RESOLUTION NO, 2009-043
A RESOLUTION SUPPORTING TRANSFERRING LAND FROM THE TWIN
CITIES ARMY AMMUNITION PLANT (TCAAP) PROPERTY TO RAMSEY
COUNTY FOR THE RICE CREEK SOUTH REGIONAL TRAIL CORRIDOR, THE
ARDEN HILLS ARMY TRAINING SITE (AHATS) TRAILHEAD,AND THE
WILDLIFE CORRIDOR
WHEREAS, the City of Arden Hills supports the transfer of an approximately 150
foot wide Trail Corridor that extends along the eastern edge of the TCAAP property and the
southern edge of the Wildlife Corridor, comprising approximately 30 acres, to Ramsey
County for the construction of the Rice Creek South Regional Trail that connects the
Highway 96 Regional Trail to the Rice Creek North Regional Trail (see attached map); and,
WHEREAS, the City of Arden Hills supports transferring the 150 foot wide corridor
for the Rice Creek South Regional Trail to Ramsey County prior to the public sale of the
TCAAP property; and,
WHEREAS, the City of Arden Hills 2030 Comprehensive Plan supports the
construction of a regional trail connecting the Highway 96 Regional Trail to the Rice Creek
North Regional Trail; and,
WHEREAS, the City of Arden Hills supports the transfer of a 500 foot wide access
that extends from County Road I to the northern edge of the Wildlife Corridor, comprising
approximately 29 acres, to Ramsey County for a trailhead to support recreational access to
the AHATS property(see attached map); and,
WHEREAS, the City of Arden Hills 2030 Comprehensive Plan supports the
recreational use of the Primer Tracer portion of the TCAAP property and recreational access
to the AHATS property; and,
WHEREAS, the proposed projects will provide recreational opportunities to the
residents of Arden Hills and Ramsey County; and,
WHEREAS, the proposed projects will be an amenity to the future redevelopment of
the TCAAP property; and,

WHEREAS, the City of Arden Hills continues to support the transfer of the Wildlife
Corridor to Ramsey County; and,
WHEREAS, the City of Arden Hills 2030 Comprehensive Plan supports the
designation of the Wildlife Corridor for park and open space uses by Ramsey County;
NOW, THEREFORE, BE IT RESOLVED: The City of Arden Hills supports
transferring land from the Twin Cities Army Ammunition Plant (TCAAP)property to
Ramsey County for the Rice Creek South Regional Trail Corridor, the Arden Hills Army
Training Site (AHATS) Trailhead, and the Wildlife Corridor.
