�r� January 11, 2010, a public improvement hearing wi11 be held for the 2010 PMP
project. Once the hearing is elosed, t�e next s�ep in the pro�ess is for the City Council to
order the Improvements and preparation of plans and specif cations.
Discuss�on
The following is a brief summary of proposed in�praver�ents; for more detail, please
referenee the feas�bility repor�.
Street Improvements
The fol�owing tab�e s�mmarizes existtng and pra�osed street w�dths for each s�reet
proposed for reconstructian. Streets proposed for mxll and overlay, Janet Court, Kat�e
Land, and I�atie �ourt, vvill have no ehange to the street w�dth. Existing curb and gutter
will rerr�ain in place, with the exception of spot repa�rs to replace damaged or sunken
curb.

* 2b feet is the minimum width for a State Aid street; this proposed width does not
al�ow for on-s�reet parking. A resolution would need to be passe� to post the street
no parking at a�� times. Parking bays could be constructed in certa�n areas to prov�de
some on-street parking.

Utilit_y Improvements
Watermain
Watermain replacement �s recornmenaed on �alentine Court and an Valent�ne Avenue
from Valentine Court to O�d Hig�wa� 1 Q. There have been several watermain breaks in
this area in �-eeen� years; �the pipe will be replaced with plastic pipe, wh�ch will perform
better t��.n iron pipe in �he soils In the area. Replacement of hydrants a�d gate valves is
a�so recommended in the Vale�tine neighborhood. No watermain improvements are
proposed on Janet �aurt, Katie Lane or �atie Court.
San�ta�-y Sewer
.
No major sanitary sewer improvements are proposed. A few segments of pipe will be
replaced in the Va�entlne neighhorhood, where lining or other trenchless techno�og�es
cannot be applied because of sags in t�e pipe. Manho�es with structura� deficiencies will
be rehabilitated in an effort to reduce inf�ow anc� infiltratian. Chimney seals and solid
mar�hole covers will also be plaeed o� aI1 sanitary sewer manholes.
Sanitary Sewer services
1Vlany of the residents in the Valentine neighborhood have indicated that they have had
issues with roots in their sanitary sewer service �ines. The service is the property owner�s
responsibil�ty from the main to the hause. Staff recomn�ends including a private sewer
service replacement item �or this project. This work would be performec� o�ly if
requested and paic� far by t�e proper�y owner. Language could be �ncluded in the
eontract documents that the Cont�actor would �rovide unit prices for private work, and
that any private work will be done a� a contract between the Contractor and the private
property owner. Prov�aing th�s opt�on is intended to maintain the �ntegrity of the newly
reconstructed street, as �vell as saving the property owner road restaration eosts in the
�uture.
Storm Sewer
T�e exis�ing storm sewer system v�ill be improved and expanded throughout the
ne�ghborhood. Best n�anagemer�� pract2ces, s�ch as rain gardens, In�iltration trenche�,
biofiltration basins, and ather feat��-es will also be incorporated i�to �he project in order
ta meet the Riee Creek Watershed District's wa�er quality requ�rements.
Fin ancial Implications
The estimated total project cost for t�ie im�ravements is $1,135,423, Including
engineering fees. Consistent with t�e Assessment poliey, an addit�onal 37% overhead for
the street improvements has been inc�uded, which was used to calculate prelimina�-y
assessment rates. The overhead is broken do�vn as �ollows:

The City�s portion of the pra�ect eos�s are currently budgeted from the PIR and Uti�ity
Enterprise Funds (sanitary sewer, surface wa�er managemen� ancl waterr�a�n funds}.
Vale��ine Aven�e is a S�ate Aid street, whle� is eligible for use of State Aid funds. A
prapased project funding summ�.ry is Iisted in the table belovv. Raadway costs include a
37°/o overheac�; u�i�ity costs Include 30% overhead.

Assessments
As detailed in the feasibili�y report, two prel�m�nary assessment rates have been
established, for reconstructian and for mill and overlay. The table be�ow �ists the
estirnated assess�nent rate per residential equivalent units (REt7}.

Resident Comments/Concerns
At the neigh�orhood meeting, several commen�s anc� �o�cerns �vere raised by the
res�dents. The most common were concerned With street �vidth, parking, drainage, and
assessments.
Resldents expressed concerns abaut speeding and through traffic on Valentine Avenue. In
respa�se to �hese cancerns, the feasibilit� repor� also provides an option for a 24 foo�
wide road. However, �h�s design would not a�Iow the City to use State Aid funds on this
�roj ect.
Residents had mixed responses abou� t�e need for on-street parking; many did not have
concerns, while others would Iike to see on-stree� parking available at aIl tir�es after t�e
project is complete. The Lake Johanna Fire Dep�rtme�t has expressed concerns about
narrow streets, and have requested that streets �ess than 26 feet wide be posted no parking
at a11 times to ensure emergency vehic�e access to properties.
Residents throughout the neighborhood expressed �peeif c drainage concerns. The
project team w�Il work individually with �hese resi�ents during fnal design.
Many reside�ts were also concerned about the tim�ng of this proposed assessment, giv�n
the eurrent state of the economy. These concerns are similar to those that were heard
during the proEes� for the 2Qa9 PMP. As was aur experience during the 2009
construetion season, street projec�s b�ds are extre�nely campeti�ive, providing both the
City and the residents with cos� savings. If b�ds are more expensive than es��mated, they
can be rejec�ed.
Council Action Requested
Staff recomrnends the adoption o� Resolu�ion 2010-002: Orc�ering Pu��ic Improvement
and Preparatian of Plans and Specif eations for the 2410 Pavement Management
Program. Minnesota Statutes state �hat the adoption of th�s resalution requires a four-
fifths vote.

11, 2010.
3. WSB & Assoc�ates, Inc. is hereby designated as the engineer for this �mpravement. The
eng��eer shall prepare plans and specificatlons �or the making of such im�rovement.
