Building Construction These increases are necessary to cover costs related to permit processing. V. Parks and Recreation Fees Parks and Recreation fee increases were minimal. The softball field rentals were increased by $5.00 for both lighted and unlighted fields to better cover our maintenance fees. We added a tournament fee for our ball fields in order to ensure all of our maintenance and labor costs are covered for that type of rental. Our regular field rentals are not sufficient to cover tournament field prep costs. Two other non-profit pavilion fees are new in the fee schedule but have been on our rental form for years. When reviewing the fee schedule, staff discovered the exclusion of those fees. The City is now required to charge tax on all rental fees and therefore this is now indicated on the fee schedule. VI. Planning and Zoning The fee format for the land use applications is proposed to be changed. Presently, while each type of request incurs an administrative fee to cover the cost of Staff time, public notices, meetings, etc., there is not a set escrow amount for each type of request. Escrow fees are charged to cover the cost of any consulting fees or unanticipated cost the City may incur in relation to a planning case application. The escrow can be increased or deceased at the discretion of the City if needed. VII. Utility Hook-up Charges Increases based on the utility rate schedule adopted by the Council last year. VIII. Miscellaneous Fees / Permits These increases are necessary to cover costs related to permit processing. XIII. Recycling Fees and Bins The Arden Hills recycling program includes the weekly curbside recycling program and the twice annual community cleanup event. The curbside recycling services are provided by Eureka Recycling. The community cleanup events are operated in conjunction with the City of Shoreview. The recycling budget is an enterprise fund that receives revenues from the annual household fee that is applied to the property taxes and from the SCORE grant provided by Ramsey County. Most of the expenses are from the services provided by Eureka. Since there are no other dedicated funding sources, the revenue must be balanced with the expenses. For 2010, the per household fee charged by Eureka Recycling for curbside recycling services is not expected to increase. The contract with Eureka states that the household fee will change each year based on the change in the Consumer Price Index (CPI) from the Minneapolis Federal Reserve for the Upper Midwest, which is expected to include a change of between negative one and zero percent. For 2009, the annual cost charged by Eureka was $36.72 per household. The processing costs per ton will not increase, but the actual processing cost varies depending on the tonnage of recyclables in a given month and the market price for the recyclables. Although base fee from Eureka is not expected to change, the annual curbside recycling fee per household is proposed to be increased from $32.00 in 2009 to $40.65 in 2010. This fee increase is needed in order to balance the recycling fund budget. There are three reasons for the increase in the annual per household recycling fee. When the 2009 household fee was set, the City anticipated receiving sufficient revenue share to offset the lower per household fee. As discussed earlier in 2009, the recycling market decreased significantly with the recession and revenue share decreased to zero for several months. The recycling fund balance was used to compensate for the loss in revenue share. In January 2009, the recycling fund balance was approximately $39,000. At the end of 2009, the fund balance is anticipated to have decreased to approximately $18,500. The proposed 2010 fee would cover the full cost of the recycling program. The second reason is that personnel service charges increased from $10,450 to $13,403 annually, which is primarily due to an adjustment to apply the actual personnel cost for operating the recycling program to the recycling program. The third reason is that the administrative costs associated with recycling also increased from $1,734 to $2,897. Administrative costs are applied to all enterprise funds, which applies overhead costs to the recycling program. In addition to the increase in the annual per household recycling fee, Staff is proposing a fee of $1.40 for each housing unit that is not part of the curbside recycling program, which includes Cottage Villas, Hunter's Park Condos, Parkshore Apartments, and Arden Manor. Although these properties contract separately for regular recycling services, they still have access to the community cleanup event. This fee would cover their portion of the community cleanup event. Currently, only those households that pay a recycling fee are paying towards the community clean-up events, even though all households in the City have the opportunity to utilize them. The proposed fee schedule would allocate a portion of the cost of the community clean-up events to all households equally. The proposed recycling fee of $40.65 includes the cost of the community clean-up events. Stat. §412.191, Subd. 4, directed that a summary of Appendix A of Ordinance 2009-013 be published. Appendix A of Ordinance 2009-013 is entitled "2010 Fee Schedule" an Ordinance Relating to Fees Payable within the City of Arden Hills for 2010. The primary purpose of the ordinance amendment is to update the Municipal Code to reflect fees for the calendar year of 2010. A full copy of Appendix A of Ordinance 2009-013 is available for inspection by any person during regular business hours at the office of the City Administrator, 1245 West Highway 96, Arden Hills, Minnesota 55112.
