SPECIAL CITY COUNCIL MEETING (TCAAP)
OCTOBER 19, 2009
5:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor Stan Harpstead called to order
the City Council Work Session meeting at 5:07 p.m.
Present: Mayor Stan Harpstead
Council Member David Grant (arrived at 5:12 p.m.)
Council Member Brenda Holden
Council Member Fran Holmes
Absent: Council Member Dave McClung (excused)
Also present: City Administrator Ron Moorse, Community Development
Director James Lehnhoff, City Planner Meagan Beekman. Parks and
Recreation Manager Michelle Olson, Public Works Director Greg Hoag
1. AGENDA ITEMS
A. Finalize Power Point Presentation for County Board Meeting
City Administrator Moorse indicated he was looking for final approval on the
power point presentation that would be used before the joint meeting with the
Ramsey County Board on October 20t''. He explained the draft was reviewed at the
previous work session meeting and changes were made as suggested by the
Council. City Administrator Moorse asked for further comments from the
Council.

Councilmember Holmes noted that on Page 3, the second slide, it was confusing
when the discussion was split between AHATS and TCAAP. She suggested the
title be TCAAP/AHATS to reduce confusion.
Councilmember Holmes referred to Page 4, on the first slide, and questioned if
there was access to County Road 96.
Community Development Director Lehnhoff explained that there was an existing
curb cut from the TCAAP site onto County Road 96.
Councilmember Holmes requested that this be noted as a potential access point.
Mayor Harpstead questioned if Slide 7, regarding the Primer Tracer property was
noted correctly at 67 acres or if it was 65 acres.
Community Development Director Lehnhoff stated it was 65.5 acres and that
this number was given to him by Dave Hammernack. He reported that the wildlife
corridor was 49 acres.
Councilmember Holden indicated that substantial public funds are going to be
needed to redevelop this site and asked if this should be noted.
Community Development Director Lehnhoff explained that he could add a bullet
point noting that the redevelopment would involve public financing.
Mayor Harpstead suggested that it be noted that the zoning needs to be brought
into compliance with the comprehensive plan. He questioned if slide 16 was
necessary.
Mayor Harpstead noted again that he had a difficult time supporting the regional
park concept.
Councilmember Grant commented that Councilmember McClung has also been
clear that he is not supportive of the regional park concept.
Discussion ensued regarding groundwater contamination.

Councilmember Holden expressed concern that it be noted that the AHATS site
still needs buildings removed, along with improved infrastructure, along with the
fact it was surrounded with asix-foot fence.
Councilmember Holmes requested a map showing the location of all wells on the
site along with noting the potential funding sources for brown field cleanup.
Community Development Director Lehnhoff noted he would make the suggested
changes and stated the presentation currently takes him about 23 minutes and that
the Council would have an hour and a half with the County Board.
MOTION: Councilmember Holden moved and Councilmember Grant
seconded a motion to approve the TCAAP Regional Concept
presentation with the noted amendments.
DISCUSSION:
Mayor Harpstead explained that he would not be voting in favor of the
presentation, as he did not agree with the direction of this plan.
The motion carried on a 3-1 vote.

Excused— Councilmember McClung
Further discussion ensued regarding the numbers used within the presentation on
Slide 19 regarding clean-up and demoliltion costs.
MOTION: Councilmember Holmes moved and Councilmember Grant
seconded a motion to reconsider the previous motion on the
TCAAP Regional Concept presentation. The motion carried on a
3-1 vote.

Councilmember Holmes indicated the numbers on Slide 19 were concerning to
her.
MOTION: Councilmember Holmes moved and Councilmember Grant
seconded a motion to approve the TCAAP Regional Concept
presentation with no further changes. The motion carried on 3-1
vote.

Nays —Mayor Harpstead
Excused— Councilmember McClung
2. COUNCIL COMMENTS AND REQUESTS
Mayor Harpstead indicated that he would provide supplemental comments at the
County Board meeting in a handout form to the Commissioners. He explained this
would allow him to voice his opinion in the matter.
Councilmember Holmes stated she felt the information presented by the Mayor
would need additional documentation to prove the numbers were factual. She felt
that presenting the numbers were out of order.
Councilmember Grant explained that any Councilmember could present their
thoughts or opinions on the matter.
Councilmember Grant indicated he would like the white lettering on CTV to be
cleared up with something different to be more readable. He asked that the pictures
on the website be updated as well.
Councilmember Holmes noted she received a call from Ron Nelson concerning
the retaining wall. He seems to feel that the City is delaying the work.
