DATE: November 30, 2009 TO: Honorable Mayor and City Council Members Ron Moorse, City Administrator FROM: Michelle Olson, Parks and Recreation Manager SUBJECT: Elmer L. Andersen Memorial Trail Signage Design . , Backround At the December 1l, 2006 Regular Council Meeting, the City Council passed Resolution 06-62: Designating the Elmer L. Andersen Memorial Trail (EA,MT). A copy of the Resolution is included for your review. This trail segment extends northeast from the intersection of Cleveland and County Road D to the boundary of Tony Schmidt Regional Park. The trail is shown below as trail segment C, identified in red. I IMetro-inet. us l ardenhills IPRPWIParks IMemos I Council Memos 1113009 Elmer Andersen Memorial Tail sign design. doc 2 The Parks Trails and Recreation Committee (PTRC) recommended at that time that in the future, this trail should receive signage to designate and identify it as the Elmer L. Andersen Memorial Trail (EAMT). This item has been delayed several times in order to consider trail signage for the entire trail system. One of the goals of the PTRC for 2009 was to work on trail signage for the entire trail system. The committee began discussions on signage in May. At the City Council work session where CIP items were reviewed in July, the City Council determined that they were not in favor of placing signage on the entire trail system and gave direction to the committee to focus on the Elmer L. Andersen Memorial Trail and on those trails that are difficult to identify as City operated. Since that time, Staff has been working with Derrek Hames on a design for the EAMT. Derrek is an Arden Hills resident who designed the City logo and has been involved in numerous design proj ects for the City, including the gateway signs, park signs and Celebrating Arden Hills promotional posters. Derrek provided a draft EA,MT design for discussion at the September PTRC meeting. The first review of the design produced multiple comments and questions from the PTRC. The committee was interested in the incorporation of a pathway map somewhere on the sign. The concept was for this map to show all existing and proposed pathways but also show a blown up sectional of the Elmer L. Andersen trail corridor. Comments from the committee were then given to Derrek and he revised and edited the design based on those comments. He presented a refined version of the signage at the PTRC meeting on October 20, 2009. In November of 2007, Ramsey County Parks and Recreation designated a portion of trail from Tony Schmidt Regional Park to County Road E2 as the Elmer L. Andersen Memorial Trail and have proposed to extend that to Mounds View High School in the future. Greg Mack, Director has indicated that the County would be interested in looking at the approved City EAMT design and may consider installing something similar on their portion of the EA,MT, to allow for consistency. Included for Council review is a design portfolio with photos and diagrams. Derrek will have a short presentation at tonight's meeting and will also be available to answer any questions. Bud et _ Staff budgeted $15,000 for the Elmer L. Andersen Memorial Trail Signs from the Special Revenue Park Fund. Derrek Hames and staff have met with two separate sign companies to tall preliminarily about the construction materials and cost estimates. The $15,000 appears to be a manageable number for this design. Recommendation The PTRC supports the refined designs with a few suggestions. The number of smaller signs along the trail seemed excessive and their recorlmendation was to reduce that number. Staff has reduced the recommended number of the small signs from 12 to 6. In addition, the committee suggested that H.B. Fuller and the Elmer L. Andersen family be approached for possible partnerships on the trail signage or possibly to add benches with emblems to signify the EA►MT. The PTRC Chair John Peck has agreed to assist staff in 1 tNetro-inet. us l ardenhills IPR8zPWlParks IMemos 1 Council Memos 1113009 Elmer Andersen Memorial Trail sign design. doc 3 these efforts. The Parks Trails and Recreation Committee made a motion to accept the Elmer L. A,ndersen Memorial trail sign design as presented and recommends approval, with the number of small signs being scaled back. The motion carried unanimously (6-0). Req uested Council Direction Motion to direct staff to move forward with the proposed design for the Elmer L. Andersen Memorial Trail Signage and authorize staff to proceed into the production of detailed sign speci cations to allow for accurate quotes and final review.
