SUBJECT: Resolution of Support for the transfer of TCAAP property to Ramsey
County for the Rice Creek South Regional Trail Corridor, the Arden Hills
Army Training Site (AHATS) Trailhead, and the Vento Wildlife Corridor
Action Request
Consider approval of Resolution 2009-043 to support the transfer of land from the Twin Cities
Army Ammunition Plant (TCAAP) property to Ramsey County for the Rice Creek South
Regional Trail Corridor, the Arden Hills Army Training Site (AHATS) Trailhead, and the Vento
Wildlife Corridor.
Background
At the December 14, 2009, TCAAP work session, the City Council requested staff prepare a
resolution supporting the transfer of TCAAP property to Ramsey County for the Rice Creek
South Regional Trail Corridor and the Arden Hills Army Training Site (AHATS) Trailhead.
The Rice Creek South Regional Trail Corridor is proposed to be an approximately 150 wide
corridor that extends along the eastern edge of the TCAAP property and the southern edge of the
Wildlife Corridor. A portion of the trail corridor would narrow to avoid contaminated property.
Ramsey County would become the owner of the trail corridor. The purpose of the trail is to
provide a dedicated connection from the Highway 96 Regional Trail to the Rice Creek North
Regional Trail, which borders both sides of Rice Creek. The trail corridor includes
approximately 30 acres.

The proposed Trailhead would be a 500 foot wide strip of land that extends from County Road I
across the AHATS area and.the Primer Tracer portion of TCAAP to the northern edge of the
Wildlife Corridor. The primary purpose of the Trailhead is to provide a staging area for
recreational access to the AHATS property; however, it could also provide access to the adjacent
Rice Creek trail and Wildlife Corridor. Ramsey County is still working through the details of
how they would obtain the use or ownership of the Trailhead corridor. Ramsey County may own
or lease all or a portion of the corridor, and the corridor is approximately 29 acres. The City of
Arden Hills would not take ownership of the Trailhead corridor. Ramsey County is currently in
discussions with the Minnesota National Guard to determine if they would accept the balance of
the Primer Tracer area.
A: draft of the proposed resolution of support was reviewed by Greg Mack. He requested that the
resolution reiterate the City's support for the transfer of the 49 acre Vento Wildlife Corridor to
Ramsey County.

A RESOLUTION SUPPORTING TRANSFERRING LAND FROM THE TWIN
CITIES ARMY AMMUNITION PLANT (TCAAP) PROPERTY TO RAMSEY
COUNTY FOR THE RICE CREEK SOUTH REGIONAL TRAIL CORRIDOR, THE
ARDEN HILLS ARMY TRAINING SITE (AHATS) TRAILHEAD, AND THE
VENTO WILDLIFE CORRIDOR
WHEREAS, the City of Arden Hills supports the transfer of an approximately 150
foot wide Trail Corridor that extends along the eastern edge of the TCAAP property and the
southern edge of the Wildlife Corridor, comprising approximately 30 acres, to Ramsey
County for the construction of the Rice Creek South Regional Trail that connects the
Highway 96 Regional Trail to the Rice Creek North Regional Trail (see attached map); and,
WHEREAS, the City of Arden Hills supports transferring the 150 foot wide corridor
for the Rice Creek South Regional Trail to Ramsey County prior to the public sale of the
TCAAP property; and,
WHEREAS, the City of Arden Hills 2030 Comprehensive Plan supports the
construction of a regional trail connecting the Highway 96 Regional Trail to the Rice Creek
North Regional Trail; and,
WHEREAS, the City of Arden Hills supports the transfer of a 500 foot wide access
that extends from County Road I to the northern edge of the Wildlife Corridor, comprising
approximately 29 acres, to Ramsey County for a trailhead to support recreational access to
the AHATS property (see attached map); and,
WHEREAS, the City of Arden Hills 2030 Comprehensive Plan supports the
recreational use of the Primer Tracer portion of the TCAAP property and recreational access
to the AHATS property; and,
WHEREAS, the proposed projects will provide recreational opportunities to the
residents of Arden Hills and Ramsey County; and,
WHEREAS, the proposed projects will be an amenity to the future redevelopment of
the TCAAP property; and,

WHEREAS, the City of Arden Hills continues to .support the transfer of the Vento
Wildlife Corridor to Ramsey County; and,
WHEREAS, the City of Arden Hills 2030 Comprehensive Plan supports the
designation of the Vento Wildlife Corridor for park and open space uses by Ramsey County;
NOW, THEREFORE, BE IT RESOLVED: The City of Arden Hills supports
transferring land from the Twin Cities Army Ammunition Plant (TCAAP) property to
Ramsey County for the Rice Creek South Regional Trail Corridor, the Arden Hills Army
Training Site (AHATS) Trailhead, and the Vento Wildlife Corridor.
