identified in Tasks 1 and 3 in the proposed amendment, from $45,000 to a revised total amount not to exceed $68,500.
