SUBJECT: TCAAP Land Use Planning Preparation
Council Direction Requested
Review the memo and complete the requested information. The information will be used for
upcoming land use discussions.
Backiround
With the public auction process moving forward, the City needs to begin preparing land use
regulations that are in compliance with the 2030 Comprehensive Plan. Staff is reviewing options
for approaching this planning process and examples of other larger developments.
To help facilitate the research, preparation, and discussion, staff is requesting the City Council
write down their thoughts, questions, concerns, expectations, and ideas about each of the topics
on the following pages. This is not meant to be an all-inclusive list since questions are expected
throughout the process. However, this information will help staff research options and provide
information as the process moves forward. It will also help ensure that the necessary information
is being addressed and that discussions are productive.
The responses could be specific or general; however, they should focus on land use related
issues, such as land uses, density, layout, building design standards, landscaping, trails, parks,
etc. Topics such as environmental remediation and financing are important but are not directly
part of a zoning code. Additionally, the City's zoning document will not be as detailed as what a
master development agreement (MDA) would have been because we do not have the benefit of
knowing the exact land uses, road layouts, or other similar information. Much of the fine detail
would be determined during negotiations with a purchaser.

park types, park locations, trails, sidewalks, amenities,etc.

Land Use Layout—How should the land uses (residential, open space, commercial, industrial,
etc)relate to one another? Should land uses be completely separate or integrated? How much
interrelationship and interconnection should there be between the land uses? How much
creativity would the City expect or accept? It may help to think of the goals of a redevelopment.
For example, should you be able to walk from one use to another? Should the uses play off of
each other?

End Result of Redevelopment—Picture yourself walking through a fully environmentally
remediated and redeveloped TCAAP in the year 2030. What would you feel most proud to see
on the property? What features would draw your attention?
